A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE,
FLORIDA; AUTHORIZING THE VILLAGE MANAGER TO
ENTER INTO AN AGREEMENT WITH BARTON-ASCHMAN,
FORT LAUDERDALE, FLORIDA, FOR A TRAFFIC STUDY;
PROVIDING FOR AN EFFECTIVE DATE.
BE IT RESOLVED BY THE VILLAGE COUNCIL OF KEY BISCAYNE AS
FOLLOWS:
Section 1. That the Village Manager is hereby authorized to
enter into an agreement with Barton-Aschman, Fort Lauderdale,
Florida, for completion of a traffic study for the Village.
Section 2. This resolution shall take effect immediately upon
adoption.

Dear Mr. Kissinger:
At your request we are providing you a Scope of Work and cost estimate for a traffic study for the
Village of Key Biscayne. As you know, the Village of Key Biscayne is interested in exploring the
proper location for providing sidewalks on Harbor Drive, Mashta Drive, and Fernwood Drive. The
Village is experiencing speeding problems on the above mentioned roadways as well as on Island
Drive. The purpose of our study would be to address the issues discussed above and provide
implementable solutions.
SCOPE OF SERVICES
In order to accomplish the purpose of this study, the following tasks will be performed:
I Data Collection: In order to assess the feasibility of providing sidewalks on Harbor Drive,
Mashta Drive, and Fernwood Drive, right-of-way information for these roadways will be
provided by `Village officials. Roadway data pertaining to the width of the pavement and
drainage system will be provided by the Village. Information concerning proposed sidewalks
and their design standards will be obtained from the Village of Key Biscayne and their
cotes. Spot speed checl3 will be conducted with the help of the police department on
the roadways experiencing speeding problems. We will attend a meeting with the Village
officials and Police Chief in order to obtain information pertaining to any previous measures
that were taken to mitigate the speeding problem and their degree of success.
2. Propose Implementabk Measures to Curb Speeding Problem: Speeding problems are
being experienced on Mashta Drive (which connects Crandon Boulevard on the east and
Harbor Drive on the west), Harbor Drive (which runs along the periphery of the residential
area west of Crandon Boulevard and intersects with Crandon Boulevard on the north as well

as on the south), Island Drive (which runs east -west and is located south of West Mashta
Drive), and Fernwood Drive (which runs parallel to Crandon Boulevard, thereby providing
an alternate mute for through traffic). Based on our discussions with Village officials and the
Police Department, our observations and our experience in other projects, we will recommend
practical measures to mitigate this problem We will also recommend measures to discourage
through traffic on Fernwood Drive. These measures will however be recommended in
consultation with the Village officials and the enforcement agencies.
3. Recommend Location of Sidewalks: As mentioned before, the Village is interested in
providing sidewalks on harbor Drive, Mashta Drive, and rernwood Drive. Based on our field
surveys and other data collected during the data collection process, we will investigate the
-- appropriate location of sidewalks in accordance with the design standards. We will investigate
the suitability of providing sidewalks adjacent to the edge of the pavement versus adjacent to
the property line for the above mentioned corridors. Pedestrian safety, design standards.
continuity ofthe sidewalks, and aesthetic aspect of the facility will be the guiding factors for
recommending one option over the other. We will also identify major pedestrian -vehicular
conflict points along the corridors. Recommendations will be made to achieve a safe
pedestrian path with minimal vehicuiar conflict_
4. Preparation of Technical Memorandum: The analyses, results, and recommendations of
" this study will be presented in the form of a Technical Memorandum. We will be prepared to
attend two presentation meetings with you and representatives from the Village to discuss the
results of our work.
ESTLVIAi'ED COSTS
The cost of our services is based upon our standard hourly rates for staff time plus reimbursement
for direct expenses such as travel, telephone, fax, printing, and other direct costs. Based upon our
experience in conducting similar assignments in South Florida, we estimate the total project cost to
be a lump sum amount of $5400. This cost does not include any additional meetings or public
hearings, beyond those specified in Task 1 and 4 of the Scope. The cost for additional •services
beyond the scope of work presented herein will be determined based upon our standard rates, actual
travel costs, and other d reedy related costs. Any additional work will not be initiated until receipt
of a written authorization from you.

