The Board of Public Works of the City of Richmond, Indiana, met in regular session. at the office of said Board, Monday December 31st , 1923, at 9 o` clock A. M. All the members of said Board - Messrs , Land, McFai 1 and Henley being present , the following proceedings were had , to -wit : - - - The Clerk was directed to notify Dr. Duffin 8ecy; Board of Health - to have the furniture and fixtures removed from the small house on west end of Detention Hospital grounds, and that the house wi. 11 be sold at publ is an cti o n Saturday Jan. 5, 19 24. the Clerk was directed to notify the T.H. I.B: E. Traction Co. , to place the streets in proper condi tion along their tracks -as fol- - lows, Main Street between 3rd &-llth Street , North 5th Street north of "A" Street and North "E" Street at P.C.C.& St .L Ry.Co. , passanger station, condi tions caused by said company breaking into streets to r.epai r their bounds on tracks etc . , and ympcmdry not properly re-placed. The Board recei ve d a Tentati ve agre ement to be si gned by the City of Richmond , thru the Board & Common Councib, Board of Wayne County Commissioners , and the P.C.C.& St.L.Rai.lroad Co., in matter of the construction of new concrete bridge on Northwest 5th Street cross- ing the tracks of said railroad company, The same was referred to the City Attorney and City Engineer to investigate and report. The matter of claim of the City Engineering Dept. against the M.E. L.& P.P. for services & blue-prints, referred to -City Attorney , who reported that the claim was illegal as the said M.E.L.& P.P. paid the City $6 ,000.00 per year for all such servi ces. The City Attorney presented copies of Peti tion to be presented to the Publ is Service Commission of Indiana, "In Mat t e r of C omplai nt of the City of -,ichmond, Indiana, Owning & Operating the Municipal Electric Lighting & Power Plant of this City,' VS. The Terre-Haute , Indianapolis and Eastern Traction Company" . The Board ordered the City Attorney & D.C.Hess Manager of. M.E.L.& P.P. to file the same w3 th the Publ is Servi ce Commission of Indiana, (in matt er of invad- . ing terri tory supplied by said I.Z.E.L.& P.P)(See petition) . • • Claims in the amount of $4381.11 were allowed & ordered paid. The Board approved the various City Payrolls up to Jan .1,1924. The Board of -Public Works of the City of -dchmond , Indi ana, met in regular session at the office of said Board. Thursday January 3rd , 1924, at 9 o clock A. M. All the members of said Board , Messrs Land, McFall and Henley bei ng present . The followingpro - ceedings were had , to -wit : - The Board met to he ar all persons whose property is affected by the Improvement of North 20th Street, By cons tructi ng cement aid e- walks 6 ' wi de on both sides of said street , except where good cement walk- al ready ex; sts , and constructing cement curb & gutter 1 ' wide, and raving the roadway with one of the following kinds of modern city pavements ; Concrete - Brick - Asphalt or Bituminous _ Macadam, from Main to North "E" Street as provided for under Improvement Resolution No. 698 -1923. After hearing all persons in- terested who appeared and no remonstrance having been_ filed age.ins t said improvements . The Board fi nd that the bene fi is to the property liable to be assessed for said improvements are equal to the cost of same as reported by the City Civil Engineer, less the stet the City wi 11 pay toward said improvements ; The City agrees to pay the cost of the street and alley intersectio ns ; 10 � of the cost of the curb & gutter and 10% of the cost of iz,ving the roadway. The Board thereupon takes fi nal action upon said resolution the same being __ unanimously c,onfi rmed with out modi fi ca.tic n The Board unanimously adop to d Improvement Resolution No. 699-19 24 for the improvement of the alley between the C . & 0 Ry.Co. Tracks and South 7th Street ; by constructi ng a cement roadway the full width thereof, from South "H" to '.'J" Street. • The Board unanimously adopted Improvement Resolution No. 700-1924 for the improvement of North "D." Street , by constr ucti ng a cement sirJ ewalk 6 ' wi de on south side of str eet from North 20th to 22nd Street . The Board unanimously adopted Improvement Resolution ido.701-1924 for the improvement of the 1st all ey south of Main Stre et , by con- strue ti ng a cement roadway the fu11! width thereof from South 22nd_ to 23rd Street .• The Board unanimously adopted Improvement _resolution No.702-1924 for the improvement of the all ey betireen North 16th & 17th Street by constructing a cement roadway the fu 11 width the r. eof, from North "B" to 'rev" Street . • The Board unanimously adopted Improvement Resolution No.703-1924 for the improvement of the all ey between South 7th Ls 8th Street by constructing a cement roadway the full width thereof_ , from South • "L" Street north to the north termi_nous ; thence east to South 8th Street. The Board unanimously adop to d Improve men Resolution No.704-1924 to improve Southwest 10th Street , by constructing cement curb gutter 1'wid-e, sidewa1ks 3 ' wide on both sides & paving the roadway with one of the following pavements , Rock Asphalt-Sheet Asphalt - Cement or Bituminous Macadam , from Main Street to -National Road .
