Greetings :
In the name of the Commonwealth of Massachusetts you
are hereby directed to notify and warn the inhabitants of
Brewster qualified to vote in Town affairs to meet at the
Brewster School Auditorium on Monday, the fourth day of r
March next at seven o' clock in the evening, then and there ele
to act on the following articles :
ARTICLE 1 . To act on the annual report of the Select-
men and other Town Officers .
ARTICLE 2 . To see if the Town will vote to authorize
the Town Treasurer, with the approval of the Selectmen , to
borrow money from time to time in anticipation of the rev-
enue of the financial year beginning January 1 , 1968 and to
issue .a note or notes , therefore, payable within one year, and
to renew any note or notes as may be given for a period of
less than one year in accordance with Section 17 of Chapter 03

44, General Laws as amended .
ARTICLE 3 . To see if the Town will vote to transfer a
sum of money from surplus overlays to the Reserve Fund .
ARTICLE 4 . To hear the report of any special commit-
tee.

ARTICLE 5 . To see if the Town will vote to fix the
salary rand compensation of all elective officers of the Town
Las provided by Section 108 , Chapter 41 , General Laws as
amended, for the year 1968 to be effective January 1 , 1968 .
ARTICLE 6 . To see if the Town will vote to amend thele
Personnel By- Law by adding to Section 12 - Sub Section B4
as follows : $450 . 00 per year ( includes transportation ) for
Sewage Inspector — Regular Part Time .
ARTICLE 7 . To see if the Town wll vote to amend the
Personnel By-Law as follows :
Section 5 . 1 . 1 . — Delete the words " FULL TIME PO-
LICE" , so that Section 5 . 1 . 1 will read as follows : EX-
CLUSIONS — No overtime pay shall be allowed elected
Town Officials whose salaries are established by the town
meeting, department heads, those in an administrative

or supervisory capacity , clerical employees, regular Fire,
personnel, communications personnel, and others as may
be elected by agreement at time of employment. An ex-
ception to this rule may be elected officials whose sal-
aries are established by the town meeting at an hourly
rate and who are authorized to be paid by vote of the
town, but in such circumstances overtime work shall be
paid for only at the regular hourly rate established by
the town meeting .
Section 5 . 1 . 3 — Add after the word work in the last
line the words "EXCEPT POLICE WHO SHALL BE PAID
FOR OVERTIME AND COURT TIME" . Therefore Sec-
tion 5 . 1 .3 will read as follows : — TIME OFF, IN LIEU OF
OVERTIME PAY — The Town, through its Selectmen, or
through its department heads, with the approval of the
Board of Selectmen, reserves the right to substitute time
off with pay in lieu of payment of overtime for such hours
worked , except police who shall be paid for overtime and
court time as provided for in section 5 . 1 .2 .
ARTICLE 8 . To see if the Town will vote to raise and
appropriate such sums of money as may be deemed neces-
sary to defray Town charges and expenses for the year 1968 .
ARTICLE 9 . To see if the Town will vote to raise and
appropriate or transfer from unappropriated available funds
in the treasury, a sum of money for Chapter 81 , Highways .
ARTICLE 10. To see if the Town will vote to raise and
appropriate or transfer from unappropriated available funds
in the treasury, a sum of money for Chapter 90, Highways .
ARTICLE 11 . To see if the Town will vote to transfer
the sum of three thousand three hundred twenty four dol-
lars and twenty five cents ( $3 ,324 .25 ) from the fund provided
by Section 5 of Chapter 679 of the Acts of 1965 to be used for
resurfacing work on Freemans Way.
ARTICLE 12 . To see if the Town will vote to appropriate
from the Road Machinery General Fund , the sum of Thirty
Five Hundred Dollars ( $3 , 500 . 00 ) to be used for the purchase,
maintenance .and operation of Road Machinery.
ARTICLE 13 . To see if the Town will vote to raise land
appropriate the sum of Fourteen Hundred Seventy Five Dol-
lars ( $ 1 ,475 . 00 ) for resurfacing the balance of the School
Parking Lot.
ARTICLE 14 . To see if the Town will vote to raise and
appropriate the sum of Thirty Four Hundred Dollars

