We are asking to be able to use a golf cart on the trail. It’s a quiet electric model and would not disturb the trail such as an ATV because it’s meant to be driven on grass. The modification request is for the removal of a few invasive trees (mainly black locust) and thorny brush along entrance way to the right of the house to install a new shed < 160 SF and the left front side of the house abutting the side deck and replanting with new native species plants and shrubs. Attached are three photos with an arrow identifying the trees to be removed as well as the proposed location of the shed, to the right side and in front of the sand pit and between the 50-100 wetland buffer zone. Please let me know if this is sufficient to make a determination. You can ignore the previous photos I sent. As for proposed native species, we are considering some combination of Peonies, Azaleas, Russian Sage and Winterhazel but are open to other suggestions. Oceanography and Coastal Sciences Conservation Administrator April 4, 2022 Wetland & Buffer Zone Restoration Narrative 2624 Main Street, Brewster 1.0 Introduction This Wetland & Buffer Zone Restoration Narrative and accompanying Wetland & Buffer Zone Restoration Plan have been designed to restore portions of the wetland and buffer zone located at 2624 Main Street in Brewster (the site). This plan has been prepared to address the Enforcement Order issued to the property owner regarding unpermitted activities within the wetland and buffer zone and bring the site into compliance with the Massachusetts Wetlands Protection Act and the Town of Brewster Wetlands Bylaw. This narrative and plan have been designed specifically for the site with the intent to restore the recently altered wetland and buffer zone. 2.0 Existing Conditions The site is located to the south of Main Street and consists of a commercial property with several buildings, work areas, sheds, gravel/dirt roadways, walkways, gardens, etc. Wetland resource areas are located through the central and southern portions of the site to the rear developed area along Main Street. Environmental Consulting & Restoration, LLC (ECR) completed a field review on March 3, 2022, to document existing conditions of the site and completed a wetland delineation. The vegetated wetlands on and near the site were delineated following the methodology established by the Massachusetts Department of Environmental Protection (DEP) regulations found at 310 CMR 10.55 pertaining to the delineation of Bordering Vegetated Wetlands. The delineation was performed by analyzing vegetation, hydrology within 12 inches of the surface, and soil conditions within 20 inches of the surface. The vegetated wetlands onsite contain hydric soils, saturated soils, and dominant wetland indicator plants. Wetland flags (pink & black striped ribbons) were placed on and near the site to mark the limit of the vegetated wetlands. ECR also identified an intermittent stream that flows within the wetland system. The stream originates from a small, ponded area within the northeastern-most portion of the wetland. The stream flows to the southwest into a historic bog system and associated ditches. During the site review, ECR observed the area of recent disturbance located within a portion of wetland and buffer zone within the eastern, central portion of the site along the existing dirt roadway that is used to access the rear of the property. Disturbances were observed to the east and west of the existing roadway. It is ECR’s understanding that the unpermitted work within the wetland and buffer zone originated as a project undertaken by Mosquito Control that was further expanded on by the property owner who misunderstood the exemptions allowed under the Wetland Protection Act and unknowingly committed the wetland violations. The work included vegetation removal and the improvement of the existing roadway. Please note, a limited amount of fill was used within the existing roadway and along the shoulder, but beyond those areas the disturbance was isolated to vegetation cutting only. At this time, the disturbed areas have been stabilized with erosion control blankets and straw. For more information regarding the disturbed areas, please refer to the attached photograph pages. 3.0 Proposed Restoration Activities ECR has designed this restoration narrative and plan specifically for the site to restore the portions of wetland and buffer zone that were impacted by recent site disturbance. Specifically, the disturbed areas as described above that include approximately 8,250 square feet of wetland and 1,010 square feet of buffer zone. The proposed restoration has been designed to restore lost wildlife habitat, re-establish lost biomass and re-establish a native plant community that incorporates native species existing on the site as well as species that will promote more biodiversity. The proposed restoration plan also includes inland bank stabilization for the stream that flows within the wetland. The proposed restoration shall follow the methodology below: 1. Collect and remove the straw that was previously spread throughout the restoration areas. Remove the erosion control blankets that are located along the bank of the stream that flows through the wetland. 