Report of the
ANNUAL TOWN MEETING'
May 12, 1986
In accordance with the warrant, the Annual Town Meeting was held in the
Brewster Elementary School Cafetorium , Monday, May 12 , 1986.
This meeting was called to order at 7 : 03 p. m . by the. Moderator, Stephen L .
Doyle . The tellers were Dorothy Grenier, June Galllant, Gladys Curtis , Doris
Powell and J . Ogden Tyldsley , Jr. Checkers were Dorothea Dugan , Carl Scrivener,
Jean Gage , Margo Cathie and Christopher Williams. A quorum of 216 was
present.
The warrant was read by the Town Clerk Barbara A. Vaughn , CMC, with the
exception of the Articles which were read as they were being considered .
RESOLUTION
WHEREAS We , the inhabitants of the Town of Brewster, in the one hundred
and eighty- fourth Annual Town Meeting assembled May twelfth , one thousand
nine hundred and eighty-six , "to act and do upon the whole as the inhabitants
of said Town of Brewster shall think proper;" and
WHEREAS It is appropriate for good citizens to honor their faithful officers .
Therefor , the Board of Selectmen , on behalf of all the citizens off the Town of
Brewster, extend to Ann E . Hansen a standing vote of thanks for her 10 years of
dedicated service on the Brewster Finance Committee. Appointed a member of
the Finance Committee in 1976 she served as its Chairman from 1977 until
1986 years that were characterized by her ability to deal effectively with the
changing face of Brewster during a period of financial constraints under the tax
caps for 2 years and then the implementation of Proposition 2% . She has shown
great leadership ability in steering this Committee through a very difficult period

in the rapid growth of the Town of Brewster. Those years were full of valuable
ideas, decisions and recommendations for the Town . She has set the standard
to which all future Finanace Committees may aspire, She has always had the
courage of her convictions and has spoken out on many unpopular issues, .
regardless of the consequences .
THEREFORE The Board of Selectmen , on behalf of all the citizens of the
Town of Brewster, wish to pay tribute and extend our heartfelt gratitude to
Ann E . Hansen for her dedicated service and overwhelming contribution to the
well - being of the Town .
AND BE IT FURTHER RESOLVED that this resolution be spread upon the
records of the Town as with the Boards ' doings thereon, and a copy given to
Ann E . Hansen .

BREWSTER COMMUNITY CENTER STUDY COMMITTEE
FINAL REPORT
The Brewster Community Center Study Committee' s ( BCCSC ) task was to ex-
plore uses for the center and to consider the community 's needs within the
economic constraints of the Town .
Through our study, we feel that the two greatest concerns for available space is
that the Town Government and Town/Civic Organizations . Of these organiza-
tions , the need for a meeting place and storage space is great .
To be cost effective , we feel there should be no new construction at this time .
Our surveys show there is adamant interest in keeping the downstairs area of
the Community Center open for these civic groups .
At this time, we would like to recommend that the Board of Selectmen appoint
a CIVIC CENTER REVIEW AUTHORITY to be represented by 7 members ,
chosen from the organizations represented in our survey.

This committee°s function will be : A—to continue this study which cannot be
completed at this time due to the circumstances concerning the Town Hall .
B—control the usage and space needs of the Center. C— prepare and oversee the
operating budget. D — report on a regular schedule to the Selectmen .

ARTICLE 3 . To see if the Town will vote to authorize the Town Treasurer,
with the approval of the Board of Selectmen , to borrow money from time to
time in anticipation of the revenue of the Financial year beginning July 1 , 1986
in accordance with the provisions of the General Laws, Chapter 44, Section 4,
and to issue a note or notes as may be given for a period of less than one ( 1 )
year, in accordance with the General Laws, Chapter 44 , Section 17 .

