The Board of Public Works of the City of Richmond , Indiana, met in regular session at the office of said. Board Thursday October 16th, 1924, at 9 o' clock A. M. All the membe rs of said Board , Messrs, Land, McFai. 1 and Henley being present. The following proceedings were had, to-wit: - - The Board received the wri tten opinion of City Att orney, Wm. H. X Kelley , in matter of Advert si:ngUcampaign (& sales) to be carried on in the City . between the Richmond Electric Co. , Stanley Plumbing & Electric Co. , Crane Electric Co. Wiley Elect ric Co. , Wm. H. Meer- hoff, called Contractor` dealers , and also the Westinghouse Electric & Mfg . Co. and the Edison -Elect ric Appliance Company, The Board accepted and. approved said agreements and contracts . (See contracts) - The Board received comrlunicati.on written to the Mayor, by Gath Free- - man Attorney for the .Richmond Home Telephone Co. , notifying the City , that due to damages done to said company, caused by the neg- ligent running of the City Road Ro1Zer into the feed. wire of the Street Car Co. , thereby making a .contact between said feed wi re & the cable of the telephone company, the feed wire carried a voltage - of 550 volts, and the contact with the telephone •company' s cable burned up the cable and destroyed certain other equi pment , a part of :which was located in the sub-station between ,"andoiph 8c Lincoln on .1st Street , The cable was a 200 pair cable . This happened at the old National Road near the river bank south of Mail Street, 'aturday morning, October llth , 1924, the telephone company is engaged in repairi ng the damage, but some ti me willbe required to complete the • work. The probable cost of repairi ng the damage done will be ab out 500.00 but we cannot say at this time what the cost wi 11 be. The Sup't. , of . the Telephone Co. is keeping an. accurate account of the ,cost of aepzintg this work , and up on comple ti on of the same the company intends to and will present .a bill to the City of Rich- mond for the exact cost of such work . ( This maize r was referred to the City Attorney , for fti11 investigation. ) The Board received recommendation from the City Plan Commission recommending the annexation of certain lands just south and east of city, Also recommends the purchase of what is known as the Hen- ley- strip of ground lyigg immediately east of Glen Miller Park con- rissing ab out 22 ac re s, to be add ed to the park,. at pri ce of 5,000.06, stating the option on same expires Nov. 8, 1924. The Board directed that •orfinances be prepared for said annexation, and for the appropriation of ;$5,000.00 to purchase said strip of ground, and the same be presented to Council at their next meeting with the recommendation the same be adopted. The Board received complaint signed by R.A.Erk of 307 North 17th Street, as to bad material in newly cemented alley in rear of said number, the same was referred to City Engineer and contractor E. A. #sari ani , for investigation and_ repairs. The Clerk was directed. to- request J. F. Hipskind and Howard Horton to meet wi th them next Monday October 20th , 1924. • 1 50 Thursday October 16th , 1924. The City Civil Engineer reported the completion of contract un- der Improvement Resolution No. 715-1924 , for the improvement of South 18th Street , by grading and paving the roadway with Bitum- inous Macadam, from Reeveston Road to South "E" Street, the Board accepted the same and ordered- assessment roll prepared. "Comes now The P. & EL Lavin Mower Co. , A corporation doing business in the City of Richmond , Indiana, and presents to the Board of Public Works, at a regular meeting thereof , all the mem- bers of said Board being present , a tentative draft pf contract which they desire to make with said Board , under and pursuant to and in accordance with the laws of the State of Indiana, for the permission to erect , install and maintain an extra spur .or switch tract , in and across Washington Ave, at their plant.And`. the Board now fixes Monday -November 3rd., 1924, at 10 o'clock A.M. at its office in the City Building in said City, as the time and place that a public hearing shall be had to finally consider such con- tract at which time and place -and taxpayer of such city may ap- pear and file protest against any or all of the provisions of said contract , as follows; (here insert ) And the Board now orders that a full and complete text of said contract be published by the said The F. & N. Lawn Mower Company, at its own expense , one time at least 15 days be- fore November 3rd , 1924, with the time and place 'of such hearing stated therein, in the Richmond Item and Richmond Palladium, daily newspapers of general circulation printed in the English language in the City of Richmond , Indi.,:Ina, and that said company shall likewise post a copy of such contract and notice in ten _,public places in said City , as provided by an "Act of the Gene r- al Assembly of the State of Indiana, approved March 6th , 1913, and all amendatory acts thereto . The Clerk was directed to request 1E1. H. A. Dill , Sup' t. , of Richmond City Water Works, to meet with them next Monday Oct. 20th , subject water main in Southwest "A" Street. Permission was granted Dr. Levi S. Miller, to cut the curb for driveway in Southwest 5th Street between Main & Southwest "A" Street at Tract No. 214, Official Map , City of Richmond . , The B oa rd - app roved the various payrolls up to October 16 th , 19 24.
