Members present: Mayor, Wayne Neddermeyer; Councilmembers, Arthur Theis, Nancy Laurent, William Reiser, Thomas Crosby; Clerk, Donna Roehl; Planning and Zoning Administrator, Anne Dorweiler; Assessor Willis Kohnen; Attorney Richard Schieffer. Mayor Wayne Neddermeyer introduced I'iancy Laurent and Thomas Crosby as new Councilmembers. Motion by Arthur Theis, seconded by William Reiser to approve the minutes of December 21, 1976, as presented. Motion carried unanimously 1. CIGARETTE LICENSES Motion by William Reiser, seconded by Arthur Theis to grant 1977 Cigarette Licenses to: Medina Recreation, Robert Klein, Rolling Green Country Club, Big Woods Saloon, Dockside Inn, Pat Wald. Motion carried unanimously 2. HENNEPIN COUNTY LIBRARY LEASE Discussion by members of lease as presented by Hennepin County; terms similar to previous lease, including rental amount. Members agreed an increase in rent is warranted because of increased costs of utilities, etc. Motion by Thomas Crosby, seconded by Arthur Theis to enter into lease agreement with Hennepin County for $2820 per year, which is an increase of $25.00 per month. If Clerk is unable to negotiate the lease to return to Council for discussion. Motion carried unanimously 3. LEAGUE OF MINNESOTA CITIES Discussion of joining the League of Minnesota Cities and benefits received. Motion by Nancy Laurent, seconded by Arthur Theis to table the matter until the Minnesota Legislative session is completed. Motion carried unanimously 4. COMMUNITY DEVELOPMENT BLOCK GRANT HEARING 8:00 P.M. Discussion by members of projects to consider for use of the 1977 funds. Members felt a list of prospective projects should be compiled for discussion with Hennepin County personnel at the January 18th meeting. Thomas Crosby felt that an amount should be designated for Comprehensive Planning. Wayne Neddermeyer noted that in the near future a north -south route through Medina should be designated and perhaps money should be designated for that project. Blacktorping of a City street and road upgrading should be considered. Arthur Theis asked if funds should be designated for Medina-Morningside sewer. Nancy Laurent felt that consideration should be given to park acquisition in Hamel. Motion by William Reiser, seconded by Arthur Theis to close the Public Hearing. Motion carried unanimously. Public hearing closed at 8:20 P.M. 5. 1977 APPOINTMENTS Richard Schieffer stated that appointments need not be made yearly but that those so named should be considered as appointed until a successor is named. Wayne Neddermeyer stated that as Arthur Theis is senior member of the Council he should be designated as Acting Mayor and that on the various commissions the Mayor should be co -comm- issioner with the Acting Mayor the third member of the Commission. He also felt that sal- aried should be designated at the same time as the appointments. Motion by Thomas Crosby, seconded by Wayne Neddermeyer to note that all appointments are not for 1977 only, but until successors are appointed. Motion carried unanimously Motion by Wayne Neddermeyer, seconded Thomas Crosby to appoint Arthur Theis as Acting J ayor. Motion carried unanimously Motion by Arthur Theis, seconded by William Reiser to appoint Donna Roehl as Clerk. Mrs. Roehl asked that her salary be discussed later during the meeting. Motion carried unanimously Motion by William Reiser, seconded by Thomas Crosby to appoint Arthur Theis as Commissione of Recreation and Public Welfare. Motion carried unanimously Motion by William Reiser, seconded by Thomas Crosby to appoint Nancy Laurentas Commissioner of Roads. Motion carried unanimously Motion by Arthur Theis, seconded by Nancy Laurent to appoint Thomas Crosby as Commissioner of Public Safety. Motion carried unanimously Motion by Nancy Laurent, seconded by Arthur Theis to appoint William Reiser as Commissioner of Sewer and Water Facilities. Motion carried unanimously Motion by Arthur Theis, seconded by William Reiser to appoint William Rudolph as Treasurer at 8600.00 per year. Motion carried unanimously Motion by Thomas Crosby, seconded by Nancy Laurent to appoint Willis Kohnen as Assessor at 85750.00 per year. Motion carried unanimously Discussion of appointment and fee schedule of Building Inspector. Donna Roehl reported that Rusc Bouley has discussed increasing the building permit fee schedule. Also he would like a minimum salary of 35000 per year and an assistant to do some of the inspections. Motion by Nancy Laurent, seconded by Thomas Crosby to ask that Mr. Bouley prepare a schedule of fees to be charged, what work the $5000 will cover and what an assistant will do and how much time he will work. Motion carried unanimously Motion by William Reiser, seconded by Arthur Theis to appoint Richard Schaeffer as attorney. Motion carried unanimously Council discussed report which outlines present fees charged by Nr. Schieffer and the increases being asked. Jim Lane stated that this is a very reasonable asking fee and that Medina has been well rep- resented by Mr. Schieffer. Thomas Crosby felt that users should be charged for the various fees. Richard Schieffer explained that the retainer fee he is asking would eleminate hourly charges for meetings, staff calls and calls from residents that have been referred by City personnel. Regarding the use of back-up law firms, he indicated that