Call to Order The meeting of the Riverside County Transportation Commission (RCTC) Technical Advisory Committee (TAC) was called to order at 10:00 a.m., at the Banning City Hall, Banning, CA. 2. Approval of Minutes M/S/C (Johnson/Brunet) approve the minutes dated July 21, 2003. 4. Public Comments There were no public comments. 5. ITS ARCHITECTURE PLAN PRESENTATION Marilyn Williams, RCTC, handed out the Intelligent Transportation System (ITS) Architecture Plan to each TAC member and provided a brief overview of the federal mandate for the development of ITS Architecture Plans. She also stated that ITS projects will be required to be consistent with the regions' ITS architecture plan in order to receive federal funds. Ms. Williams reintroduced Theresa Argabright, Consultant Project Manager, Iteris, Inc. Ms. Argabright explained that an architecture is the ability to communicate between a vehicle and a building, between a building and a building, between center and center, between adjacent regions, city to city, the ability for systems to talk together. She indicated that during the last six months her agency analyzed the use of computers, electronics and communications to tie systems together to have better efficiency and safety. Ms. Argabright outlined the process her agency used in developing the ITS Architecture Plan. She detailed the table of contents starting with the Executive Summary. Ms. Williams handed out the proposed draft Local Assistance Program Guidelines relative to ITS, which is Caltrans' effort to develop a procedures manual. She introduced Jesse Glaser, FHWA L. A. Regional Office, who explained that ITS' direction is towards requiring coordination between agencies. He stated that there will be a briefing program, which may or may not be open to local agencies, as well as training programs on the architecture. He further explained that the ITS plan will be helpful in planning new projects. After much dialog, it was decided to table this item at the next TAC meeting, October 20. 6. COUNTY CMAQ REPROGRAMMING REQUEST Shirley Medina stated that the County of Riverside has submitted a letter requesting reprogramming $ 1,510,863 of CMAQ funds that are available Technical Advisory Committee Meeting September 15, 2003 Page 3 through costs savings from previous County CMAQ funded projects and the deletion of four CMAQ projects previously approved. The projects that are proposed to receive additional funding are the Mission Boulevard Traffic Monitoring project and the Route 60/Valley Way East Ramp project. Tim Wassil, City of Indian Wells, made a motion to grant the County's request to reallocate the funds as requested. (M/S/C Wassil/Berger) 7. CITY OF MURRIETA TEA FUNDING REQUEST Shirley Medina stated that the City of Murrieta has a TEA project that has been out to bid twice and is still over the estimate for construction. The City is requesting an additional $200,000 for this landscaping project due to past practice of allowing agencies additional funds up to 10% of the approved funds. Tom Boyd, City of Riverside, made a motion to deny the original request and approve only 10%. (M/S/C Boyd/Harry) Ken Seumalo, City of Murrieta, objected to the motion. 8. STIP/TEA 3 FUND TRADES Shirley Medina indicated that this is a follow-up to the request that was sent out to the agencies having STIP projects that were going to be delayed due to the STIP budget deficit. She further indicated that the responses point toward continuing with the STIP projects but trade the funds for STP funding. She reiterated that the STP funding is future STP funding from the TEA 21 reauthorization, which funds are expected to be available before STIP funds. She said that the only project that wants to stay in the STIP is the City of Murrieta. Ms. Medina will update the STIP Project — TEA 21 Reauthorization Funding Alternative chart to reflect the most recent information and will send it to the TAC within the next day or two. The projects will most likely be Technical Advisory Committee Meeting September 15, 2003 Page 4 deleted from the STIP at the October CTC meeting and the FTIP will be updated to reflect the new projects or the replacement of funds. Juan Perez, County of Riverside, asked if a subcommittee should be formed to discuss relinquishing STP funds. A non -binding straw poll to moving forward with STIP projects and giving up formula dollars was undertaken and six (6) agencies chose to consider keeping STP funds available specifically for rehabilitation projects and ten (10) would rather delay their STIP projects in order to have the possible opportunity of STP funds. At the October TAC meeting, Staff will provide the amount of STP funds the agencies have received in the past. The TAC requested RCTC staff to maintain all unallocated projects in the STIP and defer action on replacing STIP funds with STP funds. 9. STIP UPDATE Shirley Medina noted that on the agenda for the September 25 CTC meeting there are two items regarding the approval of the AB 3090 for the 60/91/215 interchange and an allocation request for planning/ programming monitoring funds. She also noted that the STIP fund estimate is scheduled to be released in December 2004, and the STIP adoption is scheduled for August, 2004. 10. 2003 DRAFT CMP Ms. Medina stated that the memorandum she handed is information that the CMP has been updated and a draft should be sent to the TAC about October 1. the draft CMP update will be presented at the October TAC meeting. 11. RTIP UPDATE Ms. Medina said this is the opportunity to get a project with federal or state funds into the TIP. For the projects that need to be modeled, this is the time to put them in. Ken Lobeck, RCTC, said the projects on the TIP sheet should be reviewed by November 7, 2003. He said that locally funded projects in the RTIP are being closely perused and they must have committed funding. In response to the question regarding the definition of regionally significant, Mr. Lobeck said that SCAG determines if projects are regionally significant. • • • Technical Advisory Committee Meeting September 15, 2003 Page 5 12. RTP UPDATE Shirley Medina informed the TAC that there was a workshop for the SCAG Transportation and Communication Committee (TCC), the Housing Committee and Economic Development (HCED), and Environmental Energy Committee (EEC). It was to unveil the Draft 2004 Regional Transportation Plan. The 2004 RTP growth forecast will focus on redistributing growth to areas that will reduce vehicles miles traveled (VMT). She said the draft RTP will be released on October 2. 