the Town could be run in an orderly and clean manner thatewas willing
to permit anything that would tend to do this but that he was not in
favor and would ot` permit such things as slot machines or any other

The question of liscense came up,regardinB the differentstands ect.,
operated by the hotel and the matter. was referred to_the Assessment
Committee.
A petition was read from fir Frank Naylor requesting certain information
the Clerk of Counil was instructed to notify Mt Naylor that he could
get the information desired by coming to the Town office and getting
the inforamtion desired,during the office hours kept by the Town.
There being no furt.er business the meeting; adjourned subject to the call
of the Mayor.

The .special'' called for to -day was held at 5 p.m. thos a pree en being
Mayor Harris, Councilmen Cann.Espy,Logan,Farr,Horovitz and Mr Brennan,
also Mr Frank Naylor and Mr L.A.Mills,jr his atorney.
4101111.e meeting was called for the purpose of hearing, the appeal of Mr
Naylor in the matter of septic ta__ ^ks.
Mr Mills asked for a continuation of the case on the grounds that he
had not had any notice that case would be called to -day- it was not grantee-
TheMayor asked mr Smith the Sanitary Inspector whom he had made a case
against the last time he had made docket cases,Mr Smith said against
this estate with Frank ?!Taylor as a>minist"er, - -- said that he had found
no eater closets buthad found three open privies in b add condition as
there were flies ect., around the privies.
Lt Hildreth was asked if Mr Naylor was administrator of estate of
Catherine Naylor said he did did not know
Mr Buckley took the stand and was asked who paid the taxes on the
estate of Catherine Naylor he said it was paid by Mr Naylor
Dr Righton said he understood Mr Naylor was going to install septic
tanks -- Mr Mills object §d to Dr Righton saying he understood -- his
objection was overruled. Dr Righton sadi he did not think that a tank
would work in the lowland around the premises but that about 30 feet
away there was a small piece (4-high land that was suitable -- Mr Mills
asked if he did not think it was more like 6o feet than 30. The mayor..asked
•*en the last inspection was made and Dr Righton said about July lst.
Council then went into closed session to hear appeal of Naylor Alderman
Farr sitting in the chair.
Mr Breenan asked Mr Smith if he had ever inspected premises of Estate of
Naylor and he said "yes"
Mr Naylor said that the privie that was inspected by Mr Smith had not been
used in a least a year,Mr Harris said that at the first herring of Mr Nay
for he said that he was using same and that he kept it sanita'

