HomeMy Public PortalAbout1985-03-04 Special Town Meeting Report of the SPECIAL TOWN MEETING March 4 . 1985 In accordance with the Warrant the Special Town Meeting was called on Monday , March 4 , 1985 in the Brewster Elementary School Cafetorium , a quorum was not present . The Moderator Stephen L . Doyle postponed the meeting to Mon - day , March 11 , 1985 , Monday , March 11 , 1985 the meeting was called to order at 7 : 38 P .M . by the Moderator , Stephen L . Doyle . The tellers were June Gallant, Doris Powell , Gladys Curtis and J . Ogden Tyldsley , Jr . Checkers were Carl Scrivener , Jean Gage , Christopher Williams and Cathie Margo . A quorum was present . ( A quorum for this meeting is 216 . ) The Warrant was read by the Town Clerk, Barbara A . Vaughn , CMC with the exception of the Articles which were read as they were being considered . ARTICLE 1 . 1 move that the Town vote to transfer from free cash the sum of Thirty -nine and 05/ 100 ( $39 . 05 ) Dollars to pay the following unpaid bill of a previous fiscal year : Metpath Lab — Veteran 's Services $39 . 05 or to take any other action relevant thereto . Adopted unanimously ARTICLE 2 . 1 move that the Town vote to transfer from free cash the sum of Twelve thousand five hundred and 00/ 100 ( $ 12 ,500 . 00 ) Dollars into the Legal and Professional account , or to take any other action relevant thereto . Adopted unanimously ARTICLE 3 . 1 move that the Town vote to transfer from free cash the sum of Two thousand four hundred and 00/ 100 ( $2 ,400 .00) Dollars into the Com - munity Center expense account for fuel oil , or to take any other action relevant thereto . Adopted unanimously ARTICLE 4 . 1 move that the Town vote to transfer from free cash the sum of Fifteen hundred and 00/ 100 ( $ 1 ,500 .00 ) Dollars to supplement the State Census budget , funds to be reimbursed by the State sometime in fiscal 1986 , or to take any other action relevant thereto . Adopted unanimously 137 ARTICLE 5 . I move that the Town vote to transfer from freecash the os sum of Twenty -five thousand and 00/ 100 ($25 ,000 .00 ) Dollars to pay he bondits for the golf course , or to take any other action relevant thereto . Adopted unanimously ARTICLE 6 . 1 move that the Town vote to authorize the construction of tennis courts and /or a combination of tennis courts and a basketball court on Town property located at the rear of the Police Fire Station and to transfer from free cash the sum of One thousand and 00/ 100 ( $ 1 ,000 .00 ) Dollars to fund engineering and construction plans . Said funds to be spent under the direction of the Board of Selectmen , or to take any other action relevant thereto . Adopted unanimously ARTICLE 7 . 1 move that the Town vote to transfer from the Golf Commission expense account the sum of Six thousand nine hundred fifty -six and 00/ 100 ( $6 ,956 .00) Dollars and from the amount add the sum of One thousand nine hundred eighty -eight and 60/ 100 ( $ 1 ,988 .60 ) Dollars to Golf Commission Ad- ministration Salaries account and add the sum of Four thousand nine hundred sixty -seven and 40/ 100 ($4 ,967 .40 ) Dollars to Golf Maintenance Salaries ac- count , or to take any other action relevant thereto . Adopted unanimously ARTICLE 8 . 1 move that the Town vote to transfer from free cash the sum of Five thousand three hundred fifty -three and 50 / 100 ( $5 ,353 . 50 ) Dollars into Golf Maintenance Salaries account , or to take any other action relevant thereto . Adopted unanimously ARTICLE 9 . 1 move that the Town vote to transfer from free cash the sum of One hundred thousand and 00 / 100 ( $ 100 ,000 .00 ) Dollars to be expended under the Golf Commission for the completion of construction of the Captains Golf Course , or to take any other action relevant thereto . Adopted ARTICLE 10 . I move that the Town vote to ratify and confirm its unanimous 7 1984 Special vote approving the amendment to Article 30 of the August 2 , Town Meeting ; and hereby to vote to authorize the formation of a five ( 5) member committee to be known as the Town Offices Committee ; and hereby to authorize the Town Moderator to appoint the members of the Committee who shall serve continuously until the members resign or are removed by the Town Moderator or until the Committee is dissolved by Town Meeting action ; and hereby to authorize the committee to study the problem of inadequate office space for town government and to investigate and research solutions thereto and to submit recommendations to the Town of Brewster at its Meetings ; and 138 hereby to ratify and confirm the study, investigation , and research of the five persons previously appointed after the vote of the August 27 , 1984 Special Town Meeting by the Town Moderator for the Purposes hereby to empower the Committee , on behalf of the Town of Brewster and consistent with all legal requirements , to make recommendations to the Board of Selectmen to enter into a contract with an architect or architectural firm for the purposes of planning and consultation , developing a concise plan of expam sion or growth for town offices , preparing, devising , and drafting con - struction documents , specifications , feasibility studies, and cost impact state. ments , and supervising construction authorized to proceed in accordance with the aforesaid architectural plans , documents , and specifications ; and hereby to authorize the transfer from free cash the sum of $25 , 000 . 00 to pay for said Preliminary services , or to take any other action relevant thereto . Adopted unanimously ARTICLE 11 . To act on any other business that may legally come before this meeting , There being no other business to come before this meeting, the meeting was adjourned at 8 : 10 P . M .
