Report of the
ANNUAL TOWN ELECTION
April 14, 1986
In accordance with the Warrant the inhabitants of Brewster qualified to vote in
the Town Election met at the Brewster Community Center, Monday April 14,
1986.
The polls were declared open at 7 : 00 A. M . The Election workers duly sworn
in were ; Dorothy Grenier, Warden , June Gallant, Deputy Warden , J . Ogden

QUESTION NUMBER 1
Should the Town of Brewster undertake the processes ( including the filing of a
petition with the Registrars of Voters ) of organizing a government revision
commission so that a commission , having the authority to recommend funds-
mental town government changes and/or the adoption of a charter, shall be
created in accordance with law and so that members of the commission shall
be elected at the next Annual Town Election ?

QUESTION NUMBER 2
To see if the Town of Brewster will vote an expression of Opinion in the form
of a non- binding Public Advisory Question regarding a mutual and veritiable
halt to nuclear testing :
WHEREAS a nuclear war would result in death and indiscriminate destruction
unprecedented in human history ;
WHEREAS spending for the arms race is contributing to the record budget
deficits that threaten the nation' s economic security while programs providing
essential assistance to communities throughout the country are being cut back ;
WHEREAS a ban on nuclear testing would promote security of the U . S . by
constraining new development in the U . S . /Soviet arms competition and by
strengthening efforts to prevent the spread of nuclear weapons to non- nuclear
countries ;

WHEREAS a ban on nuclear weapons would be a concrete and easily achievable
first step toward a complete halt and deep reductions of ever expanding nuclear
arsenals ;
WHEREAS a ban on nuclear testing could be verified with high confidence by a
worldwide network of seismic monitors , satellites, and other verification tech-
nologies operated by the U . S . and other nations ; L
WHEREAS the townspeople of Brewster have already expressed the need to
halt the . arms race by supporting a Nuclear Weapons Freeze at the 1982 Annual
Town Meeting ;
THEREFORE the Town of Brewster calls upon the President to immediately
respond to the Soviet unilateral halt of testing by joining in a mutual and veri -
fiable suspension of testing as a first step to freezing and reversing the arms
race. This body also calls on members of our congressional delegation to sup-
port legislation that would enact a moratorium on nuclear testing to be con-
tinued as long as the Soviets do not test. Copies of this resolution shall be for-
warded to President Reagan , Senator Kennedy , Senator Kerry and Congressman
Studds .

Report of the
ANNUAL TOWN MEETING'
May 12, 1986
In accordance with the warrant, the Annual Town Meeting was held in the
Brewster Elementary School Cafetorium , Monday, May 12 , 1986.
This meeting was called to order at 7 : 03 p. m . by the. Moderator, Stephen L .
Doyle . The tellers were Dorothy Grenier, June Galllant, Gladys Curtis , Doris
Powell and J . Ogden Tyldsley , Jr. Checkers were Dorothea Dugan , Carl Scrivener,
Jean Gage , Margo Cathie and Christopher Williams. A quorum of 216 was
present.
The warrant was read by the Town Clerk Barbara A. Vaughn , CMC, with the
exception of the Articles which were read as they were being considered .
RESOLUTION
WHEREAS We , the inhabitants of the Town of Brewster, in the one hundred
and eighty- fourth Annual Town Meeting assembled May twelfth , one thousand
nine hundred and eighty-six , "to act and do upon the whole as the inhabitants
of said Town of Brewster shall think proper;" and
WHEREAS It is appropriate for good citizens to honor their faithful officers .
Therefor , the Board of Selectmen , on behalf of all the citizens off the Town of
Brewster, extend to Ann E . Hansen a standing vote of thanks for her 10 years of
dedicated service on the Brewster Finance Committee. Appointed a member of
the Finance Committee in 1976 she served as its Chairman from 1977 until
1986 years that were characterized by her ability to deal effectively with the
changing face of Brewster during a period of financial constraints under the tax
caps for 2 years and then the implementation of Proposition 2% . She has shown
great leadership ability in steering this Committee through a very difficult period
