SPECIAL TOWN KEETING WARRANT
NOVEMBER . 1969

To Roland W . Bassett , Constable of the Town of Brewster
Greetings :
In the name of the Commonwealth of Massachusetts you are
hereby directed to notify and warn the inhabitants of Brewster
qualified to vote irk Town affairs to meet at the Brewster Town Hall
on Ablonday, the 17th jt,,November , 1969 at 7 : 30 Po M, ,, then and there
to act upon the following articles :
ARTICLE 1 . To see if the Town will approve the usage of Lots
41 -54 on Assessors Map 46 , comprising the western section of the
"Light Industry District " , as a public disposal, area , and take any
action relative thereto .
ARTICLE 2 . To see if the Town will vote to transfer from un-
appropriated available funds in the treasury the sum of four hundred
and eighty five ( $485 . 00 ) dollars for appraisal fees in connection
with the proposed land taking for a new public disposal area , and
take any action relative thereto .
ARTICLE 3 . To see if the Town will vote to transfer from un-
appropriated available funds the sum of One Thousand Nine Hundred
Fifty ( $1950 , 00 ) dollars for surveying fees in connection with the
proposed land taking for a new public disposal area , and take any
action relative thereto .
ARTICLE 4 . To see if the Town will vote to authorize the
Selectmen of the Town of Brewster to enter into an agreement with the
Public Access Board of the Department of Natural Resources , Common-
wealth of Massachusetts to permit the Board to construct boat ramp
and related parking facilities which will provide public access to the
waters within the Town of Brewster . Such agreement shall include an
-- acceptance and police responsibilities on the part of the Town and a
statement that the facilities shall be open to the general public on
equal terms .
ARTICLE 5 . To see if the Town will vote to raise from un-
appropriated available funds the sum of Four Hundred Eighty Six
Dollars and Sixty Six Cents ( $186 . 66 ) which is the local share of
the cost of a study of a regional refuse disposal area by the
Barnstable County Regional Refuse Disposal Planning Board in accord-
ance with Chapter 748 Acts of 1965 as amended by Chapter 149 Acts of
1967 .
ARTICLE 6 . To see if the Town will vote to adopt the following
By-Law:
Section 1 . The Selectmen shall annually appoint a Town Counsel ,
who shall be an attorney and counsellor at law and who shall hold cff= ce
for the term of one year from the first day of April until his succe :. scr
is appointed and qualified . He shall receive such compensation as to
Selectmen may determine , subject to the appropriation of the Town
therefor .
Section I .A . The Selectmen may engage the services of attorneys
other than the appointed Town Counsel to act as Counsel for the Town
or any of its departments in any particular matter as the Selectmen may
deem advisable , and they shall receive such compensation as the Select-
men may determine , subject to the appr6priation of the Town therefor .
Section 2 . The Town Counsel shall act as legal advisor and coup-
sellor to the town and all its departments .
ARTICLE 7, . To act on any other business that may legally come before meeting .
And you are directed to serve this Warrant by posting attested
copies thereof in at least five public places in different parts of
the Town seven days at least before the time of holding said meeting .
Hereof fail not , and make due returns of this Warrant with your
doings thereon to the Town Clerk at the time and place of meeting , as
aforesaid .