Invoicing wil be made upon a monthly basis and will reflect labor and direct expenses incurred during
the invoice period. The corresponding invoices are due and payable upon receipt of the invoice.
Invoices not paid within 30 days will accrue interest at the rate of 1.5 percent per month.

We will initiate work on this study upon receipt of signed copy of this letter of agreement. If you have

SUBJECT: Review of Traffic Operations Improvements Along Crandon
Boulevard, Village of Key Biscayne
The purpose of this memorandum is to present a preliminary evaluation of traffic operations
improvements which could be implemented at critical locations along Crandon Boulevard
in the Village of Key Biscayne to facilitate traffic flow and reduce delay at signalized
intersections. This review was conducted at the request of the Village of Key Biscayne to
provide a preliminary assessment. Thus, the problems were identified and recommendations
were developed based on a field reconnaissance, without the aid of traffic count or accident
data information.
In this memorandum, each of the critical intersections is identified along Crandon Boulevard
by first listing observed problems and then suggesting solutions. Subsequent to this
preliminary analysis, schematic plans should be prepared and more detailed congestion and
safety analyses should be conducted to confirm the feasibility of these recommendations.
CRANDON BOULEVARD/HARBOR DRIVE/OCEAN LANE
problems:
1. The eastbound and westbound approaches to the intersection are not directly
opposite each other due to their angles of approach. Eastbound and
westbound through movements are facilitated by the use of a lead -lag traffic

signal phasing operation.
Southbound traffic into the Village of Key Biscayne during the PM peak
period is queued up on the intersection approach due to the absence of a
southbound exclusive right turn lane to facilitate the traffic flow onto Harbor
Drive (a collector roadway in the Village).

3. Westbound -to -northbound right -turn movements (traffic departing the Village
during the morning peak period) are controlled by the traffic signal The
ability to construct an exclusive right turn lane with yield control operation is
limited due to right-of-way constraints.
4. The eastbound right turn lane has insufficient storage length to separate that
movement from the through and left turn movements which also occur in that
single lane.
5. Both sides of the west leg of the intersection (Harbor Drive) have
uncontrolled driveway access which results in side friction for vehicles
approaching and departing the intersection.
Recommendatjons:
1. Extend the eastbound right turn lane for a length of approximately 300 feet
(within existing right-of-way) to separate this movement from the through and
left turn movements which are allowed. This lane addition will result in three
approach lanes: an exclusive left turn lane, an optional through/left turn lane,
and an exclusive right turn lane.
Z Designate driveway locations on the north and south side of the west leg by.
constructing curbing and sidewalks along both sides of the street. Although
there is no underground drainage apparent that would allow for a traditional
curb and gutter system in this area. driveways should be designated with
appropriate separation and design standards so that movements onto and off
of Harbor Drive do not interfere with eastbound and westbound through
movements.
3. Construct a southbound exclusive right turn lane within the existing right-of-
way.
4. Post 'Traffic Signal Ahead" warning signs on the northbound and southbound
approaches in advance of the intersection to warn drivers of the potential
need to stop and to identify the name of the upcoming cross streets

5. Consider the construction of a non -mountable median on the west leg so that
the driveways which are defined on the north and south sides of Harbor Drive
are limited to right turn in and out movements only.
6. Relocate the bus stop designated on the southbound approach of this
intersection to the far side of the intersection. (This bus stop may be difficult
r- to relocate due to the proximity of the existing bus stop to an existing
shopping center.)
7. Crosswalk signals are provided across the north leg of the intersection.
Supplement these signals with signals on the east and west legs of the
intersection where crosswalks are already painted.