Mr Harris said he wanted to show why he had fined Mr Naylor -- Mr Mills
objected -- and in which the remarks became very heated -- Judge Farr
said he would request Mr Harris not to go into arguments of case -- Mr
Mills said that priror to trial if it was no, a fact that Mr Harts said
that he would hand Mr Naylor a package -- Mr Harris said that he did not
remember it he said that his action in handling case in court as he did
was justified -- Mr Milis said that he was trying to shots that the fine
not fairly imposed -- Judge Farr overrruled Mr Mills said that the case
was being tried on a question of issue as affec s the people he also
requested Mr Mills to confine his remarks to the facts in the case- -
Mr Mills said that tithe Judge had permitted Mr Harris to make remarks said
that he could ask Mr Harris any reasonable question -- Judge Farr said tha
neither side should be prejudiced -- Mr Mills said he would confine himsel
to questions of case. -- Mr Mills asked ifs Harris had dismissed charge
of septic tanks against Mr Naylor -- Mr Harris said "yes " -- asked if Mr
Harris had not put second charge dgainst Mr Naylor when first came up,he
said "yes"
Mr Milis asked what house it was that the docket case was made against
and was told it was the one on Railroad and Campbell sts -- Mr Milis wante
to put Mr Naylor on stand again and mr Brennan objected his objection
was overruled -- Mr Naylor stated that the charge did not state what
privy had he had used -- Mr Mills asked M rW.J.Moore if he had any troble
with his septic tank and he said that he had trouble everyday -- Mr Brenna
objected -- sir Milis asked for right of Ixplanatibn saying that Mr Naylors
reason for not wanting to put in septic t arks was thatbthey were unsat-
isfactory basing his xximxtincontention on remarks made by some people
whom had installed septic tanks--Mr Bren*n said that according to the
defendents own testimony he was guilty of maintaing an open privy .
Council then went into clesed session -- Judge Farr said it was up to
Council said he thought the Mayor should be sustained -- Mr Cann said
the Mayor should be sustained -- Mr Espy said the Mayor should be sus-
tained -- Mr Farr said sustain Mayor and hold up decision to give
Naylor a chance to comply with ordinance -- Mr Espy said if he would
carry out spirit of ordinance give him opporunity to do so -- Mr Cann
said fine him and let him apply for remisdon of fine.
Mayor Harris did not participate in this meeting.
The action of the Mayor was sustained and Mr Naylor was fined $ 100.00
or 30 days in jail.
Tkequestion of eopening up 7th street Jame up and Mee Espy said that
C.R.R.advised him that if theynplaced a crossing over the tracks thatohe
would be responsible for the maintenance of it -- Mr Brennan was asked
for an opinion andnhe sadi that all that was necessary was for the
Town to passan ordinance declaring 7th at open and on motion of Mr
Horovitz seconded by Mr Logan 7th street was declared open by unanimous
vete. sir Cann said that street has been and is now an open street.
Mr Logan suggested that Mr W.C.Goodman be appraised of his good work
in connection with the camp site and a suitable reminder be given him,
Mr Logan made this in the form of a motion and Mr Ropy seconded same,
Mr Cann said that a vote of thanks be given Mr Goodman - -- the motion
was carried and the following resolutuons was made

ishly given by Mr W.C.Goodman,in the construction of the camp for the encampment of the
State troops on Tybee island,and more especially in the laying of the water mains and the palcin
of the electric light poles,on which he rendered valuable service,therefore;
Be it resolve d,that the Mayor express the appreciation of Council officially to Mr Goodman,
quoting the resolution adopted therein.
r Horovitz made a motion that as Mr T.Newell West had just lost his brother through death
that a letter of sympathy and a floral design be sent to Judge West,to convey the feeling
that the Town feels toward Judge West -- Mr Espy seconded the motion which was carried and
the Clerk of Council wasrequested to send a copy of the following resolution to Judge
West;
RESOLUTION
That in the death of Me James B ?West,sorrow has beeb brought to the household of one of
Tybees staunchest friends,Mr T.Newell West.therefore;
Be it resolved that the sympathies of Tybee's entire administration,both collectively and
individually,be extended to Mr.Newell West and his family in their bereavement,and that a
suitable floral design be sent as a further expression of their friendship ans sympathy.
There being no further business youncil adjourned subject to the call of the call of the
Mayor.

