ROUTE 30 IN THE VILLAGE OF PLAINFIELD FOR THE PURPOSE OF HARVEST FEST FRIDAY, SEPTEMBER l~, 200b AT 5:00 P.M. THROUGH SUNDAY, SEPTEMBER 18, 2006 AT MIDNIG$T. WHEREAS, MainStreet Plainfield, Inc. desires to hold their Annual Harvest Fest on a portion of L1. S. Route 30 between Fox River Street and Route 59 on Friday, September 15, 2006 at 5:00 p.m. through Sunday, September 17 at midnight, and, WHEREAS, said Harvest Fest will require the closing of Route 30 between the east junction with Illinois Route 59 and the west junction with Fox River Street; and, WHEREAS, said 1-larvest Fest will. require the detouring of traffic both east and westbound on Lockport Street (U.S. Rt. 30); and, WHEREAS, the State of Illinois requires the Village to assume all responsibility and liability involved in the closing of said highway. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT ANU BOARD OF TRUSTEES OF THE VILLAGE OF PLAINFIELD, WILL COUNTY, AS FOLLOWS: 1. The Village of Plainfield will. provide supervision for the direction, protection and regulation of traffic during the time the detour is in effect occasioned by the closing of said State Route, and usage of Illinois 126, a State jurisdiction road. 2. It is further agreed that efficient, all weather detours will be maintained conspicuously marked and judiciously police patrolled for the benefit of traffic deviated from the Rt. 30 Route. 3. The alternate route will be to continue Route 30 North to Illinois 126, then west to Route 30. Detour signs will be posted for both northbound and southbound traffic. Lockport St. Plainfield, IL 60544 ~~ , MainStreet Plainfield, Inc. is requesting that the Village of Plainfield allows street closures for Harvest Fest 2006. The festival dates and hours are proposed as follows: Saturday, September 16 10 a.m. - 11 p.m. Sunday, September 17 Noon - 6 p.m. We are requesting the following road closures from 5 p.m., Friday, September 15t"until midnight Sunday, September 17t": • Lockport Street -between Fax River Street and Route 59 Street • Illinois Street -the north closure is proposed to begin south of the entrance to the Plainfield Public Library parking lot. The south closure is proposed to angle from the alley at Clock Tower Antiques to the First Midwest Bank drive-thru. Access to the Plainfield Public Library parking lot, the alley behind Clock Tower Antiques and the First Midwest Bank drive-thru will be left open. • Des Plaines Street -the north closure is proposed to begin after the alley south of the Fire Station and the south closure at Chicago Street. Access to the alley north of Chicago Street and the front of Arris Architects will be left open. Attached, please find a map detailing the proposed closures. In accordance with the statutes relating to the issuance of a permit to a local agency for this purpose, the resolution received with your request for this closure is attached hereto and made a part of this permit. The following special provisions shall be strictly adhered to: 1. All material and supplies required for the closure, including barricades, detour signs, etc_, shall be provided by the local governmental agency. 2. Parking of vehicles shall be prohibited on the detour streets to allow uninterrupted flow of two-way traffic. 3. Barricades shall be erected at each end of the closed section and adequately lighted to provide protection for nighttime traffic. 4, A flagman or police officer shall be stationed at each end of the closed section and at such other points as may be necessary to assist in directing through traffic around the detour. 5. All debris shall be cleared away and disposed of by the local authorities prior to the opening of the State highway. 6_ If this permit is for a pazade, an occasional break shall be made in the procession at higkiway intersections so traffic may pass through. ~~~ 5eptennber 15, 200b Page 2 Your cooperation in minimizing confusion and delay to through traffic is earnestly solicited. Numerous vendors, businesses and artists from outside our community plan on this event each year, aizd several thousand dollars are expended for promotion and deposit for material and services.
