Thursday August 25th, 1927.
The Board of Public Works of the City of Richmond, Indiana, met in
regular- session at the office of said Board Thursday August 25th,
1927, at 9 o 'clock A. M. All the members of said Board, Messrs,
• Reid, McFall and Henley being present . The following proceedings
were had, to-wit :
Daniel G. Burkhardt being the low bidder for improvement of the alley
between- South 12th & 13th Street by cement roadway from South "B"
to " C" Street, under Improvement Resolution No. 839-1927, bids re-
ceived August 22nd, and being above the estimate of the Engineer,
Mr. Burkhardt agreeing to do the work at the engineers estimate of
$0. 230 per square foot . the contract was so awarded. -
The' Board approved the contract & bond of John F. Hipskind, contract-
or under Improvement Resolution No. 841-1927.
H. Hasecoster was granted permission to cut the curb on South 12th
Street near the corner of Main at Lot 7, E. Roberts Addition.
A petition was received for improvement of the alley let north of
Main Street , by cement roadway from North 17th to 18th Street , taken
under advisement .
The Board received prices on repairs to boiler in basement at City
Hall as follows, to it :• -
" Wn. - Graham, bid;
New flues,put patch on front head to take in -- flues, clean boiler
r; 296.85, all work as above except welding & using old flues $236.85.
If we find the shell and heads defective after it is cleaned the
work done taking; flues out & cleaning boiler .will be $25.00.
" Thos. Turner & Son, bid;
Remove, clean,weld & reinstall flues: Install patch on front head,
furnish & install new grates, install new door arches in front &
repair furnace sidewalls using Plibrico furnace lining. Install
man heads & test @ $341, 00; if new flues are desired add 57.00
to above price, taken under advisement for further inbe,stigation.
The Board met to hear remonstrances if any of persons whose property
is primarily assessed under Improvement Resolution No.827-1927, for
. improvement of National Road;by paving roadway with re-inforced
concrete & re-setting old stone curbs, from- Southwest 1st to 5th
Street . No one appearing- or remonstrating, the Board approved the
final assessment roll confirming the original assessment roll as
heretofore approved, and now direct the same be forthwith transmit-
ted to the Department of Finance. -
The Board met to hear remonstrance of persons whose property is nri-
marily assessed under Improvement Resolution No. 828-1927, for the
. construction of sanitary sewer in alley between North 16th & 17th
Street, from the River to North " G" Street , no one remonstrating the
Board approved a final assessment roll confirming the original as-

4� The Board met to hear remonstrance of persons whose property

for improvement of alley between North 7th & 5th Street, by con-
structing cement roadway from North "C" to "D" Street. No one
rremonstrat.ing, the Board approved a final assessr.ent roll, con-
firmin "the original assessment roll heretofore approved, and
now direct the same be forthwith transmitted to the Department
of Finance .
In matter of bids received for light posts, cable etc. , and
air compressors, received August 4th, 1927, which were referred
to D.CE.Hess, Sup 't . , of M.E.L. & P .P. Mr. Hess, submitted the
fol owing report and recommendations, to-wit :

All the above bids were based on Marion Insulated Wire & Cable
Co ' s.product,but they were based on 12/64 Rubber & some of them
on 3/64 lead. standard cable for this voltage requires 14/64 Rubber
and 4/64 Lead. I, made a trip to the factory to see if we could in-
duce them to furnish 14/64 tubber at $134. 55, also to see if they
were in a position to make first-class cable . & prompt delivery.
I satisfied myself that they were responsible concern & could
deliver good cable on time. However, they refused to furnish l4/64
at the price of 12/64. Inasmuch as this cable goes under pavement
and would be very expensive to replace, I do not feel that we
would be justified in taking a chance on 12/64 Rubber. Therefore,
I recommend that the above bids be eliminated.
I also took the matter up with Scott-Jaqua Co. of furnishing
14/64 Rubber & 4/64 Lead at price of $142.50 which they agreed
to do, but on checking delivery back with their factory, The '
American Steel & Wire Co . , they found that 12 to 13 weeks would
be the best delivery they could make which seems to be out of the
question.

