RESOLUTION NO. 23-031
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, DIRECTING THE INTERIM CITY
MANAGER TO CREATE A CITY OF OPA-LOCKA MAINTENANCE
AND BEAUTIFICATION DIVISION WITHIN THE BUILDING
MAINTENANCE DEPARTMENT; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, to ensure that there is a focus on the City of Opa-Locka's
beautification efforts, the Interim City Manager recommends that the City reorganize
within departments by developing a Maintenance and Beautification Division under the
Building Maintenance Department of the City of Opa-Locka by transitioning seven (7)
budgeted positions from the Public Works Department's Roads & Illegal Dumping
Division into the Building Maintenance Department; and
WHEREAS, currently there are fourteen (14) employees working for the City's
Public Works Department Roads & Illegal Dumping Division and in addition to
reassigning seven (7) employees from the Public Works Department's Roads & Illegal
Dumping Division, the Interim City Manager is recommending a full-time arborist to
ensure that all current and new landscaping is properly implemented and maintained;
and
WHEREAS, the new division will focus on beautification measures, including
landscaping, litter cleanup, and illegal dumping as well as ensuring that City buildings
are well maintained and provide an attractive appearance; and
WHEREAS, the newly created Maintenance & Beautification Division will be in a
better position to respond promptly to issues relating to enhancing the City's appearance;
and
WHEREAS, the City Commission finds it is the best interest of the City to direct
the Interim City Manage to create a City of Opa-Locka Maintenance and Beautification
Division within the City's Building Maintenance Department.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA
Section 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.

Section 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby directs the Interim City
Manager to create a City of Opa-Locka Maintenance and Beautification Division
within the Building Maintenance Department.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be
authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval
of the Governor or Governor's Designee.

Creation of A City of Opa-locka Beautification Division
Staff Summary:
To ensure that the City's beautification efforts are focused through a single point of responsibility, staff
recommends that the City's organization be restructured to develop a Beautification Division responsible for
the cleanliness of the City, including landscaping, litter cleanup, and illegal dumping as well as ensuring that
City buildings are well maintained and provide an attractive appearance. This recommendation also includes
employment of a full-time arborist to ensure that all current and new landscaping is properly implemented
and maintained.
The City will reorganize the current structure of the Building Maintenance Division by transitioning seven (7)
budgeted positions from the Roads & Illegal Dumping Division to create the Beautification Division. The newly
created Maintenance & Beautification Division will be properly staffed to ensure the City is a better place to
live, work, and play through enhancing its appearance.
Financial Impact - The financial impact will be primarily related to employment of a full-time arborist needed
to oversee new landscaping projects and to ensure the proper maintenance of all City landscaping. It is
anticipated that on an annualized basis this position will cost approximately $55,000 to $65,000, including
benefits.
Proposed Action:
Staff recommends the City Commission approve the legislation directing the Interim City Manager to
reorganize current resources to develop a Beautification Division and to employ a full-time arborist for this
division.