13. CETAP UPDATE Cathy Bechtel, RCTC, pointed out the item that went forward to the Commission at the September 3, 2003 meeting. She stated that the Commission did approve staff releasing an RFP to secure a consultant team to start working on PA&ED phase for the Cajalco-Ramona Corridor. She further stated that at the Commission meeting there were about 100 people from the general public who stated that they want a parkway, not a freeway. She said that the size of the facility will be determined by the pre -work done. She informed the TAC that there were three (3) no -votes on the corridor. A recommendation on the selected contractor should be made to the Commission at the December meeting. 14. TUMF UPDATE Dale West, WRCOG, stated that about $4M has been collected to date. Cathy Bechtel said that the agreements are still being worked out between RCTC and WRCOG. 15. SEPTEMBER 3, 2003 COMMISSION MEETING HIGHLIGHTS The September 3, 2003 Commission Connection was handed out. Cathy Bechtel reported that there were only two discussion items at the Commission meeting, one of which was the Cajalco-Ramona Corridor and the other was that Operation Jumpstart. 16. OTHER BUSINESS/ANNOUNCEMENTS Anne Palatino, RTA, extended an invitation to contact her if anyone wants a copy of RTA's "Commuter Link" brochure, which introduces four limited stop bus routes with service to Riverside, San Diego and San Bernardino Counties. The brochure details connections between particular cities and Metrolink stations or transit centers. Technical Advisory Committee Meeting September 15, 2003 Page 6 17. Respectfully submitted, Shirley Me Program Manager • • • • • AGENDA ITEM 7 • • • • RIVERSIDE COUNTY TRANSPORTATION COMMISSION DATE: October 20, 2003 TO: Technical Advisory Committee FROM: Shirley Medina, Program Manager SUBJECT: Status of STIP Funding Alternatives STAFF RECOMMENDATION: That the TAC develop a recommendation on STIP alternative funding. BACKGROUND: This item is being continued from the September 15, 2003 TAC meeting. At the March 2003 Commission retreat, the Commission directed staff to consider the use of STP and CMAQ programs to backfill state funding that might be lost. The Commission also established "top priorities" for projects with the 60/91/215 Interchange identified as our only Tier 1 project. With the funding secured for the 60/91/215 Interchange, staff is now reviewing the use of future STP and CMAQ funds for the Tier II projects in addition to local STIP projects. The Tier II projects (Attachment 1) and STIP local projects (Attachment II) listings are included in this item. Over the summer we asked the lead agencies with local STIP projects if they would like to trade the STIP funds for future TEA 21 funds (STP or CMAQ) since it is likely that the federal transportation act will be reauthorized prior to the allocation of STIP funds. The majority of the lead agencies said that they would want to trade STIP funds for future STP or CMAQ funds. This raised a concern to some of the TAC members because committing future STP or CMAQ funds would mean that these funds would not be available for other projects, such as rehabilitation projects. Some agencies have relied on funding from the STP program for rehabilitation projects and noted that rehabilitation projects (for some agencies) could be more of a priority then the STIP project(s). TAC members emphasized the need for relying on funds to implement rehabilitation projects due to the delay in receiving Prop. 42 funds. The TAC requested staff to provide them the amount of funds they had received under the STP "Local" Programs under ISTEA and TEA 21 (Attachment III). It should be noted that any distribution of future STP funds will be based upon the 2000 census data. Information regarding the distribution of funds will be provided at the TAC meeting. We are requesting the TAC to develop a recommendation regarding the use of future STP and CMAQ funds. • • • Attachment Tier 11 Projects: 1) SR 60 HOV from Valley Way to 1-15 ✓ Loss TCR funds of $21 million. This packet includes EEM Program Procedures and Criteria, a separate application form, and supplementary information to assist you in preparing an application for grant funding. Please be sure to read the "Supplemental Information" sheet for important, new changes to the grant procedures. The final application submission date is Friday, December 19, 2003. Applications must be postmarked by this date or delivered to the Resources Agency, Suite 1311, 1416 Ninth Street, Sacramento 95814, no later than 5 p.m. on that day to be considered by the Resources Agency (Agency) for recommendation to the California Transportation Commission (CTC). All required documents must be included with the application (original and three copies), except for board resolutions, which are required for local and non-profit agencies. Board resolutions may be submitted separately at a later date for reason of timing. The schedules for proposed projects must provide for project start and completion within three fiscal years. Grants generally will be limited to $250,000 each. The Resources Agency will transmit its recommendations to the CTC by April 15, 2004. Applicants will be notified of the Agency's recommendations shortly thereafter. It is anticipated that the CTC will consider recommended projects for funding at its July 2004 meeting. Applicants with projects recommended for funding must submit environmental clearance documents to the CTC in May 2004. If final environmental clearance is not documented by May 2004, the CTC will not consider the project for funding.
