Resolution No.1475 RESOLUTION APPROVING AN APPLICATION FOR ILLINOIS MUNICIPAL ASSISTANCE PROGRAM SERVICES WHEREAS the Board of Trustees of the Village of Plainfield recognizes the value of an independent review and assessment of the Village's governance and management practices far identifying opportunities to strengthen effectiveness in economic development. WHEREAS, Northern Illinois University Center for Governmental Studies provides assistance for such reviews and assessments through its Illinois Municipal Assistance Program. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE VILLAGE OF PLAINFIELD AS FOLLOWS: That the Board of Trustees of the Village of Plainfield, does hereby approve the application for Illinois Municipal Assistance from Northern Illinois University Center for Governmental Studies. 2. That the .President is hereby authorized to sign this application on behalf of the Village and that the Village Clerk is hereby directed to send this application along with a signed copy of the Resolution. 3. That the Board of Trustees of the Village of Plainfield, does hereby request that the Northern Illinois University Center for Governmental Studies conduct a governance and management practices assessment. 4. That the Board of Trustees does hereby request the cooperation and support of all elected and appointed officials, employees, citizens, and business owners of the Village of Plainfield, for the purposes of assisting the Northern Illinois University Center for Governmental Studies during the conducting of the governance and practices assessment. To aid in promoting the retention, expansion, and attraction of business and industry. 12. What are the opportunities for economic development, such as housing, commercial or industrial development, transportation, tourism, etc., and how do they affect the demands placed upon local officials for services and infrastructure? Opportunities: Location, residential growth, household incomes, state roads, historic dawntawn, open space plan, and schools. Demands: Infrastructure irnpravements primarily roads, funding multiple projects, and multiple priorities. 13. What actions have been taken to address the issues/concerns ideutified in question $? What are the opportunities for intergovernmental cooperation to address some of the issues and concerns? Access to healthcare: Support for hospital, partnership with quality health care provider, opportunity for intergovernmental cooperation with State at controlling body assistance in lobbyiug from many other agencies. Schaal Funding: Lobbying State Legislators, impact fees, lag time fees, research on alternative measures. Opportunity for intergovernmental cooperation with state on school funding. Congestion: Pressure on IDOT, looking at options to move process quicker (Village financing or work such as engineering) to accelerate State improvements. Opportunity for intergovernmental cooperation CATS, Will County, and with the State to accelerate improvements. Sustainability: Update Comprehensive Plan, track trends, and balance budget. Retention and Expansion of Commercial: Creation of Plainfield Economic Partnership, incentives, retention interviews, reserving areas for Commercial on Comprehensive Plan.