The rego1at meeting of Council was held today at 1. p.m. those attending being the Mayor
and Aldermen CannEspy ,Horovitz,Loa.,Walthour,and Mr Brennan.
The Mayor asked Council for authority to remit the fine of $ 9.00 imposed on Guy 2.
Lavender for speeding,The Mayor said that as MrLavender had been so courteous in assist -
ing the Town on several occassions that he thought that it should be returned to him and
on motion of Mr Espy seconded by Mr Logan the motion was carried that the fine be remitted.
she Clerk was requested to send a check to for this amount to Mr Lavender.
A lleter was read from Govenoer Wacker commending the camp site and the treatment accorddd
the soldiers while encamped at Tybee.
A letter was also read read from Adjutant General Cox along the same lines.
Disposition of the camp came up,the Mayor said that the camp cost more than was anticipated
he said tht the goverment was planning to give a vacation to about 2000 men sometime in
September and be thought it would be d good thing to hold off disrrantbeing the camp until
someting definite was ascertained as to whether these men would be at Tybee or not.-- -
Ur Waithour said that the camp shoulld be salvaged as soon as possible -- Mr Horovits
made a motion that the Committee on Camp site be empowered to act ,whicg was carried.
The Mayor said that Major Mallet and General Cox said that they would be back next year.
A letter was read from F.P.Mclntyre protesting against new users of electric current
tapping in on the private wire put up by himself and several others.
The question of extending new lines came up and the Mayor said that the Town wasnot in
position to do this at the present time.
A letter was read fromMr Purse of the Savh Elelctric & Power Co enclosing a chart showing
•ow any lines should be extended and the approxim to cotst of same. The Mayor said that
ax service at Lovell station is bad but that as season is practically gone now it would
be a good idea to wait another year,asked for opinion of Council -- Mr Walthour made a
motion that it be left to the Mayor to handle,which was carried.
The Mayor told Council about Mr Smith the sanitary inspector taking some liquor fem
the jail and selling same -- he was dismissed at once the handling him was left to
the discretion of the Chief of Police

Mr Cann spoke of drawing up a contract with The Hotel Co . ,regarding the
lease of the Power Plant to the Town,MrEspy made motion that a committee
of Council be appointed empowered with authority to act in this matter,
and Mr Horovitz seconded same,which was passed, the committee appointed
was Messrs Farr, Logan, Horovitz, wi th the Town attorney Mr Brennan.
There being no furtherbusness Council adjourned subject t o the call of
the Mayor.

Theregtilar meeting of Council was held to -day at 4 p.m. and wail attended
by the Mayor,and Councilmen Logan, Horovitz,Parr,Espy,Walthour,and Mr
Brennan.
A petition was made from Mr Lewis A.Mills attorney for Mr Frank Nayor
for remission of fines imposed for violation of ordinance relating to
privies,Mr Mills informed Cou cil that all of the septic tanks required
had been installed except one and that it was being istalled now,he asked
that Council remit the fines imposed and that petition :for certerori
would be dismissed.
A petition was read from George Van Giesen for reimbursement of
for doctors bill for injuries and other expenses amounting to $
entailed by him in assisting in the arrest of Ferguson Wilson-- -
Walthour made•a motion that it be paid which was seconded by Mr

The Mayor brought up the case of Naylor and Mr Walthour suggested that
the Mayor handle it -- but the Mayor said he wanted Council to bass on
it,he said that Mr Naylor had always been antagonistic to the adminis-
tration,and asked that ouncul sustain him in not remitting the fines
imposed,and that if Mr ayor is due consideration that he wanted Council
to handle it-- Mr Espy aid that he would sustain the Mayor as did Mr
Logan,after some discus ion Mr Espy made a motion that the Mayor be
sustained by Council an that the handling of the case be left to the
judgement of the Mayor - Mr Walthour seconded same -- which was passed.
A petition was read from Mr John G.Butler f«rpermission to move his
cottage from Lovell Station to the South -End -- referred to the Streets
and Lanes Committee with the advise to see the Q'ounty Engineer to see
if the Street will stand the weight of same.
The Mayor told Council that he had written s fleeter toethe C of Ga Ry.
protesting against .the.schedule that they had planned to inaugurate
for the winter months and was in receipt of a letter from Mr J.W.Blount
saying that the 0 R R retain the same winter as they had last year,
A petition was read from J.E.Register,Jr.,asking for reimoursement of
amounts expended causee by damage sustained to his automobile while
assisting in the arrest of Ferguson Wilson Mr Espy mace a motion that
it be left to the Mayor to handle -- Mr Waithour seconded same- -the
motion carried.
A petition for refund on septic tanks was made by Mr Morris Slotin
referred to Mr Horovitz for handling with power to act in the matter,
The Mayor informedCatncil that Dr.Carter had protested against what he
said was the using of Convicts on private woiakk.
