City of Richmond, Indiana,
Thursday September 8th, 1927.
The Board of Public Works of the City of Richmond, Indiana,
met in regular session at the office of said Board Thursday
September 8th, 1927, at 9 o 'clock A. M. Messrs, Reid & McFall
being present, Mr. Tenley absent . Two members of the Board being
present . The following proceedings were had, to-wit :
The Clerk presented the various matters referred to Board on
complaints presented to council at their last session, which
were referred to different department heads; Mr . Hess, Sup 't . ,
of Light Plant, reported that in matter of various arc lights
requested by council, that the arc tubs were now loaded, and
after installation of ornamental light system, there will be •
room for more arc lights, and if purchase of a new tub was had
at present time it would be an unecessary expense; he also •
reported that the light at South 4th & "E" Street be not moved
from its present llcation as this is a bad intersection, which
was concurred in by the Board.
A petition for vacating Southwest 9th Street, from West Main to
Southwest "A" Street, was received and referred to City Plan
Commission for investigation & report.

A petition for an arc light in South 23rd Street, between South
"B" Street & Reeveston Road was received and taken under advise-
ment .
The Board ordered 6" water main laid in Hunt Street, from School
Street to north corporate limits with fire hydrant looted at
Stevens & Hunt Street .
A communication was received from D:H.Walker, actin chief engine-
er for T.H. I .& E. Traction Co. , agreeing to maintain the gravel
roadway outside the rail thru passing track in Grant Street as
long as their track is above the normal street grade. Also stating
that in connection with the construction of their extension in
Glen Miller Park, the agreement calls for the City to do the nec-
essary grading within the park for the roadbed ready to receive
ties and, rails, and that it was their verbal understanding that
cinders would be furnished for ballasting this stretch by the
City. The Board stated it was their understanding verbally that
the City would not do any of the ballasting.
The City Civil Engineer reported the completion of contract under
Improvement Resolution No.825-1927, for cement sidewalks both
sides Easthaven Avenue ' Ave. from National Road to Peacock Road,
same was accented assessment roll ordered prepared.
The City Civil Engineer reported the completion of contract under
Improvement Resolution No. 830-1927, for improvement of Ridge
Street by constructing cement curb & gutter on both sides of street
and paving the roadway with re-inforced concrete from Charles
to School Street , same was accepted and assessment roll ordered
prepared.

The Board met to hear all persons interested or whose property is
affected under •Improvement Resolution No. 846-1927, for the improve-
ment of 1st alley north of Linden Avenue, by constructing cement
roadway, from Ridge Street to 1st alley west of Hunt Street, no one
appearing or remonstrating, the Board decide that the benefits to the
property liable to be assessed for said improvement is equal to the
cost of same as reported by the city civil engineer, and thereupon
take final action on said resolution, the same being confirmed without
modification.
The Board met to hear remonstrances, if any of persons primarily as-
sessed under Improvement Resolution No. 8l-i--192$, for the improvement
of Grant Street, by constructing cement sidewalk, curb & gutter on
both sides of street, from Bridge Avenue to Ridge Street . No one ap-
gearing or remonstrating, the Board approved a final assessment roll
confirming the original assessment roll as heretofore approved, and
now direct the same be forthwith transmitted to the Department of
Finance.
The Board met to hear remonstrances if any, of persons •primarily as-
sessed under Improvement Resolution No.523-1927, for the improvement
of the alley between North 6th & 7th Street, by constructing cement
roadway from North "A" to North "0" Street. No one appearing or re-
monstrating, the Board approved a final assessment roll, conf irming
the original assessment roll as heretofore confirmed,, and now direct
the same be forthwith transmitted to the Department of Finance.
The Finance Department was directed to .pay to Z. B . Pyle, the 5%
retained under Improvement Resolution No. 779-1923, for sidewalks
in South 6th Street ; also Improvement Resolution No. 78 9-1926, side-
walks in Richmond Avenue.
County Surveyor Geo. Gault, was directed to ' have J .F.Hipskind con-
tractor on School Street improvement under 3 mile roadwl-w, to lay
the cement pavement at intersection of School and Ridge Street up
to pavement on south side of School Street at price submitted by
him of 02.00 per so-yard, and bill the city for the said extra work.
The Clerk was directed to notify Mr. Derbyshire, Supt . , of .0. & 0.
Ry, to meet with the Board Monday •September 26th, 1927, to consider
matter of South 9th Street bridge crossing said railroad.
Contractors certificate #49 in amount of 5 1L!-09. 16, under Improvement
Resolution No. 841-1927, was granted to J .F.Hipskind.
/ . _ Claims in amount of 1407.09 were allowed.
