HomeMy Public PortalAboutResolution 1464RESOLUTION NUMBER 1464 ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM LOCAL ASSURANCE RESOLUTION WHEREAS the MAYOR AND BOARD OF TRUSTEES of the VILLAGE OF PLAINFIELD, Will County, Illinais desires to improve and enhance transportation corridors within the VILLAGE; and WHEREAS the Illinois Department of Transportation (IDOT) administers the Illinois Transportation Enhancement Program (ITEP) through funds from the Federal Surface Transportation Program to assist local communities with pedestrian bicycle facilities, scenic/historic highway programs, landscape/scenic beautification, historic preservation, rehabilitation of historic transportation facilities, safety/education activities for pedestrians/bicyclists, acquisition of scenic easements or scenic/histaric sites, preservation of abandoned railway corridors far conversion to trails, control and removal of outdoor advertising, transportation museums, environmental water quality mitigation or wildlife preservation, and archeological planning and research; and WHEREAS the ITEP is a reimbursement program, not a grant program, and will reimburse the local agency for 50% of the costs for land acquisition and $0% of the costs for engineering, and will provide the local agency with $0% of the costs for construction; and WHEREAS a sunset clause will be enforced and sets requirements for the time a sponsor has to begin a project. If preliminary engineering is funded, this work must begin within 12 months of the date of selection notification letter. If a project is funded for construction only, this work must begin within 12 months of the date of selection notification letter; and WHEREAS the ILLINOIS ROUTE 59 STREETSCAPE PROJECT consisting of streetscape improvements including tree planting, gateway signage, decorative street lighting, brick pavers, decorative planters, median landscaping, and sidewalk improvements on IL Route 59 from IL 126 to Renwick Road has been identified by VILLAGE staff to comply with the VILLAGE desires to improve and enhance the transportation corridors within the VILLAGE. NOW, SE XT RESOLVED that the MAYOR AND BOARD OF TRUSTEES of the VILLAGE OF PLAINFIELD, Will County, Illinois authorize the VILLAGE staff to apply to the Illinais Department of Transportation (IDOT), Illinois Transportation Enhancement Program (ITEP) to assist in the funding of the above described project. BE IT FURTHER RESOLVED that the MAYOR AND BOARD OF TRUSTEES of the VILLAGE OF PLAINFIELD, ILLINOIS: 1. Certifies that they are willing and able to manage, maintain and operate the project; and Page 1 of 2 RESOLUTION NUMBER 1464 ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM LOCAL ASSURANCE RESOLUTION 2. Possesses the legal authority to nominate the transportation enhancement project and to finance, acquire, and construct the proposed project; and by this assurance authorizes the nomination of the transportation enhancement project, including all understanding and assurances contained therein, and authorizes representative to act in connection with the nomination and to provide such additional information as may be required; and 3. Affirms that, if selected, the project will commence within the time periods defined by the Sunset Clause and in accordance with Departmental policies. I, Susan Janik, Village Clerk in and for the VILLAGE OF PLAINFIELD, Will County, Illinois, hereby certify the foregoing to be a true, perfect and complete copy of a resolution adopted by the MAYOR AND BOARD OF TRUSTEES at a meeting on July l8, 2005.
