Approval of Minutes Of the May 16, 2003, meeting of the State Route 91 Advisory Committee. 2. 91 Express Lanes Status Report Ellen Burton, General Manager, 91 Express Lanes Receive and file as an information item. AGENDA Regular Calendar 3. Update on State Route 91 Construction Projects Cindy Quon, Director, Caltrans District 12 Caltrans will report on the status of current State Route 91 construction projects. 4. The Interstate 15 Congestion Pricing and Transit Development Demonstration Project Heather Werdick, Associate Transportation Planner, SANDAG Overview At the May 16, 2003, State Route 91 Advisory Committee meeting, it was requested staff provide background on the Interstate 15 Congestion Pricing and Transit Development Demonstration Project. Historical and current operating information has been gathered and an on -site visit conducted. This report summarizes the information obtained in the preliminary work. In addition, a representative from the San Diego Association of Governments is scheduled to present information on the project at the June 13, 2003 Advisory Committee meting. Recommendation Receive and file as an information item. 5. 91 Express Lanes Traffic Data Ellen Burton, General Manager, 91 Express Lanes Overview The Orange County Transportation Authority is updating information about traffic conditions in the 91 Express Lanes. A report on traffic volumes and congestion levels will be presented. In addition, a report on the impact of allowing High Occupancy Vehicles with three or more persons to ride free in lanes will be presented. Recommendation Receive and file as an information item. Page 2 • • • AGENDA 6. 2003 State Route 91 Implementation Plan Kurt Brotcke, OCTA Section Manager, Strategic Planning Overview In January 2003, the Orange County Transportation Authority assumed ownership of the 91 Express Lanes. Enabling legislation requires the Orange County Transportation Authority to issue, by July 1, 2003, a plan and proposed completion schedule for State Route 91 improvements eligible for funding by potential excess toll revenue. The 2003 State Route 91 Implementation Plan is provided for Board review and approval. Recommendation Approve the 2003 State Route 91 Implementation Plan, and direct staff to forward the plan to the state legislature and update the plan on an annual basis. Other Matters 7. Tri-Tunnel Transportation/Utilities Corridor Chairman Ward Bill Vardoulis of BV Engineering will present an update on the Tri-Tunnel Transportation/Utilities Corridor project for three 45 -foot diameter tunnels providing a link between Orange and Riverside counties for traffic, electric and water lines, fiber optic cables, light rail, and possibly oil and natural gas pipelines. 8. Kenan George Urch Kurt Brotcke RCTC Staff Present Hideo Sugita Steve Debaun John Standiford Naty Kopenhaver .The May 16, 2003, meeting of the State Route 91 Advisory Committee was called to order at 9:00 a.m. at the Pinnacle Room of Eagle Glen Golf Club Meeting Facilities, 1800 Eagle Glen Parkway, Corona, California. Chairman Ward called the meeting to order. • Pledge of Allegiance Committee Member Miller led the Committee and the audience in the Pledge of Allegiance to the Flag of the United States of America. Consent Calendar Chairman Ward announced that all matters on the Consent Calendar are to be approved in one motion unless a Committee member or a member of the public requests separate action on a specific item. The Chairman asked if there were any requests to pull any of the items from the Consent Calendar for consideration. A motion was made by Vice Chairman Tavaglione, seconded by Committee Member Roberts, and declared passed by the Committee members present, to approve Consent Calendar Items 1 and 2. Committee Members Buster and Pulido were not present to vote on the Consent Calendar items. Page 1 of 6 MINUTES State Route 91 Advisory Committee Meeting May 16, 2003 1. Approval of Minutes A motion was made by Chairman Tavaglione, seconded by Committee Member Roberts, and declared passed by the Committee members present, to approve the Minutes of the April 4, 2003, meeting of the State Route 91 Advisory Committee. Committee Members Buster and Pulido were not present to vote on this item. 2. 91 Express Lanes Monthly Report A motion was made by Chairman Tavaglione, seconded by Committee Member Roberts, and declared passed by the Committee members present, to receive and file the 91 Express Lanes Status Report as an information item. Committee Members Buster and Pulido were not present to vote on this item. Regular Calendar 3. Monitoring of Congestion Ellen Burton, General Manager of the 91 Express Lanes introduced Laura Brennan of Vollmer & Associates who presented four data gathering options for monitoring congestion on the 91 Express Lanes. Ms. Brennan discussed volume monitoring as producing the most reliable data which could be used to effectively reduce congestion and monitor throughput. This information can be easily related to forecasted volumes. Speed monitoring was presented as another resource to reduce congestion. Ms. Brennan noted there are monitoring problems due to the unknown causes of speed reductions including accidents, incidents, rubbernecking and congestion. Ms. Brennan discussed video monitoring as an option which allows staff to pinpoint exactly where the congestion occurs. Gathering data via this mode is time consuming and is subject to personal judgment. Complaint monitoring was presented as an effective source. This data source also provides information on what is considered unacceptable by customers. Ms. Burton, presented a video depicting various congestion levels on the 91 Express Lanes during recent dates. Page2of6 MINUTES • • State Route 91 Advisory Committee Meeting May 16, 2003 The Committee conducted extensive discussion relating to the information presented and the need to closely manage congestion levels and the toll structure. Concerns were raised regarding reliability and safety on the