HomeMy Public PortalAbout1986-05-12 Special Town Meeting _-7 WHEREAS the conference produced a series of specific recommendations for further study and action , NOW THEREFORE BE IT RESOLVED that the Town of Brewster declares that housing is in insufficient supply at affordable cost for its work force and is a critical community problem ; and FURTHER that the Selectmen be , and here- by are , directed to appoint a Task Force to work with similar groups through- out Barnstable County to develop strategies and programs to implement con. ference recommendations within the Town . Vaughn , CMC Town Clerk Report of the SPECIAL TOWN MEETING May 12, 1986 In accordance with the warrant, the Special Town Meeting was held in the Brewster Elementary Cafetorium , Monday , May 12 , 1986 . This meeting was called to order at 9 : 14 P . M . by the moderator Stephen L . Doyle . The tellers were Dorothy Grenier, June Gallant, Gladys Curtis , Doris Powell , J . Ogden Tyldsley Jr. , Ruth Hanlon and Edwin Blease . Checkers were Dorothea Dugan , Carl Scrivener, Jean Gage and Margo Cathie . A quorum of 216 was present. The warrant was read by the Town Clerk Barbara A. Vaughn , CMC , with the exception of the Articles which were read as they were being considered . ARTICLE 1 . To see if the Town will vote to accept a grant from Elder Affairs in the amount of One thousand five hundred and 00/ 100 ( $ 1 ,500. 00 ) Dollars ; to be used for the completion of a concrete ramp at the Senior Center . Adopted unanimously 180 ARTICLE 2. To see if the Town will vote to raise and appropriate the sum of Forty eight thousand and 00/ 100 ( $48 ,000 . 00 ) Dollars to purchase and equip a radio communications console for the Police Department and Fire Department communications center , to authorize the Chief of Police to trade the present console and to apply the funds or credits so received to defray the expenses of purchasing the new console , and to take any other action relative thereto . Adopted ARTICLE 3 . To see if the Town will vote that the sum of Three hundred fifty thousand and 00/ 100 ($350 ,000 .00 ) Dollars ; hereby appropriated for the purpose of expanding and modernizing the existing Town Hall by constructing , equipping and furnishing an addition or additions thereto and by reconstructing, renovating and making extraordinary repairs to the existing building to be expended in combination with the One million and 00/ 100 ( $ 1 , 000,000 .00 ) Dollars previously appropriated for the same purpose by the Town at its August 26 , 1985 Special Town Meeting , which total sum will include funds for the relocation expense from the current temporary site to the renovated Town Hall and incidental expenses ; to authorize the Treasurer to borrow the aforemen- tioned sum of Three hundred fifty thousand and 00/ 100 ( $350 ,000 . 00) Dollars in accordance with Massachusetts General Laws Chapter 44 , as amended , and other enabling authorities ; and to issue bonds or notes therefor ; that the sum of Three thousand five hundred and 00/ 100 ($3 , 500 . 00 ) is raised and appropri - ated for the purpose of paying the cost of preparing , issuing and marketing said bonds and notes and for the purpose of paying the interest on the notes issued in anticipation thereof ; to authorize the Board of Selectmen to apply for and to receive funds from any source ( state , federal , or other ) in order to defray the expenses of this project ; provided that no money shall be expended or borrowed under this vote unless the Town shall have voted at a regular or special election to exempt from the amounts required to pay the bonds or notes from the limitation of Proposition 2% , so-called ; and to take any other action relative thereto . Defeated YES 262 NO 198 MEETING ADJOURNED AT 10 : 59 P . M . MEETING RECONVENED AT 7 : 05 P .M . TUESDAY , MAY 14 , 1986 Moved that Article 5 be considered before Article 4 . Adopted ARTICLE S . To see if the Town will vote to instruct the Town Offices Com - mittee to revise the plans for the alteration and reconstruction of Town Hall by reducing the scope and nature of the plans in such a way as to make the cost of proposed work fit into the amount of money previously appropriated for this purpose and to present such plans at a later Town Meeting for approval as 181 revised . Approval of this Article will reaffirm the Town 's intent to use the renovated Town Hall for the purposes of Town Offices . Adopted YES 263 NO 72 ARTICLE 4 . To see if the Town will vote to rescind its action taken on Article 15 of the Special Town Meeting of August 26 , 1985 , and to instruct the Town Offices Committee to cease all activity leading toward the alteration of Town Hall and to terminate the committee . Withdrawn ARTICLE 6. To see if the Town would instruct the Board of Selectmen to appropriate a sum of money for purposes of drawing necessary plans and specifi - cations for the renovation of the Community Center so that it may be used for the Town Offices and further , to instruct them to present such plans once completed , to the voters for purposes of funding such renovation . Indefinitely postponed ARTICLE 7 . To see if the Town will vote to create a committee of five ( 5 ) members to be appointed by the Town Moderator to study the Town Hall , which study will include the subject of community activities , space needs and alternate ways of utilizing the building ; said committee to be known as the Town Hall Study Committee and report to the Annual Town Meeting of 1987 or such earlier time as it may deem appropriate or to take any other action relative thereto.
