ANNUAL TOWN MEETING
In accordance with the Warrant the meeting was held
in the Brewster School Auditorium Monday, March 6 , 1967 .
The meeting was called to order at 7 : 00 p .m. by the Mod-
erator, Grant W . Koch with June Gallant, Paul Sylver, Eliza -
beth Linnell, Gladys Curtis and Dorothy Grenier serving as
ballot clerks and checkers . Prayer was offered by Rev . Joseph
A . Nolin, Pastor of Our Lady of the Cape Church . A moment
of silence was offered in memory of Walter R . Daley.
The Warrant was read by the Temporary Town Clerk,
Donald P . Consodine, with the exception of the Articles which
were read as they were being considered.
ARTICLE 1 . To act on the annual report of the Select-
men and other Town Officers .
Voted unanimously that the annual report of the Select -
men and other Town Officers be accepted as printed .
ARTICLE 2 . To see if the Town will vote to authorize
the Town Treasurer with the approval of the Selectmen, to
borrow money from time to time in anticipation of the rev-
enue of the financial year beginning January 1 , 1967 and to
issue a note or notes therefore, payable within one year, and
to renew any note or notes as may be given for a period of
less than one year in accordance with Section 17 of Chapter
44, General Laws as amended .
Voted unanimously that the Town authorize the Town
Treasurer with the approval of the Selectmen to borrow
money from time to time in anticipation of the revenue of
the financial year beginning January 1 , 1967 and to issue a
note or notes therefore, payable within one year, and to re-
new any note or notes as may be given for a period of less
than one year in accordance with Section 17 of Chapter 44,
General Laws as amended.
ARTICLE 3 . To see if the Town will vote to transfer a
sum of money from surplus overlays to the Reserve Fund .
Voted unanimously that Five Thousand ( $5 ,000 . 00 ) dol-
lars be transferred from surplus overlays. to the Reserve Fund .
ARTICLE 4 . To hear the report of any special commit-
tee .

ning Committee,
ARTICLE 5 . To see if the Town will vote to fix the
salary and compensation of all elective officers of the Town
as provided by Section 108 , Chapter 41 , General Laws as
amended, for the year 1967 to be effective January 1 , 1967 :
Voted that the Town fix the salaries and compensation
of all elective officers of the Town as provided by Section 108,
Chapter 41 , General Laws as amended for the year 19.67 as
follows :

ARTICLE 6 . To see if the Town will vote to amend the
personnel by law by adding the following to section III :
3 . 1 . 6 . Amendment of the Plan — The classification
plan and/or the compensation plan and/or other pro -
visions of this .by- law may be amended by vote of the
Town at either a regular or a special Town Meeting in
the same manner as other by- laws of the Town may be
amended. A proposed amendment, other than one origin-
ating with the Board of Selectmen, shall be filed with the
Town Clerk who shall record same and submit a copy
thereof to the Board. The Board shall hold a public hear-
ing to consider any such proposed amendment, after hav -
ing given at least ten days written notice thereof.
3 . 1 .7 The Board, of its own motion, may propose an
amendment to the plans or other provisions of this by -
law after having held a hearing on the proposed amend-
ment according to the procedure outlined in the preced-
ing sub-section .
3 . 1 . 8 The Board shall report its recommendation on
any proposed amendment to the Finance Committee and
shall make known its recommendation with regard to
any amendment at the Town Meeting at which such
amendment is considered.
Voted that the Town amend the personnel by - law as
printed in the Annual Town Warrant with the exception of
3 . 1 . 6 which should read as follows : Amendment of the Plan —

vote of the Town at either a regular or a special Town Meet-
ing in the same manner as other by-laws of the Town may

the Personnel by- law, Section VIII and substitute the fol-
lowing :
8 . 1 Employees Entitled to Holidays with Pay — The
following 10 days shall be recognized as legal holidays
within the meaning of this by -law ;
New Year's Day Labor Day
Washington's Birthday Columbus Day
Patriot's Day Veterans ' Day
Memorial Day Thanksgiving Day
Independence Day Christmas Day
on which days employees shall be excused from all duty
not required to maintain essential Town Services, pro-
vided the eligible employee shall have worked on his last
regularly scheduled work day prior to and his regularly
scheduled work day following such holiday, unless on
sick leave or vacation.
8 . 1 . 1 Full4ime employees — A full time employee
shall be entitled to the designated holidays and if paid
on an hourly basis, shall receive one day's pay at his
regular rate based on the number of hours regularly
worked . If paid on an annual basis, he shall be granted
each designated holiday without a loss in pay .
8 . 1 .2 Part -time Employees — A part- time employee
in continuous employment ( limited to employees whose '
work week is 50 % of the regular shift as described under
Section IV ) shall be granted such paid holidays as deter-
mined by the Board of Selectmen .

