Jones Clerk- Treasurer GREENCASTLE COMMON COUNCIL PUBLIC HEARING TUESDAY, MAY 11, 1999 7:00 P.M. PUTNAM COUNTY LIBRARY The Greencastle Common Council held a Public Hearing on the Vacation of College Street, Tuesday, May 11, 1999, 7:00 p.m. at the Putnam County Library. Mayor Michael called the meeting to Order. On the Roll Call, the following were found to be present: Councilor Roach, Councilor Hammer, Councilor Green and Councilor Masten. Councilor Baynard was absent. Also present were: City Attorney Laurie Robertson and City Engineer Ron Smith. Bill Breman, Attorney for DePauw University, gave a brief history of what has occurred over the past one and one half years with the vacation of College Street. Mr. Breman submitted ail documents and notices to neighbors to Clerk- Treasurer Jones for the record and are hereby attached and made a part of the minutes. Tom Dixon, Vice - President of Finance for DePauw, stated the facts are the same as previously presented. Parking was one of the bigeest issues and DePauw has created 174 parking spaces over what was available last year. Mayor Michael opened the floor for public input and comments. Laura Jean Wilson asked where the cars on College Street are going to park if the Street is closed and how are out -of -town visitors going to know where the parking spaces are. Tom Dixon replied that 174 spaces have been created, the Lily Center lot is almost vacant at this time. We will have to educate people as to where the parking is, Mr. Dixon continued. Laura Jean Wilson stated she doesn't think students come to a "beautiful" college. they come for academics and stated she doesn't understand how closing this street and making green space is going to improve academics. Brian laworski, 1016 South Indiana Street, stated he is a DePauw graduate and feels closing College Street to make green space will help solidify the campus and students and bring them closer together. Ernie Ford, 3 16 East Hanna Street, stated he appeared in opposition of the closing of College Street in the beginning due to parking problems. Mr. Ford stated he could not park within one and one half blocks of his house for a long time, he can now park in front of his house. Mr. Ford continued that he feels DePauw has addressed the parking problems and has done everything asked of them and they deserve favorable consideration for their petition to close College Street.
