The re g ler monthly meeting of Town Council was held to -day at 12:30 a.m. in the Savannah office tiose present being Mayor Harris and Councilmen Cann,Horovitz, Logan, Walthour, Farr. - -- Mr Brennan,Ur EB.Izlar,Mr A.P. Solomons, jr and a Mr Neeley. Mr Izlar appearded to ascertain from Council if he could purchase certain parcels of land that constitute what is now part of the strand --- the matterwas referred to the streets and lanes committee for handling. Mr A.P .Solomons appeared to protest against the liscense of 100.00 assessed against him for doing a contracting business, and after some discussion regarding this liscense Mr Cann spoke and said that it is rather difficult to get business people to go Tybee if the liscenses are going to be unreasonable - -- Mr Logan made a motion that the liscense of $ 100.00 assessed against Mr Solomons company be held up for the time being - -- the motion w s carried. The following ordinance was given first and second reading and on motion of Mr Walthour was passed seconded by Mr Horovitz; Be it Ordained b4 the Mayor and Councilmen of the Town of Tybee in Council assembled That from and after the passage of this Ordinance it shall be unlawful for any person,whtle within the limits of the said Town,to put, or to permit the discharging or draining of anyputrid,nauseous,or offensive substances into any of the rivers, creeks,bays or sounds touching the corporate limits of the said Town. Be it further Ordained that for each violation of this Ordinance,the offender,upon conviction in the Mayors Court of the said Town, shall be punished by a fine ,hot to.:exceeet $ 100.00 or i Yrprisonment not to exceed thirty ( 30) dayw in the Town prison, or in the County jail of Chatham County,Georgia,or put to labor on the streets or public works of the sa id Town,or to laborupon the public works of said Chatham County,Georgia,not exceeding thirty ( days ( 30 ),or any one or more of such punishments as.may be imposed in the discretion of the Mayor or other legally qualified perdon holding the Mayors Court. the Mayor said that Judge Adams had written him asking the feelings of Council as regards Sunday dancing and that he would write him to this effect. Mr T.E.Smith was appointed Sanitary Inspector by Dr Righton at A 85.00 per month - -- this was authorized by Council. .The Mayor called attention to the bad lighting service that is being rendered the consumers from 14th street north to Lovell station - -- he had Mr Purse of the Savannah Electric Co go down to Tybee and make a survey of conditions with a view to remeding the trouble and ascerta dining the coat of extending a new line down 3rd avenue or any place necessary to take care the situation, the cost was estimated at about $ 500.00 - -- Mr Cann made motion that Mayor be given power to act -- the motion was carried. to Mr Cann suggested that the Mayor and Councilmen invite the Offices of ttnips in camp to a receoption and dance during their stay at Tybe 114 he suggested that General Travis be asked to appoint a committee o look after this, the Mayor said that he would look after this. 4j► The question of slot machines came up and the Mayor said that as long the Town could be run in an orderly and clean manner thatewas willing to permit anything that would tend to do this but that he was not in favor and would ot` permit such things as slot machines or any other thing which didi�°Aive the public an even break for therr maney. The question of liscense came up,regardinB the differentstands ect., operated by the hotel and the matter. was referred to_the Assessment Committee. A petition was read from fir Frank Naylor requesting certain information the Clerk of Counil was instructed to notify Mt Naylor that he could get the information desired by coming to the Town office and getting the inforamtion desired,during the office hours kept by the Town. There being no furt.er business the meeting; adjourned subject to the call of the Mayor. 9 , � \ Tom of Tybee,Ga,July 27th 1925 The .special'' called for to -day was held at 5 p.m. thos a pree en being Mayor Harris, Councilmen Cann.Espy,Logan,Farr,Horovitz and Mr Brennan, also Mr Frank Naylor and Mr L.A.Mills,jr his atorney. 4101111.e meeting was called for the purpose of hearing, the appeal of Mr Naylor in the matter of septic ta__ ^ks. Mr Mills asked for a continuation of the case on the grounds that he had not had any notice that case would be called to -day- it was not grantee- TheMayor asked mr Smith the Sanitary Inspector whom he had made a case against the last time he had made docket cases,Mr Smith said against this estate with Frank ?!Taylor as a>minist"er, - -- said that he had found no eater closets buthad found three open privies in b add condition as there were flies ect., around the privies. Lt Hildreth was asked if Mr Naylor was administrator of estate of Catherine Naylor said he did did not know Mr Buckley took the stand and was asked who paid the taxes on the estate of Catherine Naylor he said it was paid by Mr Naylor Dr Righton said he understood Mr Naylor was going to install septic tanks -- Mr Mills object §d to Dr Righton saying he understood -- his objection was overruled. Dr Righton sadi he did not think that a tank would work in the lowland around the premises but that about 30 feet away there was a small piece (4-high land that was suitable -- Mr Mills asked if he did not think it was more like 6o feet than 30. The mayor..asked •*en the last inspection was made and Dr Righton said about July lst. Council then went into closed session to hear appeal of Naylor Alderman Farr sitting in the chair. Mr Breenan asked Mr Smith if he had ever inspected premises of Estate of Naylor and he said "yes" Mr Naylor said that the privie that was inspected by Mr Smith had not been used in a least a year,Mr Harris said that at the first herring of Mr Nay for he said that he was using same and that he kept it sanita'
