WHEREAS, the Village supports a comprehensive healthcare plan including a hospital as proposed by F,dward while the surgical center proposed by Rush-Copley in Aurora, Provena in Joliet, anal Adventist in Bolingbrook is a high profit enterprise and would. be considered cherry picking. WHEREAS, the Village has determined the appropriate zoning classification for an outpatient center is OCI Office, Commercial, and Institutional District. WHEREAS, both Provena St. Joseph Medical Center in Joliet and Rush-Copley Medical Center in Aurora have opposed Edward's Plainfield hospital plan since it was proposed in late 2003, arguing their facilities serve the area adequately. WHEREAS, Rush-Copley and Provena had not worked toward improving access to healthcare prior to the Edward Plainfield Hospital Proposal and. were protecting their own business interests when they fought our Plainfield plans at the expense of bringing emergency and inpatient services to Plainfield. WHEREAS, Provena has worked. diligently to block discussions on the larger issue of access in the region during their facility expansion and. would use the expansion into Plainfield as an argument to block a hospital. NOW, THEREFORE, BE IT RESOLVED, that because of its continued support for the Edward Plainfield. Hospital project, the Village of Plainfield opposes the surgical center being proposed by Rush, Provena, and Adventist in Plainfield and requests a hearing by the Illinois Health Facilities Planning Board on the project.