ARTICLE 4. To see if the Town will vote to assume liability in the manner
provided by Chapter 516 and 524 , Acts of 1950, for all damages that may be
incurred by the Department of Public Works of Massachusetts for the improve-
ment, development, maintenance and protection of tidal and non -tidal rivers
and streams, harbors , tidewaters , foreshores and shores along a public beach
outside of Boston Harbor, including the Merrimack and Connecticut Rivers ,
in accordance with Section 29 of Chapter 91 of the General Laws , and author-
ize the Board of Selectmen to execute and deliver a bond of indemnity therefor
to the Commonwealth .

Alewive fishery .

ARTICLE 6 . To see if the Town will vote to approve the acceptance by the
Cape Cod Regional Technical High School District of Section 13 of Chapter
188 of the Acts of 1985 relating to a professional development grant program ,
or take any other action relative thereto.

ARTICLE 7. To see if the Town will vote to transfer from available funds the
sum of Eight thousand nine hundred and 00/ 100 ( $8 ,900. 00 ) Dollars to pur-
chase one ( 1 ) Power Take-off Blower and one ( 1 ) Greensaire Aerifier or to take
any other action relative thereto.

ARTICLE 8. I move that the Town vote to raise and appropriate the sum of
Thirty five thousand and 00/ 100 ($35,000. 00) Dollars to enlarge the Senior
Center to provide space for a conference room , private counseling, small food
preparation area, sick room equipment and a handicapped accessible bathroom .

ARTICLE 9. 1 move that the Town vote Article 9 as follows :
To see if the Town will vote to amend the Personnel By- Law, Wage and
Salary Scale effective July 1 , 1986 by adding the position of Executive Sec-
retary, the classification of this position to be subject to review and reconfirma-
tion after one year, and to raise and appropriate the sum of Thirty-six Thousand
and 00/ 100 ($436,000. 00 ) Dollars to fund the Wage and Salary Account as
follows : Executive Secretary — Thirty six thousand and 00/ 100 ($36, 000. 00)
Dollars : any cost of living allowance for FY-87 approved by this or subsequent
Town Meetings shall not be added to this article . To become effective July 1 ,
1986 or to take any other action relative thereto.

, ARTICLE 27. To see if the Town will vote to raise and appropriate the sum of
Two thousand five hundred and 00/ 100 ($ 2 , 500 .00 ) Dollars to authorize the
payment therefrom the sum of One thousand one hundred and twenty five and
00/ 100 ( $ 1 , 125. 00 ) Dollars to the Town of Harwich for participation in the
State Grant Program , to authorize the study of the affordable housing needs of
the community , and the recommendations deemed appropriate to accept match -
ing funds from Cape Cod Bank and Trust Company Municipal Planning Grant
Fund , to authorize the expenditure of the remaining funds , for the aforemen -
tioned study , under the direction of the Planning board , and to take any other

Building Committee of nine ( 9 ) persons ; the Superintendent of Schools or his
designee ; the elementary school principal ; a member of the elementary school
committee ; a teacher in the school selected by the staff ; a representative selected
by the Brewster Elementary School Parents Group ; three ( 3 ) voters of the town
selected by the Moderator; and a Voter of the Town selected by the Finance
Committee . The Committee to be convened prior to June 1 , 1986 ; to authorize
the Elementary School Building Committee to review the space needs of the
Brewster Elementary School , to authorize the Elementary School Building
Committee to solicit architectural services for the purpose of determining how
best to address any need perceived to exist, to review all applicants , all applica-
tions and all proposals , and to authorize the Elementary School Building Com -
mittee , in conjunction with the Brewster School Committee , to enter into a
contract for the provision of preliminary architectural plans and designs , and
further, to raise and appropriate the sum of One thousand and 00/ 100
($ 1 ,000. 00 ) Dollars for the purpose of defraying committee expenses ; or take
any action relative thereto.

uplands as defined in the zoning By - Law or unless the lot existed as a lot on
May 1 , 1986 and satisifed the May 1 , 1986 requirements for a buildable lot.
The " R - R " Zoning District voted at the 1985 Annual Town Meeting
designated as a Moratorium Area is not included in the scope of this Article .

