HomeMy Public PortalAboutr 17-219?Rnofutl o th orough o C N- �4- No. 17 -2 19 Date of Adoption DaccrrbEr 7, 201 ENDORSEMENT OF THE IDI'LEMENTATION OF TRAFFIC CALMING MEASURES ALONG ROOSEVELT AVENUE (COUNTY ROAD 604) WHEREAS, Borough residents in the area of Roosevelt Avenue (County Route 604) between Essex Street and Edwin Street have expressed concern regarding vehicle speed and pedestrian safety: WHEREAS, Middlesex County has commissioned a Traffic Signal Warrant Analysis for the intersections of McKinley Avenue and Pershing Avenue, prepared by CHA Consulting in January 2017: which found warrants for signalized intersections were not met; WHEREAS, the Borough requests that Middlesex County provide for alternate means of traffic calming and roadway improvements to benefit pedestrian and motorist safety: WHEREAS, the Borough has directed CME Associates to prepare a conceptual traffic calming plan for the review and implementation by Middlesex County; NOW, THEREFORE, BE IT RESOLVED that the Council of the Borough of Carteret formally approve and support the submission to the Middlesex County Office of Engineering for the above stated project. Wallner, PE Middlesex County Engineer County Administration Building 5 Floor 75 Bayard Street New Brunswick, NJ 08901 Re: Proposed Traffic Calming Improvements Roosevelt Avenue (County Route 604) Intersections of Pershing Avenue and Terminal Avenue /Essex Street Borough of Carteret, Middlesex County, New Jersey CME File No.: HCA00005.17 Dear Mr. Wallner: Pursuant to our meeting on October 4, 2017, our office has advanced concept designs for the above - mentioned intersections at the request of the Borough of Carteret. Please see the attached existing conditions plan and conceptual traffic calming improvement plans for your review. As discussed at our meeting, the Borough has observed ongoing traffic safety issues including excessive vehicle speed (currently 25 mph posted speed limit) which poses a pedestrian safety hazards at crosswalks. Also noted at our meeting, the January 2017 CHA traffic signal warrant analysis concluded that the warrants for a signal were not met at either McKinley or Pershing Avenues. The conclusion of this report has prompted the Borough to seek alternate means of traffic calming along the roadway. Accordingly, our office has prepared the enclosed plans which include the following improvements: 1. Raised intersections at Edwin Street/Arthur Avenue, McKinley Avenue, Pershing Avenue, and Terminal Avenue /Essex Street. These raised intersections would serve as speed tables and be constructed of stamped concrete, granite block pavers, or a similar material which would encourage motorists to decrease speed due to the rough surface of the intersection. The walking surfaces within the raised crosswalks within the intersections would be constructed of materials to ensure compliance with ADA requirements and PROWAG guidelines. 2. Curb bumpouts on the southbound lanes of Roosevelt Avenue to increase pedestrian visibility at the intersections. As the curb ramps on the bumpouts would be nearly flush with the raised intersection, protective bollards are proposed along the curb radii in the absence of full face curbs, 3. Minor drainage improvements are necessary due to the change in gutterline elevation throughout the intersections. Several additional inlets would be anticipated for each intersection in order to maintain existing drainage patterns. The Borough requests that the County implement these plans to improve the safety of both motorists and pedestrians along this corridor. The evaluation and success of these improvements would serve as an example for future additional traffic calming measures along Roosevelt Avenue.
