HomeMy Public PortalAboutResolution 1562RESOLUTION NO. 1562 A RESOLUTION FOR ECONOMIC STIMULUS PACKAGE PERTAINING TO RESIDENTIAL, COMMERICAL, and INDUSTRIAL FEE REIMBUSEMENTS WHEREAS, the Village recognizes the commercial, industrial and the residential regional and national market has changed and the importance of the Village's local partnership is an important part of the commercial, industrial and the residential markets success; WHEREAS, the Village acknowledges the market for new home construction has slowed and the overall market has changed significantly; WHEREAS, the Village finds a significant number of available parcels in the region where the Village plans to stay competitive in the current economic climate; WHEREAS, the Village plans to attract buyers to competitive, quality home construction in a well planned community; WHEREAS, the Village is looking to evaluate the outlook of the home building industry on the local economy through a Village wide, short term program; WHEREAS, the Village wishes to support new homebuyers and evaluate the impact of fees on the generation of new permits; WHEREAS, the Village estimated a number of permits in planning for the current fiscal year and current bond obligations and is looking at avenues to help generate revenues; WHEREAS; the Village recognizes the value of the homebuilding industry which has added millions in investment to the Village each year; WHEREAS; the Village supports the homebuilding industry as a primary factor for attracting new retailers, restaurants, hotels, cultural amenities, event venues, healthcare, higher education, as well as major employers to locate in the community and the homebuilding industry as the important factor for important existing retailers, restaurants, healthcare, and employers; WHEREAS; the Village acknowledges residential real estate developers and hornebuilders have first looked to reduce other elements of construction costs, revaluated pricing structure of a house, restructured company overhead, invested in regional marketing to help address the current market; WHEREAS; the Village has been approached by several in the real estate and building trades that have requested the Village partner in creative solutions to reduce costs; WHEREAS; the Village protects area taxing districts, like the School Districts, Library, and Fire, to keep their fees at the levels they have requested. . A RESOI.,UTION PERTAINING TO FEE REIMBURSEMENTS PAGE 2 WHEREAS, the Village believes the homebuilding industry is a significant employer in Plainfield. NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF PLAINFIELD AS FOLLOWS: That a residential and cornrnercial fee reimbursement program be established under the following criteria: + The program shall start June 17, 2008 and end November 1, 2008, • To be eligible permits must be paid for by November 1, 2008 and receive an occupancy permit within one year, • Applicants receive a 50% reimbursement for the following commercial and industrial new and remodel construction Village fees: cubic feet fee. • Applicants receive a 50% reimbursement for the following residential Village fees: annexation, facility, transportation, building permit calculation based on cubic feet, initial electrical inspections, initial plumbing inspections, occupancy fee, and beautification fee, • Fees such as those that have been required by other Taxing Districts are Hat eligible, • Fees such as those that have been identified for water meter, water tap-on, sewer tap-on, credited for improvements, required for inspections beyond those set at initial permit are not eligible, • Permits may be purchased by individual unit or by bulk, • If purchased by November 1, 2008, applicants may purchase speculative permits using Village averages with no-refundable fees rectified at accupancy if within one year after the actual permit is issued and with all other criteria outline here within being met, • All fees are non-refundable until time of occupancy with all other criteria outline here within being met, This Resolution shall be in full force and effect upon its passage and appraval according to law.