; .. _ 8 . 1 .3 Conditions Affecting Required Work on Holi-
days — An employee entitled to holidays with pay as pro -
vided for in this Section, and who is required to work on
said holiday, shall be paid on the basis of straight time in
addition to his regular pay, or, upon the direction of the
Board of Selectmen or the department head with the ap-
proval of the Selectmen, such employee may be granted
equivalent time off with pay in lieu of the extra holiday
pay .
8 . 1 .4 Employees excluded from holidays — An em -
ployee in seasonal employment or in other than continu -
ous employment status, is not entitled to the benefits
set forth in this section .
Voted that the Town delete from the personnel by-law,
Section VIII land substitute the following as printed in the
Annual Town Warrant with the exception of 8 . 1 . 2 . which
should read as written below.

ARTICLE 34 . To see if the Town will vote to raise and
appropriate and add to the Street Lighting Budget, the sum
of one hundred forty dollars ( $ 140 . 00 ) to install and maintain
the following street lights : one on Point of Rocks Road near
the residence of Eino L . Peltola, one at the corner of Old Long
Pond Road and Cahoon Road, owe on Millstone Road in front
of the residence of Louis Morea, one on Millstone Road in
front of the residence of Mr. Robert Sullivan and one at the
corner of Millstone Road and Beach Plum Lane .
Voted that the Town raise and appropriate and add to
the street lighting budget, the sum of one hundred forty
dollars ( $ 140. 00 ) to install and maintain the following street
lights ; one on Point of Rocks Road near the residence of Eino
L. Peltola, one at the corner of Old Long Pond Road and Ca-

Noon Road , one on Millstone Road in front of the residence of
Louis Morea, one on Millstone Road in front of the residence
of Mr. Robert Sullivan and one at the corner of Millstone
Road and Beach Plum Lane .
It was voted to take up the Special Town Meeting at
8 : 00 P.M.
The meeting was called to order at 8 : 00 P .M . by the Mo&
erator, Grant W. Koch. The warrant was read by the Tem-
porary Town Clerk, Mr. Donald P. Consodine , excepting the
articles which were read as they were being considered .
ARTICLE 1 . To see if the Town will vote to amend the
Finance Committee By-Law .adopted at a Special Town Meet-
ing April 26 , 1929, which 'reads in part as follows : "The
Committee shall report on each article to the Town Meeting
in print or otherwise, as it deems for the best interest of
the Town " by adding the following : " The vote of the Com -
mittee shall appear in its report giving the number .of votes
in favor, the number opposed , and the number abstaining".
This article was disapproved .
ARTICLE 2 . To see if the Town will vote to raise rand
appropriate and add to the Street Lighting Budget the sum
of twenty four ( $24 . 00 ) dollars to install and maintain a
street light on Foster Road near Freeman Lane near the
residence of Robert F. Williams, Pole ## 11 .

ARTICLE 3 . To see if the Town will vote to authorize
the Moderator to appoint a committee of five members to
recommend a new location for a public dumping area with
one each to be appointed from the Board of Selectmen , Board
of Health and Planning Board ; said committee to report to
the next annual Town Meeting.

ARTICLE 4 . To see what action the Town will take
with regards to its Herring or Alewife's Fisheries .
Voted that the sale of Herring Rights be left to the
discretion of the Selectmen .

ARTICLE 5 . To act on any other business that may
legally come before said meeting.
There being no ' further business, the meeting adjourned
at ' 8 : 11 P.M'. '
It was voted at this time to take up Article 22 .
ARTICLE 22 . To see if the Town will vote to raise and
appropriate the sum of two million six hundred thousand
dollars ( $2 , 600 ,000.0;0 ) for the purpose of establishing a water
supply system in order to supply the Town of Brewster and
its inhabitants with water as provided in Chapter 552 of the
Acts of 1965 , including the acquisition of land and interests
in land and the construction of such system and related
facilities necessary for placing the system into operation and
to determine whether such appropriation shall be raised by
borrowing or otherwise .
This article was disapproved by ballot vote of 179—Yes;
187—No . 2/3 vote required .

bond of indemnity therefore to the Commonwealth.

ARTICLE 52 . To see if the Town will vote to return the
following unexpended balance from Road Machinery Expense

ARTICLE 53 . To see if the Town will vote to raise and

lars ( $2,300 . 00 ) to purchase and equip a new - Police Cruiser
and to instruct and authorize the Selectmen to trade in the
present Cruiser toward the purchase .
Voted that the Town raise and appropriate the sum of

ARTICLE 54 . To see if the Town will vote to raise and
appropriate the sum of Twelve Hundred Dollars ( $ 1 ,200 . 00 )
for the purchase of office 'equipment, said sum to be expended
under the direction of the Board of Selectmen and authorize
said Board to trade in toward the purchase price any obso -
lete equipment.

equipment, said sum to be expended under the direction of