( $3 ,400 . 00 ) to clear, grade , harden, pave and berm the land-
ing at Walker's Pond ,
ARTICLE 15 . To see if the Town will vote to raise and
appropriate Nineteen Hundred Dollars ( $ 1 , 900 . 00 ) to clear,
grade and harden a landing at Pine Pond .
ARTICLE 16 . To see if the Town will vote to raise and
appropriate Three Hundred Fifty Dollars ( $350 . 00 ) to clear,
grade and harden a landing at Slough Pond.
ARTICLE 17 . To see if the Town will raise and appro-
priate to the Planning Board the sum of Nineteen Thousand
Four Hundred Dollars ( $19 ,400 . 00 ) for the Planning Board to
be used to retain the firm of Metcalf & Eddy, Inc . for the
preparation of a Master Plan .
ARTICLE 18 . To see if the Town will vote to enter into
a contract with the Barnstable County Conservation District
for the preparation of a soils map to be used as a basic part
of the Town Master Plan and raise and appropriate the sum
of Four Thousand One Hundred Fifty One Dollars ( $4, 151 . 00 ) .
ARTICLE 19 . To see if the Town will vote to amend the
zoning by-law as follows : Section V — USE REGULATIONS
— Paragraph B — In a Limited Business District, .add a new
sub- section 7 to read as follows : "A U. S . Post Office ".
ARTICLE 20 . To see if the Town will vote to construct
a new Herring Run fish ladder and retaining wall behind the
Old Mill .and raise and appropriate the sum of Four Thou-
sand Two Hundred Dollars ( $4,200 . 00 ) .
ARTICLE 21 . To see if the Town will vote to amend the
building code by-law as follows : Section 9 — REQUIRE-
MENTS
— REQUIRE-
MENTS FOR ALL BUILDINGS — Paragraph 7, add the fol-
lowing sentence : Precast metal chimneys and fireplaces of a
type approved by the Fire Underwriters may be used together
as a unit if the method of installation is approved by the
Building Inspector.
ARTICLE 22 . To see if the Town will vote to instruct
the Assessors to act under Chapter 40 , Section 4 of the Gen -
eral Laws and to enter into a contract for a professional
equalization of unimproved acreage south of Route 6A and
raise rand appropriate the sum of Five Thousand Dollars
( $5 , 000. 00 ) .
ARTICLE 23 . To see if the Town will vote to :authorize
the Selectmen to lay out Old North Road and raise and
appropriate the sum of Seven Hundred Fifty Dollars ( $750 .00 )
for engineering purposes .

ARTICLE 24 . To see if the Town will vote to purchase
a new half ton pickup truck for the Highway Department
use and raise ,and appropriate the sum of Seventeen Hundred
Eighty Five Dollars ( $ 1 ,785 . 00 ) and authorize the Selectmen
to trade in the present truck toward the purchase .
ARTICLE 25 . To see if the Town will vote to raise and
appropriate the sum of Three Hundred Dollars ( $300 .00 ) for
advertising the advantages of the Town in accordance with
the provisions of Chapter 42 , Acts of 1954 .
ARTICLE 26 . To see if the Town will vote to raise and
appropriate the sum of Two Hundred Six and 80 / 100 ( $206 .80 )
under the provisions of Chapter 388 , Acts of 1954 amended
by Chapter 433 of 1955 , control of Greenhead Fly, and au-
thorize the Town Treasurer to pay said appropriation into
the State Treasury.
ARTICLE 27 . To see if the Town will assume liability
in the manner provided by Section 29 of Chapter 91 of the
General Laws, as amended by Chapter , 516 and 524, Acts of
1950 for all damages that may be incurred by work to be per-
formed by the Department of Public Works of Massachusetts
for the improvement, development, maintenance and protec-
tion of tidal and non -tidal rivers and streams, harbors, tide-
waters, foreshores and shores along a public beach outside
Boston Harbor , including the Merrimack and Connecticut
Rivers, in accordance with Section 11 of Chapter 91 of the
General Laws , and authorize the Selectmen to execute and
deliver a bond of indemnity therefore to the Commonwealth.
ARTICLE 28 . To see if the Town will vote to authorize
and instruct the Town Treasurer to pay the Dog Tax returns
from the assessments of 1967 to the Brewster Ladies' Library
Association in accordance with Chapter 140 , Section 72 .
ARTICLE 29 . To see if the Town will vote to transfer
from available funds in the Treasury, the sum of Five Hun-
dred Dollars ( $ 500 . 00 ) to the Brewster Ladies' Library
Association .
ARTICLE 30 . To see if the Town will vote to instruct
the Selectmen to contract for one year for Ambulance Service
with the Brewster, Orleans , Eastham Ambulance Association,
Inc . , and raise and appropriate the sum of Three Thousand
Five Hundred Dollars ( $3 ,500 .00 ) for this purpose .
ARTICLE 31 . To see if the Town will vote to construct
and pave 4 a road Pon a portion of the Town Cemetery and
including the access road from Foster Road as shown on the
Plan prepared by Nickerson & Berger and on file with the