purposes shall be within 50 feet of any waterbody , watercourse or wetland

viously appropriated under Article 24 of the January 6 , 1983 Special Town
' Meeting and Article 75 of the May 9 , 1983 Annual Town Meeting .
The reconstruction of this portion of TUBMAN ROAD shall be performed
by the Brewster Department of Public Works to the extent that its Superin -
tendent , with the advice and approval of the Selectmen , deems it economical
and advantageous to the Town . Such reconstruction shall generally follow the
course of the existing pavement, but shall result in a new roadway twenty ( 20' )
feet in width that is entirely within the Town-owned layout.
The work authorized hereunder shall commence no later than October ,
1986 and be carried through to completion as expeditiously as possible,

ARTICLE 64 . To see if the Town will vote to create a Committee known as
the Capital Outlay Committee, consisting of five members to be appointed by
the Selectmen to the three year terms, and the Town Treasurer and Town
Accountant serving ex-officio without right to vote . The term of the five public
members shall be staggered so that no more than two shall expire in one year,
and none of the five appointed members shall serve on any other Town Board
which proposes capital outlays to be reviewed by the Committee. Any vacancy
shall be filled in the manner of the original appointment . The Committee shall
choose its own officers. It may spend such sums as shall annually be appro-
priated for its use .
The purpose of the Committee shall be :
To study proposed capital outlays or acquisitions in excess of Twenty
five thousand and 00/ 100 ($25 , 000. 00) Dollars for any one project, whether to
be spent during one year or over several years , to make recommendations con-
cerning the priority of such proposed outlays , and to inform the Town of the
Possible impact of such expenditures for the next five years .

All Offices , Boards and Committees shall by November 1 of each year ,
give to said Committee on forms prepared by it, information concerning all
anticipated projects and capital expenditure by them which will need Town
Meeting action during the ensuing five years .
The Committee shall consider the relative need , timing and cost of these
expenditures and the effect each will have on the financial position of the Town .
No expenditure shall be recommended for a capital outlay which has
not been presented to the Committee on a timely basis , unless the Committee
shall first have submitted a report explaining the omission .
To provide information and guidance to the Town and appropriate Town
officials concerning management of debt and cash flow .
The Committee shall prepare an annual report containing a capital budget
of such outlays for the next fiscal year for presentation to the Finance Com -
mittee and Selectmen and for inclusion in the Annual Town Report, and also a
capital program recommendation for the five following fiscal years . It may
undertake such investigations and hold such hearing as it may deem necessary .
The report shall be distributed with the Annual Town Warrant. The
Committee shall deposit the original with the Town Clerk .

further study and action ,
NOW THEREFORE BE IT RESOLVED that the Town of Brewster declares
that housing is in insufficient supply at affordable cost for its work force and is
a critical community problem ; and FURTHER that the Selectmen be , and here-
by are , directed to appoint a Task Force to work with similar groups through-
out Barnstable County to develop strategies and programs to implement con.
ference recommendations within the Town .

May 12, 1986
In accordance with the warrant, the Special Town Meeting was held in the
Brewster Elementary Cafetorium , Monday , May 12 , 1986 .
This meeting was called to order at 9 : 14 P . M . by the moderator Stephen L .
Doyle . The tellers were Dorothy Grenier, June Gallant, Gladys Curtis , Doris
Powell , J . Ogden Tyldsley Jr. , Ruth Hanlon and Edwin Blease . Checkers were
Dorothea Dugan , Carl Scrivener, Jean Gage and Margo Cathie . A quorum of
216 was present.
The warrant was read by the Town Clerk Barbara A. Vaughn , CMC , with the
exception of the Articles which were read as they were being considered .
ARTICLE 1 . To see if the Town will vote to accept a grant from Elder Affairs
in the amount of One thousand five hundred and 00/ 100 ( $ 1 ,500. 00 ) Dollars ;
to be used for the completion of a concrete ramp at the Senior Center .
