HomeMy Public PortalAboutResolution No. 23-029 - Resolution to develop annual scholarship policySponsored by: Mayor Taylor RESOLUTION NO. 23-029 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, DIRECTING THE INTERIM CITY MANAGER TO DEVELOP AN ANNUAL SCHOLARSHIP POLICY TO AWARD SCHOLARSHIPS TO FIVE (5) HIGH SCHOOL SENIORS AND ESTABLISH AN EVALUATION COMMITTEE, A TIMELINE FOR ADVERTISEMENT, AND AN APPLICATION PROCESS SETTING FORTH REQUIREMENTS AND QUALIFICATIONS; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on August 5, 2022, the City of Opa-Locka ("City") made five (5) One Thousand Dollar ($1,000.00) scholarships available for eligible high school seniors. At the end of evaluation process, it was determined that only three applicants met the deadline and requirements for the program. Pursuant to Resolution No. 22-047, only three students were awarded the scholarship funds; and WHEREAS, the City desires to implement an annual scholarship policy that allows the City to budget and disburse five (5) One Thousand Dollar ($1,000.00) scholarships to eligible high school seniors. This opportunity will help support students as they commence higher education; and WHEREAS, the Annual Scholarship Policy shall be created by way of the City Manager meeting with the Mayor, Vice -Mayor and each city commission member, individually, for input and bringing the policy back to the City Commission for full consideration within thirty (30) days. By adoption of this resolution, the policy shall include the establishment of an evaluation committee; a timeline for advertisement and an application process setting forth requirements and qualifications; and WHEREAS, the City Commission finds it is the best interest of the City to develop an annual scholarship policy to award scholarships to five (5) high school seniors and to establish an evaluation committee, timeline of advertisement, and an application process setting forth requirements and qualifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: SECTION 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. SECTION 2. AUTHORIZATION The City Commission of the City of Opa-Locka hereby directs the Interim City Resolution No. 23-029 Manager to develop an Annual Scholarship Policy to be created by way of the City Manager meeting with the Mayor, Vice -Mayor and each city commission member, individually, for input and bringing the policy back to the City Commission for full consideration within thirty (30) days. By adoption of this resolution, the policy shall include the establishment of an evaluation committee; a timeline for advertisement and an application process setting forth requirements and qualifications. SECTION 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution may be authorized by the Interim City Manager, following review by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. PASSED and ADOPTED this 8th day of March 2023. Staff Summary: History: On August 5, 2022, the City of Opa-locka made five (5) $1,000.00 scholarships available for eligible high school seniors. Financial Impact - The annual financial impact for this program is currently budgeted at $5,000.00. Proposed Action: Staff recommends the City Commission approve the legislation approving the Interim City Manager to develop a yearly scholarship policy for the awarding of scholarships. Additionally, to establish an evaluation committee, timeline of advertisement, application process, qualifications, and requirements. Attachment: Resolution 22-047 OPA- LOCKA ANNUAL EDUCATIONAL SCHOLARSHIP PROGRAM Objective The City of Opa- loclea has established a scholarship fund to provide financial assistance to qualified high school seniors who wish to pursue post -secondary education through five (5) scholarship opportunities. Applicants who reside in the City of Opa- locF a meeting all the requirements will be eligible to receive an award of up to $ 1, 000. Guidelines Applications can be obtained online at www.opalockafl.gov or at City of Opa- locka City Clerfz' s Office, 780 Fisherman Street, 4th Floor, Opa- locka, Florida. Applications must be filled out completely. Any incomplete applications will be disqualified from the application process. All applicants must submit the following: • Completed application. • Three (3) reference letters from non -relatives. At least one letter must be from a school official. • One (1) official transcript. • Essay- Addressing educational goals and community involvement (750 words maximum) Qualifications: • Must be a resident of Opa- loclea. • Must be a high school senior. • A minimum cumulative GPA of 2.75. • Demonstrate leadership at school or in the community. Requirements: All applicants awarded a scholarship will be required to provide proof of acceptance to an accredited college, university or trade school. A receipt of registration verification is required before any funds are disbursed directly to the applicant' s school of choice. If evidence is not provided the scholarship is forfeited. Proof of Residency Awardees will be required to provide two (2) proofs of residency. Proofs must be documented under the applicant's parent/ guardian's name. Acceptable supporting documentation of residency include: • Utility Bill • Driver's license or Identification • Passport Basis for Selection Applicants will be selected based on the following items: • Academic Achievement. • Dedication to extracurricular activities and or community involvement. • one -page essay • Interview Each application will be evaluated and ranled based on the above selection criteria. Applications will be reviewed by the Scholarship Selection Committee consisting of members of the City of Opa- loclza Community Relations, Recreations and Activities Advisory Board. All decisions of the committee will be final. Disbursement of Awards The City will distribute funds directly to the applicant' s school of choice upon receipt of registration verification to an accredited college or university. General Scholarship Program Conditions: a. The City reserves the right to withdraw or cancel the Scholarship Program at any time without prior notice. b. The City reserves the right to postpone the Scholarship Program at any time. c. The City reserves the right to seek clarification of information submitted in response to the Scholarship Program Application. d. The City reserves the right to modify the Scholarship Program as it deems necessary. e. Any material misrepresentations made by the applicant(s) will void the application and eliminate the applicant from further consideration. f. The City reserves the right to take all reasonable and appropriate steps to recover diverted funds. Section 3. Effective Date. This Resolution shall take effect immediately upon adoption by the City Commission of the City of Opa-locka. The City of Opa-Iocka Scholarship was created to assist high school seniors advancing in their career through five (5) scholarship opportunities. Applicants who reside in the City of Opa-Iocka meeting all the requirements will be eligible to receive an award of up to $1,000. The scholarships may be awarded as follows: Opportunity 1 High School Senior (5) - $1,000 Applicants are eligible to apply to one of the scholarship opportunities.
