RESOLUTION NO. 23-032
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, DIRECTING THE INTERIM CITY
MANAGER TO INITIATE THE PROCESS TO EVALUATE
INSTALLATION OF A PEDESTRIAN CROSSWALK ON
FISHERMAN STREET IN CLOSE PROXIMITY TO THE
MUNICIPAL COMPLEX AT 780 FISHERMAN STREET, WITHIN
THE CITY; PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, there is a high volume of pedestrian traffic entering the Municipal
Complex, on Fisherman Street, within the City of Opa-Locka ("City"), either to conduct
business with the City, to access the school on the second floor of the City owned
municipal complex or to visit various departments; and
WHEREAS, due to limited parking at the Municipal Complex, nearly all of the
foot traffic must cross one or more streets, with much of it crossing Fisherman Street; and
WHEREAS, the installation of a crosswalk will require a request to Miami -Dade
County ("County") for a traffic study to be conducted. A traffic study will assist in
determining the type and appropriateness of a crosswalk on Fisherman Street. A needs
analysis will need to be developed in order to obtain approvals for a design consistent
with County guidelines and standards for the construction of a crosswalk, if approved;
and
WHEREAS, the City Commission finds that it is the best interest of the City to
direct the Interim City Manager to initiate a process for an evaluation that may lead to
installation of a pedestrian crosswalk on Fisherman Street, in close proximity to the
Municipal Complex at 780 Fisherman Street, within the City and bring the process back
to the City Commission for review.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby directs the Interim City
Manager to initiate the process to evaluate installation of a pedestrian
crosswalk on Fisherman Street in close proximity to the Municipal Complex at
Resolution No. 23-032
780 Fisherman Street, within the City.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be
authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval
of the Governor or Governor's Designee.

Short Title:
A resolution of the City Commission of the City of Opa-locka directing the Interim City Manager to initiate the
process to evaluate installation of a pedestrian crosswalk on Fisherman Street in proximity to the Municipal
Complex at 780 Fisherman Street. If the evaluation is feasible installation should follow.
Staff Summary:
There is a high volume of pedestrian traffic entering the Municipal Complex, either to conduct business with
the City, to access the school on the second floor or to visit various departments. Due to limited parking at the
Municipal Complex, nearly all of the foot traffic must cross one or more streets with much of it crossing
Fisherman Street.
To install a crosswalk, the City will have to request the County to conduct a traffic study to determine the type
and appropriateness of a crosswalk on Fisherman Street, develop and obtain approval for a design consistent
with the County guidance resulting from the traffic study, and then construct the crosswalk if approved.
Financial Impact - The financial impact can't be determined until an assessment can be made of the design
and construction requirements resulting from conducting a traffic study on Fisherman Street.
Proposed Action:
Staff recommends the City Commission approve the legislation directing the Interim City Manager to evaluate
the installation of a crosswalk on Fisherman Street in proximity to the Municipal Complex and begin
installation is feasible.
