A RESOLUTION ENDORSING A PARTNERSHIP WITH THE PLAINFIELD
TOWNSHIP PARK DISTRICT FOR FUNDING AND CONSTRUCTION OF A
SEGMENT OF THE DUPAGE RIVER TRAIL
WHEREAS, the Plainfield Township Park District wishes to construct a segment of the
DuPage River Trail between the Prairie Creek development located southeast of Illinois
Route 59 and 135th Street and the U.S. Route 30 crossing of the DuPage River in the
Village of Plainfield; and
WHEREAS, the proposed trail segment is shown on the "Village of Plainfield Park Plan"
exhibit of the Village of Plainfield Comprehensive Plan and the "Village of Plainfield
Open Space and Trails Plan" exhibit of the Village of Plainfield Open Space Plan; and
WHEREAS, the proposed trail alignment crosses right-of--way owned by the Village of
Plainfield, as well as additional right-of--way under private ownership; and
WHEREAS, the Plainfield Township Park District previously obtained a grant that
funded Phase I engineering design for the segment of the DuPage River Trail; and
WHEREAS, the Plainfield Township Park District intends to apply for an Illinois
Transportation Enhancement Program (ITEP) grant far Phase II design and construction
of trail improvements; and
WHEREAS, the cost of improvements to the approximately 1.33-mile trail segment is
estimated to be $1,803,510; and
WHEREAS, design and construction of trail improvements is expected to occur primarily
in the Village of Plainfield's Fiscal Year 2006-2007, which commences May 1, 2006.
NOW, THEREFORE, BE IT RESOLVED, that the Village of Plainfield does hereby
actively support construction of this segment of the DuPage River Trail and efforts by the
Plainfield Township Park District to bring about trail funding, design and construction.
BE IT FURTHER RESOLVED that the Village of Plainfield agrees to grant easement
rights for trail improvements on property owned by the Village, and also to coordinate
with private property-owners in an effort to obtain easement and access rights across
private property within the trail alignment.
BE IT FURTHER RESOLVED that the Village of Plainfield -recognizing that a portion
of funding for trail improvements shall be provided by local funding sources --- commits
to funding approximately $270,000 for the Village of Plainfield's Fiscal Year 2006-2007.
Said funding shall be contingent upon the Plainfield Township Park District providing a
similar amount of funding.
BE IT FURTHER RESOLVED that upon award of the requested grant, the Village of
Plainfield will negotiate an intergovernmental agreement with the Plainfield Township
Park District, which agreement will set forth the specific location of the trail easement to
be granted by the Village of Plainfield, as well as the responsibilities of the Village of
Plainfield and the Plainfield Township Park District with respect to trail design,
construction and maintenance.