Tape I ask Verney to furnish 14/64 Rubber & .020 Tape in place
of .030 Tape at price of 4$151.05 which they refused to do elim-

as you will note, a re the low bidders on Lo x steel Cable which is
acceptable at - 4152.90. There delivery is 4 weeks & they feel that
they can better that some. Therefore, I would recommend that we
place the order with the °estinghouse Co. ,

As you will note, the General Electric Co. are considerably low-
er than any of their competitors Their cable' specifications are accep-
table, therefore, I recommend the purchase of their cable.

" Item 45. Safety Coils With Disconnecting Potheads :
We ask bidders to bid with & without disconnecting potheads, in order
to get a price comparison. Upon due consideration, I wish to recommend
that we purchase safety coils with disconnecting potheads. The fol-
lowing prices were submitted;

found from past experience they are of an inferior quality.

Item 46. Standards.
Richmond Electric Co. 02-l . 50 as per bid, which does not include top
casing. They gave me a verbal quotation however, of 43 . 50,hich would
make their post $28.00 on a comparative basis with other figures sub-
mitted. I recommend the rejection of this bid, because it covers a post
made by Geo.�vesker Cb.who are primarily in the founarxT business I do
not feel have had the necessary experience or eq-LLipmPYrt to turn out
these posts on time or of proper quality.

The low bidder after the elimination of the Richmond Elect-
ric Co ' s. ' bid is the Union Metal Mfg. Co. at $30. 50 and $33 .15.
These tOsts are exactly alike with the exception that the $33.15
post is 2" bigger in diameter at the base, allowing more room for
the installation of safety coil. I therefore, recommend that we
purchase the 807 post at p33 . 15.
" Item 47. Glassware or Tops : •
We ask the bidders to bid on this glassware with & without re-
1flectors. After careful investigati on - Irecommend the purchase
of the glassware with reflectors . Bids are as follows :
Line Material Co. , $20.80. I wish to recommend that this bid be
not considered because of character of the glass bid upon. It is
a diamond shaped reflectory type which has been -discarded by other
companies because of the glare created and I am sure that we would
not be satisfied with the lighting effect obtained -from this
glassware.

- I wish to recommend the purchase Of Graybar Electric Co. trans-
former as it is manufactured by the General Electric Co. and is .
low and will be exactly the same as the ones we now have install-
ed in the. station.
" Five (5) posts for Reeveston; bids
Westinghouse Elec .zifg. Co-$37.86; Union Metal Co.-$39. 25; Graybar
Electric Co . ,-$27.00; Indianapolis Electric Supply $39 . 15.
All of these posts were to match the present systerh in Reeves-
ton therefore, I recommend the purchase of the Graybar post
at $'27.00.
Fixtures : Westinghouse Elec . Mfg.Co. $20.48; Union Metal $27.00;
Graybar Electric, 5 20. 00; Indiana.polis Elec . Sup.Co .$27. 50.
All Of these- were to match the heeveston tops, therefore, I
recommend the purchase of the fixtures or top from Graybar Electric. •

The Board award the contract to Ingersoll-Rand Company, for
110 cubic-foot Air Compressor upon the recommendation of Mr. D. C.
Hess Suott . , of M. E. L. & P . P . .
The Clerk was directed to turn over to Mr. Hess, the certified
checks, deposited with him on the various bids submitted on August
4th, on the above and foregoing material for lighting system and
Air Compressors, and Mr. Hess instructed to return same to various
firms entitled to receive said checks .
Claims in amount of 4 5 -64.01 were allowed.
The Board met with Mr. Geo. Barry, Sup 't . , of the P . C . C . & St . L.
Railway Company, in matter of underground crossing at North 10th
Street under the passenger station, after some discussion of the
question. The Clerk was directed to notify the City Civil Engineer
to make an investigation with the railroad companies engineers, as
to the best manner of making such crossing.