2. Re-shape the Inland Bank to include excavating/pulling back existing sediment to a gentle grade for permeant stabilization. A coir log schematic has been prepared to stabilize the bank where necessary. If necessary, a slight “shelf” will be constructed within the bank just above the existing waterline to allow for adequate placement of the coir logs. Coir logs will be staked on either side with wooden stakes and tied in place with natural fiber rope. Upon installation, a minor amount of clean fill may be needed to backfill the coir logs; the existing sediment that was pulled back to structure the “shelf” may be used as backfill. 3. Upon completion of stabilizing the Inland Bank, the top of the bank and adjacent disturbed areas shall be stabilized with native plantings. If necessary, a thin layer (2-4 inches) of clean loam shall be installed throughout the restoration area to supplement existing soils. 4. Replanting to restore the portion of the wetland that was impacted by the recent cutting activities. ECR is proposing to revegetate the wetland with native shrubs and a native herbaceous seed mix. ECR has designed the planting plan using DEP’s Wetland Replication Guidelines for work in Bordering Vegetated Wetlands. Utilizing DEP guidance regarding shrub spacing, shrubs planted 10 feet on center will require a total of 97 shrubs to restore the 8,250 square feet of disturbed wetland. Please refer to Table 1 below for more detail: Table 1 – Proposed BVW Plant Palette Please note, to further supplement the restoration area additional Elderberry and Highbush Blueberry shrubs may be planted in addition to the above proposed plantings. 5. Replanting to restore the portion of the buffer zone that was impacted by the recent cutting activities. ECR is proposing to revegetate the buffer zone with native shrubs and a native herbaceous seed mix. ECR has designed the planting plan using DEP’s Wetland Replication Guidelines for work in Bordering Vegetated Wetlands. Utilizing DEP guidance regarding shrub spacing, shrubs planted 10 feet on center will require a total of 12 shrubs to restore the 1,010 square feet of disturbed buffer zone. Please refer to Table 2 below for more detail: Table 2 – Proposed Buffer Zone Plant Palette 6. All plantings will be spaced at the direction of an overviewing wetland scientist to simulate natural growth patterns. Upon completion of planting, the root zones of the plants will be mulched with a 1 to 2-inch-thick layer of leaf litter or other natural organic mulch. 7. All remaining areas of exposed soils within the wetland and buffer zone restoration areas will be hand seeded with native seed mixes to stabilize and restore the herbaceous plant layer. The wetland restoration areas will be seeded with the FACW Meadow Mix provided by Ernst Seeds. The buffer zone restoration area will be seeded with the Native Upland Wildlife Forage & Cover Meadow Mix provided by Ernst Seeds. The seed mix profiles have been included on the Restoration Plan. 8. The hole will be backfilled with soil of the same mix as existing within the surrounding area and compost or other organic amendments will be added to the backfill to increase water-holding capacity. Watering will be of sufficient quantity to penetrate the soil to a depth of eight inches, which will meet the moisture needs of the plant without saturating the soil. All plantings will be completed by hand during the early spring season (March 15th to May 30th) season or fall (October 1st to November 30th) and supervised by a qualified wetland scientist. Please note that wetland seed mix germination is optimal in the spring season when soil temperatures are above 45 degrees. If necessary, the plants may require a hand sprayed application of deer repellent to prevent plant death by browsing deer. 5.0 Monitoring The wetland and buffer zone restoration areas will be monitored in accordance with the requirements from the Brewster Conservation Commission. A completion report will be submitted to the Conservation Commission following completion of the restoration activities described above. Monitoring reports should include photographs and recommendations such as remedial actions to maintain plants, additional plantings, etc. In the event that any plantings within the restoration area are found to be unviable or dead in the opinion of the overviewing specialist, they will be replaced with like kind and size. Replacement of plantings will take place when found or as soon as seasonal weather permits. Any such replacement work will be included in the monitoring reports for that period. Monitoring for invasive species should also be conducted and handpicked before becoming widespread and established. 