Town Clerk and raise and appropriate the sum of Four Thou-
sand Five Hundred Dollars ( $4 ,500 . 00 ) .
ARTICLE 32 . To see if the Town will vote to authorize
the Selectmen to establish the prices for cemetery lots and
a minimum deposit for perpetual care .
ARTICLE 33 . To see if the Town will vote to raise and
appropriate the sum of Seven Hundred Fifty Dollars ( $750 .00 )
to stake one hundred forty six lots in the Town Cemetery,
ARTICLE 34 . To see if the Town will vote to raise and
appropriate the sum of Four Thousand Dollars to reconstruct
a portion of Paine 's Creek Road adjacent to the town land-
ing including drainage.
ARTICLE 35 . To see if the Town will vote to raise and
appropriate the sum of One Hundred Dollars ( $ 100.00 ) to be
expended for engineering services in a preliminary survey
of No Bottom Pond for a proposed conservation area.
ARTICLE 36 . To see if the Town will vote to raise and
appropriate the sum of One Thousand Dollars ($ 1 ,000 . 00 ) to
be put into the Town Conservation Fund as authorized by
Article 47 , 1960 annual Town Meeting, which established a
Conservation Commission under Chapter 40 , Section 8 - C of
the General Laws ,
ARTICLE 37 . To see if the Town will vote to establish a
Committee of five ( 5 ) to be appointed by the Board of Select-
men to investigate the desirability of the town building ten-
nis courts ; said committee to report to the next annual town
meeting in the form of an article . ( By Request)
ARTICLE 38 . To see if the Town will vote to adopt the
following by -law : The use of soap or detergent of any type
is prohibited in the waters along the shore lines of all Town
Landings on fresh water ponds . Any violation of this by-law
shall be subject to a fine of not less than Twenty Dollars
( $20 . 00 ) . ( By request)
ARTICLE 39 . To see if the Town will vote to raise and
appropriate the sum of One Thousand Dollars ( $ 1 ,000 .00) to
be used for the propagation of shellfish, said money to be
spent under the direction of the .Shellfish Constable and the
Board of Selectmen .
ARTICLE 40 . To see if the Town will vote to raise and
appropriate, or expend from available funds the sum of Four
Hundred Dollars ( $400 . 00 ) in accordance with the provisions
of Chapter 114 of the General Laws for the maintenance and

care of the following so called Ancient Cemeteries : Dilling-
ham Burying Ground, Lincoln Foster Cemetery, Red Top
Graveyard , Sears Burying Ground and the Old Burial Ground
( north of the First Parish Church ) , funds to be expended
under the direction of the Superintendent of Public Works
and the Ancient Cemetery Preservation Committee .
ARTICLE 41 . To see if the Town will vote to accept the
layout of Alden Drive and Daisy Lane , roads in Pilgrim Es-
tates, as made land reported by the Selectmen in accordance
with Article 32 of the 1967 annual Town Meeting Warrant, ,as
shown in a plan drawn by Nickerson and Berger, Civil Engi-
neers, Eastham, Mass . dated February 12 , 1968 on file with
the Town Clerk and to 4authorize and instruct the Selectmen
to take by deed of gift, the lands within said layout and to
act fully thereon.
ARTICLE 42 . To see if the Town will vote to raise and
appropriate a sum of money for meeting bills of prior year
on the following departments as provided by Chapter 179 of
the Acts of 1941 :
School Department $351 .54
ARTICLE 43 . To see if the Town will vote to raise and
appropriate the sum of Five Hundred Dollars ( $500 . 00 ) for
the purchase of voting booths.
ARTICLE 44 . To see if the Town will vote to raise and
appropriate the sum of Eight Hundred Fifty Two Dollars and
Sixty Five Cents ( $852 . 65 ) for the purchase of the following
office equipment : one wide carriage typewriter and stand,
one desk :and two 13 inch typewriters and give the Select-
men authority to trade toward the purchase price two used
typewriters .
ARTICLE 45 . To see if the Town will vote to return the
following unexpended balance from Road Machinery Expense
to the Road Machinery Fund : Five Hundred Twelve Dollars
and Eight Cents ( $ 512 .08 ) .
ARTICLE 46 . To see if the Town will vote to transfer
the following unexpended balances of special appropriations
to surplus revenue .

ARTICLE 47 . To see if the Town will vote to raise and
appropriate land add to the street lighting budget the sum of
Seventy Two Dollars ( $72 .00 ) to install and maintain four
street lights on Crosby Lane on poles No . 1 /6 , 71/2 , 10 , 13S .
ARTICLE 48 . To see if the Town will vote to raise land
appropriate or appropriate from unappropriated available
funds in the Treasury, the sum of Fifty Five Thousand Five
Hundred Dollars ( $ 55 ,500 . 00) for payment of land purchase .
ARTICLE 49 . To see what action the Town will take
with regards to its Herring or Alewives Fisheries.
ARTICLE 50 . To see if the Town will vote to appropriate
a sum of money from Free Cash in the Treasury to be used
for the reduction of taxes.
ARTICLE 51 . To act on any other business that may
legally come before this meeting.
And you are directed to serve this Warrant with your
doings thereon to the Town Clerk at the time and the place
of said meeting as aforesaid .
