RESOLUTION NO. 1596
A RESOLUTION ADOPTING THE
VILLAGE OF PLAINFIELD TRANSIT-ORIENTED DEVELOPMENT PLAN
WHEREAS, the Village of Plainfield received a "Community Planning" grant from the Regional
Transportation Authority (RTA) to develop atransit-oriented development plan and transit-
supportive policies in support of two planned transit station areas in the Village of Plainfield; and
WHEREAS, the Village of Plainfield established a Steering Committee to oversee the
development of the transit-oriented development plan, with representation from the RTA, Metro,
and Pace, as well as from the Village of Plainfield Board of Trustees and Plan Commission and
Planning Department and Public Works Department; and
WHEREAS, the Village of Plainfield retained the consultant team of Teska Associates, Inc.,
Hitchcock Design Group, Business Districts, Inc., and T,Y. Linn International to develop the
transit-oriented development plan under the direction of the Steering Committee; and
WHEREAS, the Steering Committee hosted three (3) community outreach meetings during the
drafting of the transit-oriented development plan to obtain ideas anal preferences from
community members before the plan was drafted, and to obtain input on the draft concepts
before the plan was completed; and
WHEREAS, the Consultant Team prepared a draft transit-oriented development plan for the two
station areas, which plan includes an Existing Conditions Assessment, a Market Assessment,
"Concept Plans" and "Access and Circulation plans" for each station area, architectural and
streetscape design guidelines, and a chapter dedicated to implementation strategies; and
WHEREAS, the draft plan was prepared with the input of all members of the Steering
Committee, including the RTA, Metro and Pace; and
WHEREAS, the Village of Plainfield Plan Commission considered the plan at its meeting of
May 19tH, 2009 and unanimously recommended approval; and
WHEREAS, the Village President and Board of Trustees considered the plan at the Committee
of the Whole meeting of June S, 2009 and provided positive feedback regarding the draft plan;
and
WHEREAS, the Village of Plainfield believes that approval and implementation of the transit-
oriented development plan will enhance planning and implementation efforts for the STAR Line
and other Metro and Pace transit initiatives.
NOW, THEREFORE, BE IT RESOLVED that the Village of Plainfield hereby adopts the
"Village of Plainfield Transit-Oriented Development Plan" as a governing planning policy
document of the Village of Plainfield; and

BE IT FURTHER RESOLVED that the Village of Plainfield shall endeavor to implement the
plan by pursuing the implementation strategies set forth in the implementation chapter.
