The Board of Public corks of the City of Richmond , Indiana , met in regular session at the of, i. ce of said Board Thursday Dec embe r 6th , 1923 , at 9 of clock A. M. All the membe rsr of said Board , Messrs , Land9 McFa,il and Henley being present . The following pro - ce edings were had , to-wit : - _ . _ • The City C ivi 1 Engineer repo rted the completion of contracts under Itprovement Resolution No. 640 -1922 and 641 -1922, L. P. Beard Construction Co. contractors , Resolution No. 640-1922 , for the improvement of Northwest 7th Street from the Peacock Road to West Tdain Street ; Also , West I:ain Street from West 8th Street to the • ,lest Corporation Line , of the ci ty ; By paving the roadway of said streets in such portion thereof as is not being paved under the "Three Mile Road Law" proceedings for said improvement being con- str u cted. by the Board of Wayne County C ommi s sio ne rs mach pay ing being laid with C oncre to ; also by the improvement of such stre et s with cement curb & glitter on both sides thereof between the points • named ; Also constructing cement sidewalk on east side of S.W. 7th Street , from Peacock Road to Pearl Street & repai ring sidewalks already constructed bet-r'een. Peacock Road & West Mai Street, Improve men t Resolution No. 641--192 , for the improvement of South- west 7th Street, from West Main Street to the National Road, by paving the roadway with concrete and constructing cement curb & gutter on both sides of said street ; also constructi ng cement sid e- walk on both sid es and repai ri ng sid ewalks already laid that are not in good condition on both sid. es of said street , between the points named. The City Civil Engineer reported that he is not sati sfi ed with the .work on the above contracts as a whole , stating some of it is not up to standard, and the streets have not been properly cleaned , nor have the parkways been graded and filled as . specified in the plans .& specifications for said improvements . The Board of Publ is Works met with. the Financial Agent of the L. P. Beard Construction Co. , contractors for said above named improvements , and. stat ed to him that they also were not satisfied th the work for the above reasons as given by the City Civil Engi ne er, but in, view of the fact that it is rat her late in the season to. tear up and relay cement , the Board. accept . said work up on co ndi ti on that the str e ets be immedi ate ly cleaned and the parkways be graded and filled wi th proper soil , and that 15% of the cost of s aid_ above improvements be re tai ne d. for one year and - uniti 1 such time as the work i s made sati sfa ctoryr to the City , This having been agreed to by said Financial Agent. The Board approved a primary assessment ro11 covering the costs of the said improvements , retaining 15jo of same . instead of the 5% as spe ci fi ed in the contracts for said improvements . • In view of complaints regi ster. ed- as to the work in ratter of con- struction o.f cement curb & gutter on both sides of North 19th - Street from Main Street to Rai lroad , under Improvement Resolution NO. 649 -1922, D. G. Burkhardt contractor , wi th the consent of Mr. Burkhardt , the Board instruct that 25% be retained on sai d contract inst ead of 5d as }pe of fie d in the contract. 3 Thur s day December 6th , 1923. The Board extend the time for the completion of contract under Improvement :iesolution No. -668-192 3, for the construction of cement roadway in the all ey between South 8th & 9th Stre et from • South "A" to "B" Street, D. G. Burkhardt Contractor , unti 1 the 1st day of May , 1924. The Board exte nd the time for the c omple don of contract under Improvement Ileso luticn No. 683-1923, for the const ruc ti on of cement roadway in the alley between South 7th & 8th Street from South "A" Street north to the present. cement alley , D. G. Burkhardt contractor , until May 1st , 1924. The Clerk was directed to notify the. Standard Oil Co . , to grade & • construct cement sidewalk on the east side of North 19th Street abutting their property from Mai n Street north . The • Clerk was directed to notify the Eastern Automotive Sales Co. 221 Main Street that they were mai ntzining & operating an overhead fillir station at the above number, without permission of the City of ili_ohmond , Indi ana., and -to remove the same as it was a menace to public safety . • • • The Board then adjourned• • Prest . of oar .
