City of Richmond, Indiana,
Monday October 15th, 1928.
The Board of Public Works of the City of Richmond, Indiana, met
in regular session at the office of said Board Monday October 15th
1928, at 9 o 'clock A. M. All the members of said Board, Messrs,
Reid, McFail and Henley being present . The following proceedings
were had, to-wit : -
The Board approved the contract & bond of John F. Hipskind, con-
tractor under Improvement Resolution No. 878-1928.
The Board approved a. primary assessment roll under Improvement
-Resolution No. 85 1928, for the improvement of South 9th Street
by new curbs and paving roadway, from South "A" Street to the 1st
alley -north.
The M.E.L.& P .P . w- s directed to move the light from South 15th
& "F" Street to South 15th & "G" Streets.
Street Commissioner was instructed to repair the brick crosswalk
et the alley -intersection on north side of South "B" Street, be-
tween South 12th & 13th. Street .
Street Commissioner was directed to mark street in the 14-00 block
on Hunt Street ; also the 500 block in South 14th & 15th Streets,
as recommended by Post Master in order to get mail delivery ser-
vice on tvese streets.
The Clerk was directed to accept the deposit of 8 certificates of
deposit for 475. 00 each total ti600.O0, on the Citizens Bank of
Kokomo, Ind. , payable to -the City of Richmond, Indiana, for the
purposes and under the following conditions, to-wit :
" In the event the Board of Public Works or other municipal auth-
orities of the City of Richmond,Wayne County, Indiana, cause the
extension of water mains and installation of fire hydrants in
Ravinia Perk First Addition to said City of Richmond (in connect-
ion with the improvement of the streets in said addition) , Gerhart
Brothers, with offices at 710z Main Street , Richmond, Indiana, agree
to nay the water rental or quarter-annual charges of the Richmond
"a_ter Works Corporation,- for said extensions, for a period of two
years . You are authorized to cash one of the enclosed Certificates
eech quarter, pay the amount due said Vleter Works Corporation and
return the residue to said Gerhart Brothers," -
If said Addition
is not annexed to said City or if the Board -of Public Works or
other municipal Authorities of said City fail or refuse to let a •
contract for said improvements and order said Water 'izin Extensions

within Sixty ( 60) days hereafter, then and in that event the en-
closed certificates shall be returned to Gerhart Brothers.

. A petition signed by -Wm. H. Bartel Prest . and John H. Niewoehner
Secy. of, South Side Improvementh Association, praying that 1 ft .
off the-west line of present .20ft . alley between South 8th & 9th
Street, running from South "M" to "N" Street be vacated, together
with dedication of 1-I- foot of ground off of the west end of Lots
. 11 to 21, inclusive, Beall view Addition, to change the lines of
said alley above mentioned was received, and referred to City Plan
Commission for investigation and report.
The Board sighed a tentative contract and agreement by and between
the City of Richmond, Indiana, • thru its Board of Public Works and
the Terrehaute, Indianapolis and Eastern Traction Company, a public
utility organized and doing business under the laws of the State
of Indiana, with general dbffices a.t Indianapolis, wherein the City
' of Richmond, agrees to furnish all the electrical energy demanded
by said traction company up to one thousand (1000 ) kilowatts, ' for
the operation of street and traction car service, for the period of
one year (1) ,.max and no longer, at the rates specified in said
agreement and as may be finally ordered by the Public Service Com-
mission 'of the State of Indiana, . The City Attorney was directed
to prepare an order together with special counsel F.B.Joh,nson of
Indianapolis, retained by the City, and present the same to the
Public Service Com:ciission of State of Indiana on or before October
23rd, or at as early date as possible.
The Board agreed to make an allowance of 05.00 to Mr. & Mrs Posther
in stuccoing the brick residence moved by the City from the corner
of South 9th & "Q" Streets .
