HomeMy Public PortalAboutResolution No. 23-033 - Resolution to take necessary measures to reopen Ingram ParkSponsored by: Commissioner Kelley Co -Sponsored by: Mayor Taylor RESOLUTION NO. 23-033 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, DIRECTING THE CITY MANAGER TO TAKE NECESSARY MEASURES TO REOPEN INGRAM PARK; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Ingram Park is currently closed, however, the City Commission desires to direct the Interim City Manager to reopen the park no later than April 1, 2023; and WHEREAS, the City Commission further directs the Interim City Manager not exceed $40,000 for rental of portable offices with staff amenities and for the removal of debris around the lake and front areas of Ingram Park; and WHEREAS, the financial impact and anticipated budget for reopening Ingram Park is anticipated to be consistent with the staff report prepared by the Interim City Manager for this resolution, attached hereto as Exhibit "A". WHEREAS, the reopening of Ingram Park is deemed to be in the best interests of the City of Opa-Locka. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. Adoption of Representations. The foregoing "Whereas" clauses are hereby ratified and confirmed as being true and the same are hereby made a specific part of this Resolution. Section 2. Authorization of City Manager. The City Commission of the City of Opa-Locka hereby directs the Interim City Manager to take necessary measures to Resolution No. 23-033 reopen Ingram Park no later than April 1, 2023, consistent with the anticipated budget projections set forth in Exhibit "A" hereto. Section 3. Effective Date. This Resolution shall be effective immediately upon its passage and adoption. PASSED AND ADOPTED this 8th day of March, 2023. Expenditures are not to exceed $40,000 and shall include the rental of portable offices with staff amenities and removal of debris around the lake and front area of the park. Financial Impact - It is currently anticipated that the budget for reopening Ingram Park will be as follows: Property Clean -Up Portable Staff Office Miscellaneous Total Funding for this project will be as follows: $20,000 $15,000 (1) $ 5.000 $40,000 Activity Amount Account Property Clean -Up $20,000 41-541340 Office Rent - Two Months $2,500 72-572493 Office Rent - Four Months $5,000 72-572440 (2) Miscellaneous $5,000 72-572340 (1) The portable staff office is assumed to be rented with six months of rent ($7,500) occurring by September 30, 2023. (2) Requires a budget amendment. Proposed Action: Staff recommends the City Commission approve the legislation directing the Interim City Manager to take the necessary measures to reopen Ingram Park.
