In accordance with the warrant , the Special Town Meeting was held in the
r Brewster Elementary School Cafetorium , Monday , May 8 , 1989 .
The meeting was called to order at 7 : 15 P. M . by the Moderator, Stephen L .
Doyle . The Tellers were Dorothy A . Grenier, June F . Gallant , Doris W. Powell ,
and Edwin J . Blease . Checkers were Carl Scrivener, Jean Gage , Antoinette Mara ,
Mary Tucker, and Mitsy Unger .

A quorum was present .
The Warrant was read by Assistant Town Clerk , Donna Luscombe with the
exception of the Articles which were read as they were being considered .

ARTICLE 1 . To see if the Town will vote to transfer from available funds ,

ARTICLE 2 . To see if the Town will vote to transfer from the Ambulance
Receipts Reserved for Appropriation Account a sum of Eight thousand and
00/ 100 ($8 ,000 .00 ) Dollars to pay for professional services in relation to am
bulance billing expenses for Fiscal Year 1989 ,

ARTICLE 3 . To see if the Town will vote to transfer from Free Cash the
sum of Twenty-five thousand and 00/ 100 ( $25 ,000 .00 ) Dollars for design
services and other planning expenses in connection with construction of a new
elementary school in Town and to see if the Town will authorize the New Ele-
mentary School Building Committee to solicit bids , enter contracts , and expend
these funds provided that the New Elementary School Building Committee
carry-out the planning and design of an upgraded ballfield on the site .

ARTICLE 4 . To see if the Town will vote to transfer from Free Cash the
sum of Forty-four thousand seven hundred twenty-eight and 00/ 100 lee
( $44 ,728 .00) Dollars to be added to the current Fiscal Year Budget 1989 for
the Brewster Elementary School Committee .
ADOPTED UNANIMOUSLY
ARTICLE 5 . To see if the Town will vote to direct and /or authorize the
Board of Selectmen , the Conservation Commission , and the Water Commis-
sioner's to place the Punkhorn Parklands , as shown on a plan entitled "Sketch
showing the Punkhorn Parklands , Special Town Meeting , May 8 , 1989 , prepared
for the Land Acquisition Committee , Town of Brewster , Massachusetts , sketch
dated 9 February 1987 , revised March 13 , 1989 , Scale 1 " = 400 ', Nickerson
and Berger, Inc. R . L . S. & P. E . , 260 Cranberry Highway , Orleans , Ma . , Sheet 1
of 2 ", under a conservation restriction in accordance with G . L . C . 184 para.
graph 31 or any other enabling authority , with appropriate exceptions to ensure
the development of present and future water supplies , and any necessary or
appropriate roads and structures incidental thereto .

ARTICLE 6 . To see if the Town will vote to authorize the Board of Select•
men to transfer to the Conservation Commission that portion of the Punkhorn
Parklands shown as Article No . 2 , (with the exception of parcel 2806 ) , as shown
on a plan entitled "Sketch Showing Articles 1 , 2 , 3 , and 4 Special Town Meet-
ing March 9 , 1987 prepared for the Land Acquisition Committee , Town of
Brewster , Massachusetts, Scale 1 " = 400 ' , Nickerson & Berger , Inc. , R . L . S.
and P. E . , 260 Cranberry Highway , Orleans , MA" , said land to be managed and
controlled by the Conservation Commission for conservation , passive recreation ,
and watershed protection purposes under the authority of and in accordance
with G . L. C. 40 paragraph 8C ; and that the Board of Selectmen is directed and /or
authorized to transfer to the Water Commissioners the land shown on the
aforementioned plan as Article No . 4 , said land to be used for conservation ,
passive recreation , and watershed protection purposes , and placed under the
management and control of the Water Commissioners .

in the Town Election met at the Brewster Community Center Monday , May 15 ,
1989 .
The polls were declared open at 7 : 00 A. M . The Election workers duly sworn in
