City of Richmond, Indiana,
Monday May 28th, 1928.
The Board of Public Works of the City of Richmond, Indianna., met
in regular session at the office of said Board Monday May 28th,
1928, at 9 o 'clock A. M. All the members of said Board, .Messrs,
Reid, McFa.il and Henley being present . The following proceedings
were had, to-wit :

The Board approved the contracts and bonds of Laniel G. Burkhardt
contractor .under Improvement Resolution No ' s. 858 and 861-1928.
The Board granted permission to Frigidair Corporation, to re-
move their .clock from Main Street near corner of North 5th Street
to in front of the Chenoweth Electric service Co. , 1113-1115
East lain Street .
The Street _Com: issioner was instructed to clean the Septic Tank
east of South 23rd Street and south of Mein_ Street .
The Board met in conference with property owners of property
abutting East' Haven Avenue, requesting them to place water and
gas taps and have the same run .to the curb line, preparatory to
the City repairing the street, after some discussion of the few
owners who appeared. The Board adopted Resolution to improve
• East Haven Avenue, from National Road to Peacock Road, by pre-
paring the present surface to receive a resurfacing . of one of
the following kinds of modern city surfaces : Sheet Asphalt ;
Asphaltic Concrete; Bituminous Macadam and Rock Asphalt, The
Board notified property owners present , that they would hold
the resolution for two weeks, to give the property owners a
chance to make arrangements with the Gas & hater Companies, to
install necessary taps, if this is done the resolution will be
rescinded, and the street repaired by the City, if it is not
done the Board will cause the street to improved under the re-
solution and assess. the cost of same against property.
Pursuant to continuance to this date. The Board take up the hear-
ing under Improvement Resolution No. 863-1928, for the improve-
ment of Ridge Street, by constructing cement sidewalks, curb &
gutters & planting of trees on both sides of street, grading &
paving the roadway with one of the following kinds of improve-
ments, Reinforced Concrete, Sheet Asphalt , Rock Aspha.lt . or . Bi-
tuninous Macadam, from Stevens Street north to . the Corporation
Limits of City. The City Civil Engineer, reported their are 9
resident owners of property residing along the line of the im-
provedent, Two of whom have signed a remonstrance, the _Board
overrule said remonstrance, and decide that the benefits to the
property lia:blie to be assessed for said improvements are equal
to the cost of same as reported by the City Civil . Engineer, and
thereupon take final action on said resolution, the same being
confirmed without modification.
The Board direct the Clerk to notify, Richmond City Water Works
Corporation to lay 6" water main in Ridge Street , from Stevens
Street to Williamsburg Pike; also, South " L" Street, from South
5th to 9th Street to lay a 12" water Main. also, to notify the
siIR 0K Gas Co. , the city will pave Ridge Street , from
Stevens Street to Corporate limits, and South "L" Street, from
South 5th to 19th Street .

The Board unanimously adopted Improvement Resolution, for Ornamental
Lighting System, in the following streets, to-wit : National Road,
from 5th to 9th Street ; West Main Street, from 1st to 7th Street ;
West 7th Street, from Main Street to Peacock Road; Richmond' Ave,
from east side of Doran Bridge to West 5th Street ; North 3rd St .
from Main to North "D" Street ; North "D" St, from east end of Doran
2'idge to Fort Wayne Ave; Fort -Wayne Ave, from North "D" Street to
North "F" St ; North 9th St, from "A" to North "E" Street; North"E"
St, from North 10th to 24th St ; North"A" St, from N. 5th to 16th St,
except where already installed; North 13th Street, 14th, 15th & 16th
Streets, from Main to North " A" Street ; South 5th from "A" to South
"E" St; South 8th from "A" to South"E" St ; South 9th from 1st alley
south of Main to South "A" St ; South 10th -from "A" to "C" Street ;
South "A" St , from South 5th to east, side 18th St ; South 13th, 14th,
15th, 16th, 17th & 18th Streets, from Main to South "A" Street, by
erecting and installing a system of street lights and posts, along
the street curb in front of the city blocks described, Said system
of lights & posts, to be installed by the Municipal Electric Lighting
- & Power Plant of said City, and the cost of such lamp posts shall
be assessed against the owners of the property benefitted, as pro-
vided under Acts of State of Indiana, under Section 138, entitled
Lamp Posts - Contract for cost . And Sup ' t . , of said Light Plant in-
structed to advertise for bids for said posts and necessary equipment
for such system and erect and - install the same.
W. L. Magaw, was granted permission to take the sod from South 5th
Street, between South "H" & " I" Street , and to replace same amount
of sod taken to Glen Miller Park .
A remonstrance signed by Ben Bartel etal. against Light Post System
being erected in South 18th Street, from Main -to South " A" Street
was received and placed on - file.

The Board signed -agreement in matter of proposed overhead bridge of
C. & 0. Railway Co. , - in South 9th Street under drawings 4-0--5-E. dated
Aug. 6th, 1927 and as revised April 11th, 1928, and Clerk diredted to
forward -the same to Albert H. Cole, i/c C .& 0. Ry. Co. , Peru, Indiana
The Board signed agreement for Lamps for year, to be furnished by
Richmond Electric Co. ,
- In matter of remonstrance . filed against the improvement of South" L"
Street as provided under Improvement Resolution No. 864-1928. The
City Civil Engineer, reported that there are 11 resident property
owners, residing along South ".L" Street , between South 5th & 9th Sts.
3 of whom have signed a remonstrance against - said improvement , this
being less than a majority, the Board overrules said remonstrance &
confirm all former action taken on said improvement .
The Board then adjourned,
