HomeMy Public PortalAboutResolution 1518t , RESOLUTION NO. 1518 A RESOLUTION ENDORSING THE LOCKPORT STREETSCAPE COMMITTEE'S "LOCKPORT STREET CONCEPTUAL STREETSCAPE PLAN" WHEREAS, the Village of Plainfield is cooperating with Will County and the Illinois Department of Transportation to facilitate shifting the alignment of the designated route for U.S. Route 30 as it passes through downtown Plainfield from the existing alignment on Lockport Street north to the proposed new alignment on 143r`~ Street; and WHEREAS, fallowing this change in alignment, the Village of Plainfield anticipates that jurisdiction for the section of Lockport Street between James Street and Illinois Route 59 (Division Street) will come under the control of the Village of Plainfield; and WHEREAS, the Village of Plainfield intends to construct improvements to this section of Lockport Street, including the reconstruction of certain underground utilities, roadway reconstruction, and construction of Streetscape improvements; and WHEREAS, construction of streetscape improvements will be predicated on several future factors, which cannot be assured at this time, including completion of the U.S. Route 30 and the related jurisdictional transfer, as well as potential funding fox the design and construction of the desired improvements; and WHEREAS, the Village of Plainfield formed the Lockport Streetscape Committee, acitizen- based Committee with representatives from interested stakeholder groups, to research potential improvements, to gather public input, and to develop recommendations for a conceptual improvement plan; and WHEREAS, the Lockport Streetscape Committee is made up of representatives of the Village of Plainfield Board of Trustees, Plan Commission and Historic Preservation Commission; Village resident representatives (3), a downtown business-owner representative, arepresentative of MainStreet Plainfield, Inc., a representative of the Plainfield Fire Protection District, and representatives of the Village of Plainfield Police, Public Works and Community Development Departments; and WHEREAS, the Lockport Streetscape Committee has met regularly since its formation to develop its conceptual plans and recommendations; and WHEREAS, as part of its efforts, the Lockport Streetscape Committee conducted a public open house and other meetings to gather input from downtown property owners, downtown business owners, and the Plainfield community at large; and WHEREAS, based on the research and discussions of the Lockport Streetscape Committee, and in consideration of the public input provided, the Lockport Streetscape Committee has prepared the "Lockport Street Conceptual Streetscape Plan", dated December 2006; and '. '. WHEREAS, the Lockport Streetscape Committee presented this plan to the Village of Plainfield Village President and Board of Trustees at the December 11, 2006 meeting of the Committee of the Whole. NOW, THEREFORE, BE IT RESOLVED, that the Village of Plainfield does hereby actively support the Lockport Streetscape Committee's "Lockport Street Conceptual Streetscape Plan". BE IT FURTHER RESOLVED that the Village of Plainfield endorses the use of the "Lockport Street Conceptual Streetscape Plan" as the framework for the development of construction and improvement plans for implementation of the plan.
