The Board of Public Works of the City of Richmond, Indiana., met in regular session at the office of said Board Monday March '21st 1927, at 9 o 'clock A. M. All the members of said Board, Messrs, _ Land, McFall and Henley being present. The following proceedings were had, to-wit : Permission was granted G. F. Stemple to cut curb for driveway in South 7th St. at Tract 314 Official Map, The Clerk was directed to advertise for bids for Roadster with truck body, for Park Department. 1 The order Water mains laid as follows, viz: 10" main in Harris' Street, Trom School Street to Corporation line; 6" main in South- west 10th Street, from National Road to Southwest-"A" Street; ' to extend main in Boyer Street to north corporate limits. It having been found that in computing the number of resident property owners on Ridge Street, the engineering department made a mistake reporting 20 resident _property owners, whereas, these are but 19 resident owners residing on said street, from Grant to School Street, 10 of whom have remonstrated against improvement of Ridge Street under Improvement Resolution No. 821-1927, the Board nor .on motion reconsider- them action taken on March 17th, 1927, and on motion the Improvement Resolution No. 821-1927 for the improvement of Ridge Street, by constructing cement curb & gutters and paving the roadway, from Grant to School Street, was unanimously rescinded. . Upon the recommendation of Mr. D. C. Hess, SupTt . , of M.E.L,.& P.P. - the contract for furnishing the necessary brick & cement for said plant was awarded to the Tiger Coal & Supply Co. , they being the low bidder. Upon the recommendation of Mr. D.C.Hess, SupTt. of M.E.L.& P .P. the contract for Automobile Roadster with truck body was awarded to W. E. McWhinney Co. , for Ford Roadster the same being the low. bidder. The Board unanimously adopted Improvement Resolution No. 830-1927, for the 'improvement of Ricge Street, by constructing cement curb & gutter on both sides of street and paving the roadway with one of the following kinds of city pavements, to-wit : Sheet Asphalt, Rock Asphalt, Concrete or Brick, from Charles to School Street. The Board authorize an ordinance appropriating ;10,000.00 out of General Fund of City, to be re-paid by future bond issue, for the payment of Black & Veatch Consulting Engineers of Kansas City,Mo. , in making surveys, plans etc, for sewage systems and disposal plants in the Eastern & Western parts of the City. The Board also, authorize the contract entered into between the Board & Black & Veatch consulting engineers entered into March 14th, 1927. . in matter of making surveys, etc. , for sewage systems and disposals plants in the eastern & western parts of the city, be presented to the common council for their ratifications and approval. - Monday March 21st, 1927. - The following communication was received from Richmond City 46 Water Works, relative to Fire Pressure: Board of. Public Works Richmond, Indiana, ti . entlemen: On March 16th, 1923, a letter was addressed to you, setting forth the reasons for consideration of a change of method of furnishing additional fire ,pressure during fires. This was done in the interest of the community, and not for any . saving in expense to the Company. Since the introduction of gasoline .pumpers by. Fire Departments, the policy of furnishing additional pressure at the pumping station has been changed, in order not to place excessive and. frequent ' strains on the distribution system. As the City is now provided with three modern pumpers, and will gradually motorize its entire fire department, there is not the nee- , essity, as formerly, of placing extra pressure on the system. In 'a conference with. Chief Miller, and on his suggestion, the . following schedule is submitted for your ' approval. For boxes other then given above, a pressure of seventy five pounds shall be furnished upon. receipt of a second alarm at .the pumping station. The Board approve the above recommendation and direct the Clerk to notify said Water Works. 1 The following communication was received from Richmond City Water i Works; I In case of streets that are being permanently improved, this Company has built brick manhole over its valves. This is done at considerable cost, and which is capitalized. There is seldom an oc- cassion when these valves become out of order or need packing, and this could be d.unded by repacking the valve before the street is im- . proved. The Company suggests, therefore,that this method be not re- • quired, and that a small cover only be used to enable the valves to be turned on and off. Richmond City Water Works, H. Board of Public Works City of Richmond, Indiana. gentlemen: - In our conversation this morning, subject : Improvements for Peacock Terrace Addition. Kinsey, Pearl and Lincoln streets graded down to gutter level from 8th Street to 10th.N.W. (9th St .not cut through)30 ' dr 'way. 8th Street graded to gutter level from West Main to Peacock Rd.30 'rd Sidewalks, curb & 24" gutter installed - sidewalk on property line. . No grading or intersections on 10th Street . Upon the supposition that • the above improvements will be in- • stalled during the 1927 season, I agree as follows : To pay for the city ' s part of above improvements, viz : the grading down to gutter level on 8th St . (between Main & Peacock Rd. ) and Kinsey, Pearl & Lincoln Streets, from 8th St . to 10th St . N.W. ) at street intersections only, which will be the intersections on 8th Street at Kinsey, Pearl and Lincoln Streets . Also, to pay the city ' s part of cost at thesame intersections, for the installation of sidewalk (on property line) curb & 24" cement gutter. When this is done, I further agree to gravel the streets mentioned in a suitable way (from gutter to gutter line of 30 ' dr 'ways) to make the streets fully usable and to furnish the gravel thereafter for a period of two years, for repairs, to such streets, free of cost at the gravel pit at llth St . and W.Main St . I to place the money in the hands of your body for such costs before you start the work. This cost to be borne by me with no obligation on the part of your body to repay, and only_with the mutual understanding that if, at some future time, compensation may be awarded to me in assistance to improve other property, such assistance or compensation is not to be in the way of cash or credit for work but more as an accommodation in my efforts of other improvements. May I Have an expression from your body in this regard, as to the advisability of the suggested improvements ? Respectfully submitted, E. A. Duncanson.
