HomeMy Public PortalAboutResolution 1536RESOLUTION NO. 1536 RESOLUTION ADOPTING THE PLAINFIELD RIVERFRONT MASTER PLAN WHEREAS, the DuPage River is an environmental, economic, cultural, and recreational asset to the Village of Plainfield; and WHEREAS, the Village of Plainfield has a history of riverfront development dating back to the time of its earliest settlement; and WHEREAS, in an effort to enhance and promote the DuPage River corridor, especially in the Downtown area, the Village of Plainfield has identified riverfront development in many of its previous and current planning documents, including the Comprehensive Plan adopted in 1988; the Comprehensive Plan adopted in 1995; the Teng "Master Plan and Streetscape Design for Downtown Plainfield" adopted in 2000; the Comprehensive Plan Update adopted in 2002; the Comprehensive Plan Update adopted in 2004; and the Comprehensive Plan Update adapted in 2005; and WHEREAS, the Planning Division of the Village's Community Development Department, in conjunction with staff froze the Plainfield Township Park District has been working since October 2005 with the Village's Consultant, Hitchcock Design Group, on the preliminary design for the Plainfield Riverfront frozxz approximately Illinois Route 59 on the north to Renwick Road on the south; and WHEREAS, in conjunction with the Plainfield Park District Board of Commissioners, the Village President and Board of Trustees held a visioning session on November 14, 2005 to review the project limits, to review data gathered by the consultant, and to define the Vision far the Plainfield Riverfront; and WHEREAS, the Village has solicited the input of various stakeholder groups on the Plainfield Riverfront Vision; and WHEREAS, the Village held an Open House on April 11, 2006 to solicit feedback froze the Plainfield Community on the Plainfield Riverfront Vision; and WHEREAS, the Plainfield Riverfront Vision identifies focal features, overlooks, gateways, and green pedestrian corridors that will enhance the existing natural landscape along the banks of the DuPage River in the Downtown area; and WHEREAS, the Plainfield Riverfront Vision identifies an expansion of Electric Park with potential amenities such as an ice rink and children's garden; a riverwalk which links the existing Downtown with the river and accommodates cultural venues, festivals, a farmer's market, and other events; and extensive natural landscaping in the areas extending north and south of Downtown; and WHEREAS, the Plainfield Riverfront Vision identifies fishing access, picnic areas, scenic overlooks, a canoe launch, parking, and connections to the planned DuPage River Trail that will link the Village with other communities along the DuPage River; and WHEREAS, the Village Board adopted Resolution 1497 endorsing the Plainfield Riverfront Vision on May 15, 2006, as an initial step in an on-going planning process; and WHEREAS, on October 2, 2006, the Village Board authorized the Village President to enter into a professional services agreement with Hitchcock Design Group to prepare a Master Plan for the Plainfield Riverfront that further refines the Plainfield Riverfront Vision; and WHEREAS, a Steering Committee was established to work with the project consultant to oversee and direct the master planning process, including facilitating various meetings with stakeholder groups and the general public to gather public input; and WHEREAS, the Steering Committee consists of a Trustee appointed by the Village President and approved by the Board of Trustees, two staff mexzzbers from the Village of Plainfield, and two staff members from the Plainfield Park District; and WHEREAS, the Steering Committee has met regularly since its formation to work with the project consultant to develop the conceptual plans and recommendations for the Plainfield Riverfront; and WHEREAS, as part of its efforts, the Steering Cornrnittee hosted a public open house an February 1, 2007 and held several meetings during the master planning process to gather input from various Stakeholder Groups, property owners located with the Study Area, downtown business owners, and the Plainfield community at large; and WHEREAS, based on the direction provided by the Steering Committee, and in consideration of the public input provided, the project consultant presented the preliminary and final design concepts, implementation strategy and draft Master Plan Report to the Village President and Board of Trustees at several Cornrnittee-of-the-Whole Workshops in early 2007; and WHEREAS, public participation has provided important feedback shaping the design concepts that are contained within the Plainfield Riverfront Master Plan; and WHEREAS, the Plainfield Riverfront Master Plan provides a conceptual blueprint and implementation strategy for achieving the goals and objectives of the Plainfield Riverfront Vision; and WHEREAS, the Village President and Board of Trustees recognizes the long-term commitment and resources that are required to implement the Plainfield Riverfront Master Plan in various phases over the corning years. THEREFORE, BE IT RESOLVED, that the Village of Plainfield hereby adopts the Plainfield Riverfront Master Plan. BE IT FURTHER RESOLVED that the Village of Plainfield endorses the use of the Plainfield Riverfront Master Plan as the framework far the development of construction and improvement plans for implementation of the plan.
