Public Works of the City of Richmond , Indiana, met in regular session at the office of said Board Thursday December 20th , 1923, at 9 o' clock A. H. All the members of said Board , Messrs , Land, McFai 1 and Henley being present.. The_ following proceedings were had , 4o-wit :- - The Board meets to hear remonstrances, if ism,, of persons primar- assessed. on account on account of the - opening of Southwest 5th Street:, from the south line of the National Road to the south line of Tract No. 216, Official Map , of City of Richmond , Indiana, as provided for under Declaratory Resolution No. 167 -1923. A remon- strance signed by Allen D. Hole and 181 other lot owners represent- ing 235 lots & .parcels of lands , having been filed by C. M. Brown,, Attorney, the Board proceeds to hear Attorneys, Brown , Gardner, Johnson and Rupe , and a vast number of remonstrators present ,who stated their assessment- of benefits were to high, and 40 of them declaring they were in no wi se b en efi to d by said opening , 40 of whom Were opposed the opening at all and 3 for the opening as stated by them at the hearing . On Motion of Mr. Henley, the Board take remonstrances under advisement , and continue, proceedings & notified those present , that any action in the matter of the Board would be published in the newspapers of the ci ty . The Board meets to hear remonstrances, if any, of persons primar- ily assessed on account of the improvement of North "B" Street, by constructing cement sidewalks , curb & gutter on both sides and paving the roadway with Tarvia Macadam from North 7th to 8th Street under Improvement Resolution No. 685-1923. No one appearing and no remonstrance being filed. The Board approved a final assessment • roll corifi-rming the original assessment roll heretofore approved and now direct that the same be transmitted forthwith to the De- _ partment of finance.. The City :Civil Engineer reported the completion of contract under Improvement Resolution No. 682-1923, for the improvement of the - alley between Southwest 2nd & 3rd Street,. by constructing cement roadway the full width thereof, from Southwest ."C" to "D" Street. The Engineer was directed to prepare an ordinance to be presented to Counci 1 requesting an appropriation for purchase of vacant lots on north side of School Street, with a view to the widening of School Street. The Board directed the Clerk to request the City Attorney to in- :1 • vestigate and report at their next meeting Dec. 24,- 1923, as to the course to pursue , ' in matter of re-imbursing the M.E.L.& P.P. for the. installation of the Posts and lighti ng system in .Reeveston, Addition to the City.
