Adjournment Date Posted: Date Revised: Received by Town Clerk: 03/25/2022 Town of Brewster Bikeways Committee NAME, MISSION, AND GOALS – ANALYSIS 9 FEB 2022 Current Name and Charter Town of Brewster Bikeway Committee Brewster Code – Chapter A296 Committees, Boards, and Councils Bikeway Committee was formed and appointed by the Board of Selectmen in 1975 No authorities listed Select Board recent Updated Policy Policy updated during 18 Oct and 1 Nov 2021 meetings Select Board is the appointing authority Bikeways Committee acts in an advisory capacity to the Select Board with no authority to bind the Select Board Revised appointment process – Select Board Liaison works with committee chair reviewing applicants – town employees and non-Brewster voters are eligible for “certain” ad hoc and advisory committees Bikeways Committee page on town website The Committee is charged to make recommendations to promote safe and enjoyable bicycling in the town of Brewster and to encourage the use of bicycles for recreation, commuting, and as an alternative means of transportation within the town and neighboring towns on the lower cape. The Committee will report to the Board of Selectmen on all bicycling related matters and shall make recommendations for future action. Pathways Committee- website The Brewster Pathway’s Committee has the responsibility of completing the Brewster portion of a Barnstable wide pathway that will eventually provide a walking trail from the canal to Ptown. What’s missing? No committee to advise the Select Board on pedestrian walkways and paths Skateboards, electric bikes, motorized wheel chairs, roller skating, walkers with strollers and dog walkers All non-vehicular means of people transportation Commonwealth, counties, cities, towns Commonwealth – MassDOT’s Office of Transportation manages long- range bicycle and pedestrian planning, along with outreach and education 20 May 2021 Bicycle and Pedestrian Update: MassDOT is committed to making walking and biking a safe, comfortable, and convenient option for everyday trips. MassDOT has two plans: Bicycle Transportation Plan https://www.mass.gov/service-details/bicycle-plan and Pedestrian Transportation Plan https://www.mass.gov/service- details/pedestrian-plan Barnstable County Cape Cod Commission – The transportation department conducts transportation planning studies and other initiatives in the areas of transportation safety, roadway and traffic conditions, congestion management, bicycle and pedestrian planning, transit planning, and transportation resilience planning. Cape Cod Joint Transportation Committee (CCJTC) Brewster DPW has a seat, plus one rotating rep with bicycle knowledge Cities and Towns how do they organize? Town of Sandwich Bikeway and Pedestrian Committee Town of Falmouth Bicycle and Pedestrian Committee Town of Orleans Bike and Pedestrian Committee Town of Truro Bike and Walkways Committee Town of Wellfleet Bike and Walkways Committee City of Holyoke BikePed Committee Manchester-By-The-Sea Bicycle/Pedestrian Committee (9 members) Town of Manchester-by-the-Sea Bicycle and Pedestrian Committee Mission The mission of the Committee is to make bicycling and walking, as non-motorized forms of transportation, safer and more accessible throughout the Town of Manchester-by-the-Sea. Recommendations Rename Bikeways Committee to the Town of Brewster Bicycle and Pedestrian Committee Revise mission statement to include all non-vehicular people transportation Increase membership by two members from 7 to 9 – include one non- Brewster voter position and one town employee position Revise Brewster Biking Strategy @MassBikewww.MassBike.org www.BayStateBikeMonth.org Bay State Bike Month Every year Massachusetts residents and bicyclists come together to celebrate human-powered, two-wheeled transportation during Bay State Bike Month. This May, to coincide with National Bike Month, our celebrations will reach across the state. From Cape Cod to the Berkshires, riders in the commonwealth are encouraged to organize bike-centric events to bring out new riders and raise awareness about bicycling for transportation, fitness, and fun. In 2021, partner organizations hosted over 100 events in all corners of the state, ranging from bike commuter breakfasts, kids bike rodeos, adult commuter workshops, bike counts, bike tune-up events, social group rides, and more. A user-submitted, searchable online calendar can be found at www.baystatebikemonth.org. Over the course of the month, we’ll be encouraging bicyclists to log all their rides throughout May 2022. We’ll be awarding prizes for those who track their trips. Additionally, we’ll host social media based challenges where riders can send in photos related to the theme. For example, last year’s “Carry it With You Challenge” had folks showing off a large variety of items they carried by bike- from a full desk to bringing their child to daycare. Each social challenge will have its own prize. We use our Facebook, Twitter, and Instagram platforms to promote events and challenges to over 17,000 followers. MassBike’s email list is nearly 8,000 subscribers. The annual Bay State Bike Month t-shirt is sought after among participants and doubles as a great way to thank our sponsors.
