Essentially , the section of the Zoning Bylaw which is Article 11 Water Quality Protection District is going through some language changes to make it easier for interpretation as far as staff and applicants located in the DCPC and will be affected by those restrictions . We are also going to be presenting a Storm Water Bylaw at Fall Town Meeting which also affects the current zoning bylaw for water quality protection district which currently addresses some of the stormwater issues . We are taking it out of this section of the bylaw and will be addressing it in the new stormwater bylaw . The other piece is we had discussed over a year ago about changing the language in requirements for the certificate renewals related to septic systems . Based on recommendations and discussions , a full septic inspection every three years seemed overblown . We opted to go with a self- certification that the applicants will sign off on when they apply . We have put the new language in the new draft regulation for WQRC . Amy said she still needs to draft a new application including the self- certification language . When that is complete , she will bring it before the board to discuss and approve . She provided the documents that showed the changes . ' Cyndi said she read through the documents , and she pretty much got the idea , however wondered how the self- certification will be worded . Amy said the intent was to essentially state they have been maintaining the system with no issues or problems and give them the opportunity to list any maintenance or repair if necessary . She also said if there are any issues with a septic system , the Health Department finds out about it quickly and it gets addressed . That is the primary reason there is no need to get the system pumped or inspected every three years . WQRC Meeting Minutes j 10-22-2021 Item 2 : Discussion and Vote on American Tower Renewal Amy said this has been `an approved use for quite a while - a cell tower on town property . She said part of the renewal application , on page 2 number 12 , states there is additional documentation on a spill , and she doesn ' t see any supplemental documentation regarding a spill . She doesn ' t think they use any type of hazardous materials for that site use , however , there are two options . We can continue this to the next:, meeting , and she can find out about any additional information , or we can go ahead with a vote . The only thing she can think of is it may have been a small oil or gas spill from a vehicle that may hav& been on the property . If there was it would have been reported to the Fire Department and they would have handled the clean - up . MOTION to continue this item to our next available agenda . MOVED by Roberta Barrett. Item 6 : Minutes from 3126/21 r MOTION to approve the March 26 , 2021 meeting Minutes as written . MOVED by Ned Chatelain . Seconded by Roberta Barrett. Roll Call Vote : Roberta Barrett — yes , Ned Chatelain — yes , Vice Chair Amy von Hone — yes , Kimberley Pearson — abstain , Davis Walters — abstain , Chair Cyndi Baran — yes VOTE : 4-yes 0 -no 2 -abstain Item 7 : Informational `Items Amy said the additional Piece of information was the report for Cape Sand and Recycling . This is a standard report required for permitting from the DEP . Because of Covid , we didn ' t have an opportunity to do a walkthrough on the site which is usually done by this committee . Since Amy started , she hasn 't had the opportunity to do a walkthrough . This committee should think about scheduling , usually late (winter , when things aren ' t too crazy busy for them , and the weather isn ' t too cold or windy for us to be walking around outside . So far , she hasn ' t had any complaints or issues with the property . She said Jay and his crew have been doing a great job over there . Cyndi thanked her for mentioning that , and said over the next couple of meetings , we should sort that out . Item 8 Matters Not Reasonably Anticipated by the Chair- none Next Meeting : TBD — right now , it is on the schedule for Friday , November 19 , 2021 at 9AM .
