Thursday August 23rd, 1928.
The Board of Public Works of the City of Richmond, Indiana, met in
regular session at the office of said Board Thursday August 23rd,
1928, at 9 o 'clock A.M. All the members of said Board, Messrs,Reid,
McFail and Henley being present . The following proceedings were
had, to-wit :
The Board met to hear all persons interested, or whose property is
affected under Improvement Resolution No. 872-1920, for the improve-
ment of South 5th Street, by constructing cement sidewalks, curb &
gutter on both sides of street ; also grading the roadway where
necessary; and necessary drainage; also, a cinder-gravel roadway 18
feet in width the full length thereof, from South "H" to "N" Street.
After hearing all persons interested who appeared and no remonstrance
having been filed. The Board decide that the benefits to the property
liable to be assessed for said improvements arevequal to the cost of
same as reported by the city civil engineer, and thereupdn take a.ctio:
on said resolution, the same being confirmed without modification.
Pursuant to continuance to this date, the Board met to hear all -aer-
sons interested or whose property is affected under Improvement -'ese
lution No. 871-1928, for improvement of National Road, by construct-
ing cement sidewalk on north side thereof, from Charles to Easthaven
Avenue, after again viewing the remonstrance as filed, there being
zix resident property owners residing along line of said improvement
three of whom have signed the remonstrance, the Board overruled the
same and on motion confirm the resolution without modification, after
finding that the benefits to the property liable to be assessed for
said improvements are equal to the cost of same as reported by the
City Civil Engineer. The Board in order to give the property owners
time in which to re-set their hedges, decide not to let contract
until next spring.
Permission was granted Waldo Lacey to cut the curb on east side of
S.W.7th Street at Lot 1, I.Y.Li. of F. Out-Lots.
Permission was granted S.C.Ryan to cut the curb on east side of SW.
5th Street at Lot 19 Home Seekers, Addition.
The City Civil Engineer reported the completion of contract under
Improvement Resolution No. 852-1928, for constructing cement curb &
gutter and sidewalks where not already constructed and in good con-
dition on both sides of North 12th Street, from North "E" to "J"
Street . The Board accepted the same and approved a primary assessment
roll for said improvements.

The City Civil Engineer reported the completion of contract under
Improvement Resolution No. 862-1928, for sanitary sewer in the alley
between Ratliff & Ridge Street, from Stevens Street to North Corpor-
ation Limits. The same was accepted and primary assessment roll
approved.
The Board met to hear remonstrances if any of persons whose property
is primarily assessed under Improvement Resolution No. 859-1928, for
construction of sanitary sewer in alley between Boyer & Ridge Street
from Stevens Street to Williamsburgh Pike. No remonstrance having
been filed. The Board approved a final assessment roll confirming
the original assessment roll heretofore approved, and now direct the
same be forthwith transmitted to the Department of Finance.

Pursuant to continuance to this date. The Board met to hear
remonstrances, under Declaratory Resolution No. 222-1928, for
the opening of South 10th & llth Streets, from South "L" to
South Avenue, South 12th Street, from South "J" Street to
South Avenue; South 13th Street , from. South " ! ' Street :;now
called North Avenue to South Avenue and South "L" Street, from
South 9th to 20th Street, in matter of benefits assessed and
damages awarded, after hearing all persons interested who ap-
peared and carefully considering remonstrances heretofore filed
and hearing the various attorneys who- appeared for the remon-
strators . The Board take the same under advisement andstate
they would make an effort to give their decistion in the mat-
ter by Thursday August 30th, 1928. After which a remonstrance
was filed By Gardner, Jessup and Tripp, remonstrating against
the amount of damages awarded to Charles Goins, taken under
advisement with the rest of remonstrances.
The Board approved a contract with the Old Ben Coal Corporation
of Cincinnati, Ohio, for furnishing of approximately 20, 000
tons of Cinderella two inch Nut & Slack Coal ® $1.00 per ton
f.o.b. cars at mines, for Light Plant to August 15th, 1929..