he uses the best people that he knows of in various situations, not a specific firm. He also indicated that he could submit a resume' if anyone desired. Motion by Thomas Crosby, seconded by William Reiser to agree with the attorneys fees as per schedule submitted. Motion carried unanimously Motion by Wayne Neddermeyer, seconded by Nancy Laurent to appoint McCombs -Knutson as Engineer. Motion car ied unanimously Motion by Wayne Neddermeyer, seconded by Nancy Laurent to appoint Charles Hoover as Chief of Police. Motion carried unanimously Motion by Arthur Theis, seconded by Thomas Crosby to table appointment of Auditor until 93 the 1976 Audit Report has been reviewed. Motion carried unanimously Motion by William Reiser, seconded by Arthur Theis to appoint Charles Hoover as Tree Inspector at $5.00 per hour. Motion carried unanimously Motion by Wayne Neddermeyer, seconded by William Reiser to appoint Ray Hoosier as Weed Inspector at $5.00 per hour and .12 per mile travel expense. Motion carried unanimously Motion by Arthur Theis, seconded by Nancy Laurent to appoint Anne Dorweiler as Planning and Zoning Administrator at $5.50 per hour, with 315.00 per Council meeting and $10.00 per Plann- ing Commission meeting and .10 per mile travel time. Wayne Neddermeyer asked that the motion be divided as he wished to vote on the appointment and the salary schedule separately. Discussion of wages for Planning and Zoning Administrator and Clerk. Anne Dorweiler reported that she had been working with Planning and Zoning for 4 years and had not had a raise in pay for 2 years. She is now asking for $5.50 per hour and feels she is qualified to handle any planning problems that may arise. Thomas Crosby stated th-lt someone is needed to take care of Planning and Zoning problems and perhaps some jobs could be combined. Donna Roehl stated that the City Clerks job carried with it much responsibility and many more hours other than 8:30 to 12:30 each day and the original one meeting per month at the time she was first employed. She felt that she should receive as much or more as the Building Inspector and the Planning and Zoning Administrator are asking. She suggested an hourly rate rather than a monthly salary, will keep records of all hours spent during January and would contact neighboring Clerks for their salary schedule. Wayne Neddermeyer felt that there should be some similarity in wages paid to the Planning and Zoning AdministratorLand.the Tree and Weed Inspector. Anne Dorweiler stated she could see on connection with those posistions. Motion by Arthur Theis, seconded by Nancy Laurent to amend his motion to appoint Anne Dorweiler as Planning and Zoning Administrator. Motion carried unanimously Motion by Thomas Crosby, seconded by Nancy Laurent to table until January 18th the salaries of the Clerk and Planning and Zoning Administrator and the Assistant Clerk and to make the salaries retroactive as of January 1. Motion carried unanimously Motidm by Nancy Laurent, seconded by Arthur Theis to appoint Dr. R.A. Olson as Health Officer and write him a letter of "Thanks" for his work during 1976. Motion carried unanimously Discussion of appointment of the official newspaper and from which paper we receive the best service. Motion by Thomas Crosby, seconded by Arthur Theis to appoint the Crow River News as the official newspaper. Motion carried unanimously Motion by William Reiser, seconded by Arthur Theis to appoint the Farmers State Bank of Hamel as the Official Depository. Motion carried unanimously Motion by Thomas Crosby, seconded by Arthur Theis to appoint Wayne Neddermeyer as delegate to Northwest League of Municipalities. Motion carried unanimously Motion by Thomas Crosby, seconded by Nancy Laurent to appoint Arthur Theis as alternate delegate to the Northwest League of Municipalities. Motion carried unanimously 94 6. BILLS Motion by Thomas Crosby, seconded by William Reiser to pay the bills; Order checks #6448- 6491, in the amount of $7625.87; PgYroll 4347-4368 in the amount of $3714.25. Motion carried unanimously Thomas Crosby asked if it would be possible to furnish an on -going list of vendors each month. 7. SISOADMINISTRATOR Emil Jubert, sign administrator, reported that the Minnesota Exteriors sign had been placed over the Hamel sewer line. In that area the line runs on private property. Motion by Wayne Neddermeyer, seconded by William Reiser to appoint Emil Jubert as Sign Administrator with wages to be $5.00 per hour. Motion carried unanimously 8. DRIVEWAY PERMITS Ron Duran reported that it would cost about $12,00 to administer each driveway permit request figuring time, travel and administration expenses. Motion by Nancy Laurent, seconded by William Reiser to adopt resolution 77-1 setting fee for driveway permits at $12.00. Motion carried unanimously 9. HOSPITALIZATION Motion by Wayne Neddermeyer, seconded by Arthur Theis to pay 392.30 for each full-time emp- loyees hospitalization insurance. Insured to have $3.58 deducted monthly. Motion carried unanimously 10. PLANNING COMMISSION MEMBER Wayne Neddermeyer asked that Planning Commission vacancy be placed -on the January 18th agenda and that Planning Commission members be asked for recommendations as to new member. Letter from Anne Theis regarding the posistion was recorded. Motion by William Reiser, seconded by Arthur Theis to adjourn.
