The proposal from CME Associates for engineering services related to the NJDOT Fiscal Year 2018 Local Freight Impact Fund at a cost not to exceed $1,250.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department, the Borough Director of Engineering and CME Associates. It is our understanding that the Borough of Carteret wishes to submit a grant application to the NJDOT Local Aid Office for the Fiscal Year 2018 Local Freight Impact Fund. This program provides aid to counties and municipalities for transportation projects that address the impacts of freight travel in local communities and on local transportation infrastructure. It is our understanding that the Borough wishes to submit for Industrial Road between Drift Way and the municipal border of the Township of Woodbridge. With this in mind we offer the following scope of services: 1. Preparation of the grant application on the NJDOT SAGE Website including o Project narrative; c Cost estimate; • Project photos; and • Technical Data. 2. Preparation of a Traffic Study to indicate there is a minimum of 5% large truck volume within the project limits. • Traffic counts will be performed for one day with an automated traffic counter; and • AM and PM Peak Hour traffic counts shall be performed for one day.
