15 and March 23, 2020, Orders imposing strict limits on the number of people that may gather in one place, this meeting will
be conducted via remote participation to the greatest extent possible . Specific information and the general guidelines for
remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting may
be found on the Town ' s website at www . brewster- ma . gov . For this meeting, members of the public who wish to listen to
the audio broadcast may do so via the Town of Brewster website at http : // Iivestream . brewster- ma . gov or on Channel 18 .
No in- person attendance of members of the public will be permitted, but every effort will be made to ensure the public can
adequately access the proceedings in real time via technological means . The Town has established specific email addresses
for each board and committee that will be meeting remotely so that residents can send their comments in writing either
before or during the meeting . For this meeting, please send contact panderson@brewster-ma .gov . In the event we are
unable to live broadcast these meetings, despite best efforts, we will post on the Town website an audio recording,

2 . Declaration of a Quorum : Commissioner Baran , Commissioner Brown and
Commissioner Skidmore . Those in attendance were Sherry Theuret,
Administrative Supervisor and Superintendent Paul Anderson .
3 . Meeting Participation Statement : Read by Commissioner Baran
4 . Punkhorn Hunting Ban Petition ; Betsy Smith and Joseph Breda
a . Allow hunting in the Punkhorn
i . Citizens do not want to allow hunting in the Punkhorn

i . Packet supplied with supporting materials .
1 . Ban hunting in the Punkhorn
2 . Town Council indicated language was incorrect and could
not become a town bylaw .
3 . Language in petition corrected is being submitted again to
become a town bylaw .
c . Joseph Breda — Unable to attend but, Superintendent Anderson will
speak for him .
i . Three weeks of bow hunting only in December to help control the
population of the deer in the area .
ii . There are other areas for people to walk

• Water Commissioners will not change their original motion not to be a part of
the vote as far as allowing or not allowing hunting. Commissioners will
continue to see what happens at town meeting .

S . Questions regarding FY23 budget presentation and capital requests
a . February 9th Superintendent Anderson went in front of the Finance
Committee and presented the FY23 Budget .
b . Capital budget was not presented at that time .
i . Allocate $ 180, 000 for construction
1 . Asking for $ 80, 000 for meters
2 . 50, 000 for infrastructure
a . Fire Hydrants
b . Directional drilling
3 . 50, 000 for building and treatment facilities
ii . Purchase two vehicles
1 . Replace 1990 but, keep for temporary staff

6 . Water Commissioners Town Report review .
a . Superintendent Anderson updated previous report and submitted
i . Any comments and suggestions to be submitted via email
7 . Water restriction update
a . Superintendent Anderson met with Harwich and Dennis Superintendents
to discuss monitoring well level .
b . Monitoring well is responding and will continue to be watched .
c . Water restrictions may not be necessary .
8 . Superintendent' s Report
a . Well Redevelopment
i . Well 4 & 6 — Hoping to have done before summer
ii . Flushing entire system in May or June
iii . Red Top Water Main — determining if it should be on that road
due to traveled way . Doesn ' t stay entirely on town property .

9 . Office Manager' s Report
a . Follow up with online bill pay and February 1St billing statements
i . Invoice Cloud is continuing to correct our online bill pay
ii . When the water department switched from Bill Master to Vadar
the feature to update account information was not "on " . When a
final bill was generated in Bill Master the suffix of the account
number would change making the previous account number
inactive . When the data file would be exported with the PDF the
account numbers would match the PDF' s .
His When a final bill in Vadar is done the account number doesn ' t
change and only the account information is updated with the new
owner' s information .
iv . If the "conveying" information is off, then the data file that is
exported with the most current information is not being updated .
v . Anyone who purchased a home in the new billing cycle was not
able to register their account or pay their bill online .
vi . This matter will be resolved by the next billing statement in
August .
b . Back of billing statements
i . The vendor the water department uses to print and mail our
billing statements did not upload the latest " back of bills" I
supplied . There were several phone calls in the beginning of the
month about residents questioning the amount of their billing
statement because , when they would calculate the bill , it did not
match .
ii . I reach out to our vendor, and they acknowledge that they missed
it on their end , and they apologize for the confusion they caused .
His I explained the back of bills are going to be changing over the next
few years and to be aware of files that are uploaded to their
server .
10 . Approval of January 7th and February 4th Meeting Minutes .
a . Motion by Commissioner Brown to approve the January 7th minutes

11 . One Time Reduced Rates

as presented .

12 . For Your Information :
a . Commissioner Skidmore was at a recent meeting and there was an
inquiry about the water departments having generators and power
problems during a storm .
i . Superintendent Anderson responded the recent installation of the
generators at Well 6, the Treatment Plant and the Tank were very
important on February 2nd storm .
ii . More generators to be installed in the spring
iii . National Grid to be going to switching to offshore wind and not
replacing existing power plants .
1 . Will have a lack of power due to rolling power outages .
iv . The water department will be OK current and new generator
installations .
