The Board of Public Works of the City of Richmond, Indiana, met in regular session at the office of said Board Thursday April 7th, 1927 at 9 o ' cltck A. M. All the members -of said Board, Messrs, Land, McFail and Henley, being present . The following proceedings were had, to-wit : • 1/ A petition for the opening of an alley between West Main Street & National Road, from the west line of Tract 207, to the west line of Southwest I-th Street; Also, petition for the vacation of part of alley between West Main Street and National Road, from SW.4th Street west to east line of Lot 8, E.G.Kempers , Add. , thence south to the south line of said lot 8, same add. referred to Engineer for plans, resolution, etc. , A petition was received for the improvement of the Peacock Road, by constructing cement sidewalks, curb & gutter on both .sides and paving the roadway with concrete, where same is not paved, from Northwest 8th to 9th Street, taken under advisement . The Board rent city lot on North 15th Street, to W.H.Settles, for gardening season of 1927, © $1.87. In matter of laying brick to raise the north portion of engine room at., .E. L.& P.P. the following prices were submitted, as follows : " rienry. White, bid: $1. 50 per hour for brick layers; .800 per hour for hod-carriers, plus 10% on brick-layers only. " Arthur L. Heaton, bid: ?�1. 50 per hour Brick.-layers, .80p per hour for hod-cariers, plus 10% on all labor. " Weaver and Lehman, bid; $14.50 per thousand, including all labor; for patch work closing up present doors ' and windows in- old wall : 1. 60 per hr. for.brick-layers, .800 per hr. for hos-carriers . Upon the recommendation of D. C.Hess, Sup 't . , of plant , the con- . tract was awarded- to Weaver & Lehman, there bid being considered the lowest bid received. A letter was received from Sup 't . Hess, confirming a conference held on March 31, 1927, between the Mayor, Chief of Police, Board of Pub- • lic Works and himself, stating the light plan-Lri.s to- go ahead and install four way traffic signals at North "A" and South "A" and 8th Sts. two at each location at our expense. In order that -we may keep our records clear, we will make a charge against the Police Depart- . ment for this installation and in September when the 1928 Budget is made up there will be sufficient amount included in the Police Depart ment Miscellaneous fund to pay us a rate on all traffic signals, including those that have been installed along Main Street so that the Light Plant can. afford to furnish service, install traffic sig- nals and maintain them, charging their total original investment off over a period of five years. On January 1, 1928 we are to cancel charges against Police Department for the installation of all traffic signals and charge same to our capital account . I have not had time as yet to figure out what rate per kilowatt hour we will have to charge to make this up, but will do so before the budget meeting in .September, giving all you my figures so that we can agree as to the fairness of same before charges go into effect . The Clerk reported that on motion of Mr. Waltermann, the Council or- dered the old engine house at South 6th & "E" Streets, removed. 4170 Thursday April 7th, 1927. The Board met to hear remonstrances and take action on Declaratory Resolution No. 203-1927, for the opening of an al- ley between South 5th & 6th Street, from South " A" Street north to the second alley south of Main Street, (See resolution for de- scription) . A remonstrance by' Guy E. Bull et-al having been filed, the Board proceeds to hear the same, and being duly ad-, vised in the premises, overrules the same. And now the Board takes action on said resolution confirming without modifications, all former action heretofore taken on same. And the Board now orders that a list or roll be prepared of all owners or holdersyof prop- erty, and of valuable interests therein; sought to be taken or to. be injuriously affected, which list or roll shall also describe the property beneficially affected. The Board meets to hear remonstrances and take final action on Declaratory Resolution No. 204-1927, for the opening of South 12th Street from its present terminous at South "H" Street to the north line of South "J" Street . (for resolution see description), No one appearing or remonstrating ggainst said proposed opening the Board being duly advised in the premises, take final action on said resolution, the same being confirmed without modification And the Board now orders that a list or roll be prepared of all owners or holders of property, and of valuable interests therein, sought to be taken or to be injuriously affected, which list or xm roll shall also describe the property beneficially affected. The Board. received bids under Improvement Resolution No. 819-1927, for the improvement of southwest 10th Street, by constructing cement sidewalks, curb & gutter on both sides of street, and grad- ing and paving the roadway with tar macadam, from West Main Street to the National Road, as follows to-wit :- " John F. Hipskind, Bid; Street Complete $13. 6 5, per linear. foot . " W. L. Magaw, bid; Street complete y l--.20, per linear foot. " E. A. i`1ariani, bid; Street ' complete $14. 50, per linear foot. The bid of John F. Hipskind, being the lowest received and being within the estimate of the City Civil Engineer, the contract was so awarded. , . . .. "a The Board received "bida tinder Improvement Resolution No.820-1927, for the improvement of Boyer Street, by constructing cement curb, gutter & sidewalks on both sides, and paving the roadway with gravel &~tar treated macadam, from School to Stevens Street, as follows, to-wit :- " John F. Hipskind, bid; Street complete $13 .85 per linear foot . " W. L. Magaw, bid; Street complete _ $14.10 per linear foot " E. A. *ariani, bid; Street complete . 14.25 per linear foot . The bid of John F. Hipskind being the lowest, and being within the estimate of the City Civil Engineer, the contract was so awarded Thursday April 7th, 1927. The Board received bids under Improvement Resolution No. 522-1927 for the improvement of the alley between South 9th & 10th Street by constructing cement roadway the full width thereof,- from South "B" to " C" Street, as follows to-wit :- Daniel G. Burkhardt , bid; Cement roadway complete $0.220 per sq-foot. " Pyle & Ridgeway, bid; Cement roadway complete $0.24, per sq-ft . The bid of Daniel G. Burkhardt, being the lowest and being within the estimate of the City Civil Engineer, the contract was so awarded. • The Clerk was directed to communicate with Mr. Derbyshire, Sup 't . , of C. & 0. Railway, as to progress in matter of South 9th Street Bridge and installing the flasher light signal system at crossings as ordered by ordinance.
