RESOLUTION NO. 1454
A RESOLUTION TEMPORARILY CLOSING A PORTION OF
U. S. ROUTE 30 IN THE VILLAGE OF PLAINFIELD
FOR THE PURPOSE OF HARVEST FEST
FRIDAY, SEPTEMBER 16 AT 5:00 P.M. THROUGH
SUNDAY, SEPTEMBER 18 AT MIDNIGHT.
WHEREAS, MainStreet Plainfield, Inc. desires to hold their Annual Harvest
Fest on a portion of U. S. Route 30 between Fox River Street and Route 59 on Friday,
September 16, 2005 at 5:00 p.m. through Sunday, September 18 at midnight, and,
WHEREAS, said Harvest Fest will require the closing of Route 30 between the
east junction with Illinois Route 59 and the west junction with Fox River Street; and,
WHEREAS, said Harvest Fest will require the detouring of traffic both east and
westbound on Lockport Street (U.S. Rt. 30); and,
WHEREAS, the State of Illinois requires the Village to assume all responsibility
and liability involved in the closing of said highway.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF PLAINFIELD, WILL COUNTY,
AS FOLLOWS:
1. The Village of Plainfield will provide supervision for the direction,
protection and regulation of traffic during the time the detour is in effect
occasioned by the closing of said State Route, and usage of Illinois 1.26, a
State jurisdiction road.
2. It is further agreed that efficient, all weather detours will be maintained
conspicuously marked and judiciously police patrolled for the benefit of
traffic deviated from the Rt. 30 Route.
3. The alternate route will be to continue Route 30 North to Illinois 126, then
west to Route 30. Detour signs will be posted for both northbound and
southbound traffic.

Dear Ms. Janik:
This letter is your permission to close a State highway as follows:
US Route 30 from 1L 59 to Fox River Street beginning on Friday
September 16, 2005 at 5:00 PM and ending on Sunday September 18, 200 s
at Midnight for the purpose of holding the Plainfield Harvest Festival
In accordance with the statutes relating to the issuance of a permit to a local
agency for this purpose, the resolution received with your request for this
closure is attached hereto and made a part of this permit.
The following special provisions shall be strictly adhered to:
1. All material and supplies required for the closure, including barricades,
detour signs, etc., shall be provided by the local governmental agency.
2. Parking of vehicles shall be prohibited on the detour streets to allow
uninterrupted flow of two-way traffic.
3. Barricades shall be erected at each end of the closed section and
adequately lighted to provide protection for night time traffic.
4. A flagman or police officer shall be stationed at each end of the closed
section and at such other points as may be necessary to assist in directing
through traffic around the detour.
5. All debris shall be cleared away and disposed of by the local authorities
prior to the opening of the State highway.

6. If this permit is for a parade, an occasional break shall be made in the
procession at highway intersections so traffic may pass through.
Your cooperation in minimizing confusion and delay to through traffic is
earnestly solicited.

MainStreet Plainfield, Inc, is requesting that the village of Plainfield allows Street closures for the spring
fest 2005 and harvest fest 2005. The Festival dates in ours will be as follows:
Sprinp- Fest 2005
Saturday, May 21 10 a.m. - Midnight
Sunday, May 22 Noon - 6 p.m.
Harvest Fest 2005 —
Saturday, September 17 10 a.m. - Midnight
Sunday, September 1.8 Noon - 6 p.m.
We are requesting that Lockport Street, between Fox River Street and Route 59 Street be closed at 5 p.m.
We want to close Illinois Street from the north alley to the south alley leaving access to first Midwest
bank (see attached map).
We request the closure of Des Plaines Street from north alley to Chicago Street. The South Alley will be
open for emergency vehicles and the front of Arris Architects will also be open

Dear Terry,
On behalf of the MainStreet Plainfield Board of Directors; the downtown business
community, and our sponsors we would again like to thank the Village of Plainfield for
your continued support. ,With very few dollars we are making significant changes that
are having and will have significant results:The focus is on a goal. The goal is to
increase business in downtown Plainfield.
For several years the village has annually contributed $30,000 to support the efforts of
MainStreet Plainfield. 'We would very much appreciate an increase of $10,000 this year
to support intensive area -wide advertising of our events and to offset the loss of booth
rentals during our festivals. We are expanding successfully and capital means
everything. Currently, we are receiving a very positive response to our efforts.,
Primarily, we would use these additional funds for increased advertising and marketing.
These expenditures will make a dramatic impact and significantly raise the awareness of,
downtown Plainfield. As an example, we are increasing our advertising, for the upcoming
Mardi Gras Madness retail sale event Friday, February 4, from 5 to10, p.m. Originally,
the event had an advertising budget of $250. In an:effott`to reach out to the many
newcomers and subdivision' residents who are not familiar with downtown. Plainfield We
are inserting an 11" x 17" inch black and white poster, Tuesday, February I around the
outside of the Advantage (circulation 24,000), and Thursday;. February'3 around the
outside of The Enterprise (circulation 7,100). This advertising will cost $740, plus $35
for flyers. Add in up to $200 for Mardi ,Gras beads and this is a $1000 event. We think
this is a worthwhile investment for a vibrant downtown Plainfield.
