In accordance with the Warrant , the Special Town Meeting was held in the
Brewster Elementary School Cafetorium , Monday , December 12 , 1988 .
The Meeting was called to order at 7 : 15 p . m . by the Moderator, Stephen L .
Doyle . The Tellers were William S. Neilsen , Edwin J . Blease , and June Gallant .
Checkers were Dorothea Dugan , Carl Scrivener , and Mary Tucker .
A quorum was present .
The Warrant was read by the Town Clerk , Barbara A . Vaughn , CMC, AAE ,
with the exception of the Articles which were read as they were being con -
he sidered .
ARTICLE 1 . To see if the Town will vote to petition the General Court of
Massachusetts to enact , as expeditiously as possible , special legislation which
will enable the Town to do the following :
The Clerk of the Town of Brewster shall be elected by ballot for a term of
three (3 ) years .
The Treasurer of the Town of Brewster shall be appointed by the Board of
Selectmen to serve a term of three (3 ) years , unless sooner removed for cause .
The Town Collector of the Town of Brewster shall be appointed by the
Board of Selectmen to serve a term of three (3 ) years , unless sooner removed
for cause .
At the option of the Board of Selectmen , the Board may appoint a treasurer
who shall serve in all respects as the Town Collector, and in such event , there
shall not be a separate Town Collector.
The Town Collector may use all means of collecting taxes which a Town
Treasurer may use when appointed a Town Collector , and the Town Collector
may collect under the title of Town Collector of the Town of Brewster , all
accounts due the Town .

ARTICLE 2 . To see if the Town will vote to transfer from free cash the sum
of $50,000 .00 , to be transferred into Legal Expense Line Item in the Fiscal
Year 1989 Budget to pay for the shortfall that would otherwise exist .

ARTICLE 3 . To see if the Town will vote to add to Article 88 from the
1988 Annual Town Meeting and to transfer from free cash the sum of FourAJ
thousand and 00 / 100 ( $4 ,000 .00 ) Dollars to conduct a Hazardous Waste Collec-
tion Day for Brewster residents only .