lanes. The Committee also discussed improvements which will soon be made on State Route 91 are expected to reduce congestion on the general purpose and toll lanes. The Committee asked staff to research the cost of a toll management system similar to that in place on the Interstate 15 in San Diego. This is an automated system which is demand based. The Committee discussed all options and generally felt that a combination of data sources would produce the best results. The Committee received and filed the congestion monitoring report as an information item. 4. Draft State Route 91 Implementation Plan This item was considered after Item 5 on the agenda. Kurt Brotcke, OCTA Section Manager of Strategic Planning, introduced Doug Smith of the URS Corporation, who presented the Draft State Route 91 Implementation Plan. Mr. Smith stated that pursuant to Assembly Bill 1010, the OCTA must, prior to July 1, 2003, adopt a plan and a proposed completion schedule for improvements on State Route 91 between Interstate 15 and State Route 55. A draft plan has been developed in consultation with Caltrans and the Riverside County Transportation Commission. The plan identifies several projects and categorizes them as either Short Term (completed within 5 years), Mid Term (completed within 6 to 10 years), or Long Term (will take longer than 10 years to complete). The Committee discussed the funding of these projects and potential right of way impacts to existing homes and businesses. Committee Member Campbell noted that an additional lane is planned to be added in the Mid Term list of projects and another lane is listed in the Long Term category. He asked staff to considered adding both lanes as one project in the Mid Term category. Staff explained the funding and approval process to these project, and stated they would evaluate making this amendment to the plan. Vice Chairman Tavaglione suggested the establishment of a subcommittee to address Long Term Project No. 27 (New Inter -County Route). The Committee agreed that discussions on this project should begin promptly as right of way issues will need to be addressed, but felt that the entire Committee participate in discussions. Page 3 of 6 MINUTES State Route 91 Advisory Committee Meeting May 16, 2003 Committee Member Miller requested that Project 16A be reassigned from the Mid Term category to the Short Term category. Caltrans District 8 staff explained the categorization of the. projects was based on expected delivery dates. The Committee asked that staff make the requested change, Caltrans District 8 will attempt to deliver the project within a five-year window. Mr. Smith stated this plan will change as funding scenarios are better identified. A motion was made by Committee Member Pulido, seconded by Committee Member Miller, and declared passed by the Committee members present, to: A. Direct staff to return with the final State Route Implementation Plan in June 2003. B. Move Item 16A from the Mid Term to the Short Term category of projects, as set forth above. 5. Update on State Route 91 Re -Striping Project This item was considered after Item 3 on the agenda. Dick Doyle, of Caltrans District 8 presented a overview and update on the following two near -term Caltrans projects. Contract 1 will widen the west westbound State Route 91 in Orange County. This project will cost $6.7 million. Contract 2 proposes to re -stripe the westbound State Route 91 transition area between State Route 71 and the Orange County/Riverside County line. This project will provide an auxiliary lane and will cost $340,000. Mr. Doyle stated these are two separate projects with separate funding. Construction will be coordinated to minimize impacts to commuters. Mr. Doyle stated expected completion is January 2004, but asked the Committee to consider that construction is scheduled in December 2003 and weather may delay the project delivery date. Mr. Doyle noted these two projects are listed as Projects 10 and 11 on the Draft State Route 91 Implementation Plan. The Committee received and filed the update on State Route 91 Re -Striping Project report as an information item. Request to Hold a Committee Meeting in the Month of July, 2003 Staff requested Committee consideration to hold a meeting of the State Route 91 Advisory Committee on either July 11 or July 18, 2003. A motion was made by Chairman Ward, seconded by Committee Member Keenan, and declared passed by the Committee members present, to hold a State Route 91 Advisory Committee meeting on July 11, 2003. 7. General Manager's Report Ellen Burton, General Manager of the 91 Express Lanes, summarized direction given by the Committee during the meeting, as follows: In the Draft 2003 State Route Implementation Plan: • Refer to Near Term projects as Mid Term projects. • Reassign Project 16A from the Mid Term category to the Short Term category. Regarding congestion monitoring: • Research costs for a toll management system similar to that in place on the Interstate 15 in San Diego. Ms. Burton announced that effective Monday, May 19, tolls would be eliminated on the 91 Express Lanes for vehicles with three or more occupants all day, during all hours except in the eastbound direction, Monday through Friday from 4:00 p.m. to 6:00 p.m. Ms. Burton also reported that the OCTA Board of Directors had recently approved the relocation of the 91 Express Lanes Customer Service Center. An open house event will be planned. The Board also recently approve a new name and logo for the 91 Express Lanes; samples were on display in the meeting room. 8. Committee Members' Reports Committee Member .Schiffner stated that discussions regarding a new corridor connecting Orange and Riverside Counties should begin soon, as Riverside County's Multi -Species Habitat provisions may prevent consideration of certain locations for such a corridor. • Committee Member Pulido announced that Wylie Aitkens has been identified as a potential candidate to fill a vacancy on the California Transportation Commission.
