Thursday August 16th,1928,.
The Board of Public Works of the City of Richmond, Indiana, met in
regular session at the office of said Board, Thursday August 16th,
1928, at 9 o 'clock A.M. All the members of said Board, Messrs,
Reid, McFail and Henley being present, the following proceedings
were had, to-wit :
II The Board met to hear remonstrances, if any of persons whose proper-
ty is affected under Improvement Resolution No. 871-1928, for con-
struction of cement sidewalk 6 ' wide on north side of National Road
from Charles Avenue to East Haven Avenue. 4fter hearing all persons
interested who appeared and carefully considering a remonstrance
filed against said improvement, the Board continued said hearing
until Thursday August 23rd, 1928.
A petition for improvement of South 15th Street, from South "G" to
"H" Street was received, and the Board unanimously adopted Improve-
ment hesolution No. 874-1928, for. the improvement of South 15th St.
by constructing cement C.& G. repairing sidewalk where necessary on
both sides of street, and grading & paving the roadway with bitumi-
nous treated macadam Surface on a gravel-cinder foundation and plant-
ing trees, from South "G" to "H" Street.
A petition for fire hydrant at North 17th &"G" Streets was received
and taken under advisement.
The Board met to hear remonstrances if any, of persons whose propert;
is assessed as benefits and the awardLof damages, under Declaratory
Resolution No. 222-192g, for the proposed opening of South 10th &
11th Streets, from South"L" to South Avenue, South 12th Street, from
South "J" to South Avenue; South 13th Street, from North Avenue to
South Avenue and South "L" Street, from South 9th to South 20th Stre
Remonstrances against benefits assessed and damages awarded where
filed by H.U.Johnson, Robbins & Robbins, J. B . Griffis::, & D. Rankin,
attorneys, for Thos, Ryan, Luke Flatley, aria Kramer, Caroline
Welch; ueo. Dixon, Andrew Walker; Cash Bennett, Mattie Bennett,
Green & Grace Daniels, Epp4e Bennett, Wm. F. mason A. Jennings,
E. & Bertha Davis, Eva I. aine, Church of God & Saints of Chtitt
by the Trtstees Jessie L. & Eliza. A. Gibson, P. T. Gibson, Chas. H.
Meyer and Daniel Nolte, protesting against the- amount of benefits
assessed and the damages awarded to them as owners of lots stated
in said remonstrances. After carefully hearing the above attorneys
the Board decide to again go over the ground for further investigat-
ion, and continue action on said resolution until Thursday August
23rd, 1928, at 9 o 'clock A.M.

The Board signed agreement whereby the Board of Trustees of Earlham
College',, sells and conveys to City4of Richmond, certain real estate
described to said conveyance for erection and maintenance of dispos-
al plant and public roadway for access thereto, the city to erect
and operate a post lighting system on National Road in front of
Earlham College Campus, without any additional expense to said Col-
lege.
Claims in amount of $2134.08 were allowed, and the Board approved
the various payrolls up to August 16th, 1928.