6.0 Summary ECR has designed this restoration plan according to DEP’s Guidelines and anticipates that a portion of the recently altered areas will re-vegetate naturally to coincide with the addition of new native plant biomass. ECR believes that this restoration plan is suitable for the recent disturbance at 2624 Main Street in Brewster and meets DEP’s Guidelines for restoration within a wetland and associated buffer zone. The additional two disturbed areas that were previously identified by the Conservation Commission within the southern-most portion of the site were also reviewed by ECR during the March site inspection. There was minimal disturbance in these areas with very limited disturbance to the wetland resource areas. It is ECR’s professional opinion that these areas will re-vegetated naturally and shall be monitored along with the restoration areas described above. Based on monitoring after the first growing season, ECR will make additional recommendations to the Conservation Commission regarding restoration in these areas as necessary. Box 4012, Plymouth, Massachusetts 02361 617-529-3792 | www.ecrwetlands.com WETLAND DELINEATION MEMO TO: Brewster Conservation Commission FROM: Brad Holmes & Cameron Larson DATE: April 4, 2022 RE: 2624 Main Street, Brewster Per your request, Environmental Consulting & Restoration, LLC (ECR) performed a review of the existing conditions at the property located at 2624 Main Street in Brewster (the site) on March 4, 2022. The purpose of the review was to identify wetland resource areas on and near the site. The site is located to the south of Main Street and consists of a commercial property with several buildings, work areas, sheds, gravel/dirt roadways, walkways, gardens, etc. The weather on March 4th was mostly sunny and cold (approximately 40 degrees) with light wind and dry site conditions. Wetland resource areas are located through the central and southern portions of the site to the rear developed area along Main Street. ECR placed Bordering/Isolated Vegetated Wetland (BVW/IVW) flags (pink/black striped) along the limits of the vegetated wetlands. ECR also placed Inland Bank flags (blue ribbon) along the banks to the streams located between wetland systems and within the wetland restoration area. The following flags were placed in the field: BVW #A1 to #A18 – wetland to the east of the existing gravel/dirt driveway BVW #B1 to #B42 – wetland to the west of the existing gravel/dirt driveway that extends through the central portion of the site BVW #C1 to #C47 – wetland within the southeastern portion of the site IVW #D1 to #D7 – small isolated wetland within the southwestern portion of the site Offsite Pond – ECR notes that there is a small pond located offsite to the southwest with an associated buffer zone that extends over the site Inland Bank #IB1 to #IB6 and #IB100 to #IB105 – bank to the stream located to the east of the existing driveway Inland Bank #IB200 to #IB203 and #IB300 to #IB303 – bank to the stream located to the west of the existing driveway Inland Bank #IB400 to #IB402, #IB500 to #IB502, #IB600 to #IB602 and #IB700 to #IB702 – banks to the stream that connects the “B” and “C” series wetlands. The vegetated wetlands were delineated following the methodology established by the Massachusetts Department of Environmental Protection (DEP) regulations found at 310 CMR 10.55 pertaining to the delineation of Bordering Vegetated Wetlands. The delineation was performed by analyzing vegetation, hydrology within 12 inches of the surface, and soil conditions within 20 inches of the surface. The wetland contains hydric soils, saturated soils, and dominant wetland indicator plants. Upon completion of wetland delineation activities, ECR located each wetland flag placed in the field using a Trimble GPS survey unit with submeter accuracy in order to prepare the attached GPS Aerial Overlay Plan, which identifies the wetland resource areas and buffer zones at the site. The site is not located within Estimated/Priority Habitat for Rare Species according to the Massachusetts Natural Heritage & Endangered Species Program (MaNHESP). 2. The site does not contain Certified Vernal Pools according to the MaNHESP. 3. The site does contain a U.S.G.S. mapped stream. This stream is shown as a solid blue line on the U.S.G.S. topographic map. This topographic map does not show differences in line types for streams such as dashed, light, or dark. Therefore, we are considering this stream as a perennial stream with associated Riverfront Area per the Massachusetts Wetlands Protection Regulations found at 310 CMR 10.58. 4. The site does contain areas mapped as Land Subject to Flooding (FEMA flood zone A), see attached FEMA map. 5. The site is not located within an Area of Critical Environmental Concern.
