RESOLUTION NO. 1513
A RESOLUTION IN SUPPORT OF A GRADE SEPARATED RAILROAD
CROSSING AS PART OF THE RENWICK ROAD BRIDGE PROJECT FOR
THE VILLAGE OF PLAINFIELD, WILL AND KENDALL COUNTIES,
ILLINOIS
WHEREAS, the Village of Plainfield, Will and Kendall Counties, State of Illinois (the
"Village") is a duly organized and existing home rule Village created under the
provisions of the Constitution and laws of the State of Illinois, and is now operating
under the provisions of the Illinois Municipal Cade; and
WHEREAS, the existing Renwick Road bridge structure across the DuPage River is
completely and wholly inadequate for the type and volume of traffic that is currently on
Renwick Road; and
WHEREAS, Plainfield Township (the Township) has proposed and begun engineering
studies for the construction of a new bridge across the DuPage River at its crossing with
Renwick Road adjacent to Village boundaries. The proposed bridge project contains a
grade separated crossing of the EJ&E rail line that is proximate to the river and existing
bridge structure. The engineering studies for the new bridge project were undertaken
with the presumption that the bridge over the river would be of adequate span to provide
a crossing of the DuPage River and a grade separated crossing of the EJ&E Rail Line;
and
WHEREAS, construction of a bridge with a grade separated crossing of the DuPage
River and the EJ&E Rail Line will provide a safer means of crossing the EJ&E rail line;
and
WHEREAS, the Village, Township, and Will County, have partnered to share the costs
of the engineering studies for the construction of the new bridge. The agencies also
proceeded with the engineering studies with the understanding that significant funding
for the construction of the bridge structure would be provided from State of Illinois and
Federal sources; and
WHEREAS, The Phase I engineering Project Report was approved in late 2004, and the
Phase II engineering study is approximately 90% complete. These engineering reports
were prepared with the intent that a grade separated crossing would be constructed; and
WHEREAS, The Village Board and Staff have determined that time is of the essence in
replacing the outdated bridge structure to relieve traffic congestion and to provide a safer
mode of transportation over both the DuPage River and the EJ&E Rail Line; and
WHEREAS, the Township had recently considered a change in the profile of the bridge
to provide an at-grade crossing of the EJ&E Rail Line, including communication with the
Illinois Department of Transportation and the Federal Highway Administration to
determine if funding would be available for construction of a bridge structure with an at-
grade crossing; and
WHEREAS, the Federal Highway Administration would not approve a change in the
scope of the project, nor provide funding for a change in the structure to accommodate an
at-grade crossing of the EJ&E Rail Line; and
WHEREAS, the scope of the proposed project cannot be changed at this time without
incurring a substantial delay and significant additional costs in the construction of the
new bridge structure:
NOW, THEREFORE, be it resolved by the Village President and Board of Trustees of
the Village of Plainfield, Will and Kendall Counties, Illinois, as follows:
Section 1: All of the recitals hereinbefore stated as contained in the preambles to this
Resolution are full, true and correct and are hereby, by reference, incorporated and made
part of this Resolution as legislative findings.
Section 2: Support of the Original Concept and Scope of the Project. The Village
hereby declares its support for construction of the bridge project without unnecessary
delay. The Village also declares its support for construction of the original scope of the
project which included a bridge structure with sufficient span to provide an elevated
crossing of the DuPage River and an elevated (grade separated) crossing of the EJ&E
Rail Line.
Section 3: Timing. The Village hereby strongly encourages the Township to proceed
with the project (including the grade separated crassing) immediately, and undertake all
measures necessary to assure construction of the bridge project as soon as possible. The
Village also strongly encourages the Township to continue the project avoiding any and
all unnecessary delays.
