ROUTE 30 IN THE VILLAGE OF PLAINFIELD FOR THE PURPOSE OF PLAINFIELD PEST THURSDAY, JULY 13, 2006 AT 5:00 P.1VI. THROUGH SUNDAY, JULY 16, 2005 MIDNIGHT WHEREAS, the Park District desires to hold their Annual Plainfield Fest on a portion of U. S. Route 30 between Route 59 west to Fox River Street on Thursday, July 13, 200E at 5:00 p.m. through Sunday, July 16, 2006 at midnight; and, WHEREAS, said Plainfield Fest will require the closing of Route 30 completely between the east junction with Illinois Route 59 and the west junction with Fox River Street; and, WHEREAS, said Plainfield Fest will require the detouring of traffic both east and westbound on Lockport Street (U.S. Rt. 30); and, WHEREAS, the State of Illinois requires the Village to assume all responsibility and liability involved in the closing of said highway. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF PLAINFIELD, WILL COUNTY, ILLINOIS, AS FOLLOWS: 1. The Village of Plainfield will provide supervision for the direction, protection and regulation of traffic during the time the detour is in effect occasioned by the closing of State Route, and usage of 143"~ Street, a Will County jurisdiction road. 2. It is further agreed that efficient, all. weather detours will be maintained conspicuously marked and judiciously police patrolled for the benefit of traffic deviated from the State Route. 3. The alternate route will be to continue Route 30 North on Route 59 to 143"~ Street, then west to Route 30. Detour signs will be posted for both northbound and southbound traffic. These closures include: Thursday, July 13, 2006 8:00 a.m. Chicago Street -between Des Flaines and Fox River Des Plaines Street -between Lockport and Ottawa Village Parking Lot -adjacent tD Andreasen Travel & Tours 5:00 p.m. Lockport Street -between Fox River and Route 59 Lockport Street would reopen at Midnight on Sunday, July 16, 2005. All other streets would reopen at 5:00 a.m. on Monday, July 17, 2006 This staggered schedule of street closings was used in 2005 and allowed for an orderly and timely set-up to occur. Numerous vendors, businesses and artists from outside our community plan on this event each year, and several thousand dollars are expended. for promotion and deposit for material and services. Lockport Street Plainfield, IL. 60544 Dear Ms. Janik: This letter is your permission to close a State highway as follows: US Route 30 from Illinois Route 59 to Fax River Street on Thursday, July 13, 2006 from 5:00 PM and end at Midnight, Sunday, July 16, 2006 far the purpose of holding the Annual Plainfield Spring Festival. In accordance with the statutes relating to the issuance of a permit to a local agency far this purpose, the resolution received with your request far this closure is attached hereto and made a part of this permit. The following special provisions shall be strictly adhered to: 1. All material and supplies required for the closure, including barricades, detour signs, etc., shall be provided by the local governmental agency . 2. Parking of vehicles shall be prohibited on the detour streets to allow uninterrupted flow of two-way traffic. 3. Barricades shall be erected at each end of the closed section and adequately lighted to provide protection far night time traffic. 4. A flagman or police officer shall be stationed at each end of the closed section and at such other points as maybe necessary to assist in directing through traffic around the detour. 5. All debris shall be cleared away and disposed of by the local authorities prior to the opening of the State highway. Village of Plainfield Page two March 2S, 2006 6. If this permit is for a parade, arl occasional break shall be made in the procession at highway intersections so traffic may pass through.
